I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II FIFE LOCAL DEVELOPMENT PLAN (FIFEplan) MAIN ISSUES REPORT

 

There was submitted Agenda Note AN20-2013 advising that the Fife Local Development Plan (FIFEplan) Main Issues Report (MIR) had been published for a period of public consultation and Dundee City Council had been consulted as a neighbouring authority.

 

The Committee agreed to advise Fife Council that it supported the strategy proposed and had no specific comments to make.

 

III GRAHAM STREET AREA WAITING RESTRICTIONS VARIATION

 

There was submitted Report No 43-2013 by the Director of City Development relative to a request for alterations to waiting restrictions in Graham Street and St Michael's Yard due to new residential properties currently being built on the site of what was formerly Dundee College (Graham Street Centre).

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Order for Dundee.

 

IV BUTTERBURN AND BUCKLEMAKER COURTS, HILLTOWN, DUNDEE - STOPPING-UP

 

There was submitted Report No 48-2013 by the Director of City Development relative to a proposal to stop-up and remove from the list of public roads various lengths of roads, footpaths and footways within the Butterburn Court and Bucklemaker Court areas utilising the powers of the Roads (Scotland) Act 1984.

The Committee approved the preparation of a Stopping-up Order to stop-up lengths of roads, footpaths and footways in the Butterburn Court and Bucklemaker Court areas of Hilltown.

 

V ST MARYS LANE, LOCHEE, AND FINTRY PLACE, BROUGHTY FERRY, DUNDEE - PART-TIME PROHIBITION OF DRIVING

 

There was submitted Report No 58-2013 by the Director of City Development relative to a proposal to restrict access to pedestrians only during school times utilising the powers of the Road Traffic Regulation Act 1984.

 

The Committee agreed to:-

 

(a) approve the preparation of a part-time Prohibition of Driving Order to prohibit vehicles driving over the entire length of St Mary's Lane, Lochee and that section of Fintry Place East of Forthill School access road;

 

(b) should no adverse comments be received within the statutory consultation period, approve the formal publication of the Order; and

 

(c) should no objections be received or objections received but not maintained, after the Order was advertised, approve the making of the Order.

 

VI TRAFFIC ORDERS

 

There was submitted Agenda Note AN21-2013 advising of the undernoted proposed Traffic Orders:-

 

(a) DUNDEE CITY COUNCIL (CHANGES TO RESIDENTS PARKING QUALIFICATION REQUIREMENTS, DUNDEE) ORDER 2013

 

Reference was made to Article VII of the minute of meeting of this Committee of 25th June, 2012, wherein the Committee authorised the preparation of an Order to reduce the risk of error, potential fraud and misappropriation encountered by the previous system.

 

The proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

The Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as requested.

 

(b) DUNDEE CITY COUNCIL (VARIATION TO DISABLED PERSONS PARKING PLACES) (ADDITIONS) ORDER 2013

 

Reference was made to Article XI of the minute of meeting of this Committee of 20th August, 2012, wherein the Committee authorised the preparation of an Order to add bays which had been requested by qualifying Blue Badge Holders.

 

The proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

The Committee therefore agreed to authorise the publication of the Order as drafted.

 

(c) DUNDEE CITY COUNCIL (GLENAGNES ROAD, DUNDEE) (VARIATION OF SCHOOL KEEP CLEAR) ORDER 2013

 

Reference was made to Article II of the minute of meeting of this Committee of 24th September, 2012, wherein the Committee authorised the preparation of an Order to increase safety for children at West End Primary School (Blackness Road/Glenagnes Road).

The proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

The Committee therefore agreed to authorise publication of the Order as drafted.

 

VII SOUTH WARD ROAD TO ARGYLLGAIT - NAME CHANGE

 

There was submitted Report No 63-2013 relative to a proposal to promote the necessary Traffic Regulation Order to change the name of a section of South Ward Road to Argyllgait.

 

The Committee approved the preparation of the necessary Traffic Regulation Order to change the name of a section of South Ward Road to Argyllgait, changing all of the various Orders associated with the name change.

 

VIII GYMNASTICS CENTRE ROAD IMPROVEMENTS

 

There was submitted Agenda Note AN22-2013, advising that as part of the new Gymnastics Centre project improvements to the access road had been identified as being required as soon as possible due to the poor condition of the access road surface. The new Gymnastics Centre was due to open in January, 2013 and these works required to be completed in early January, 2013 in advance of the opening.

 

It was reported that in view of the limited timescales available, the Chief Executive and the City Engineer, after consultation with the Convener and Spokespersons of the other Groups, had accepted an offer from Tayside Contracts in the sum of 25,012.13, together with allowances of 987.87 for professional fees, giving a total expenditure of 26,000.

 

The Committee noted accordingly.

 

IX LOCHEE PHYSICAL REGENERATION - HIGHGATE REDEVELOPMENT INFRASTRUCTURE WORKS - LOCHEE UNDERPASS ON COUPAR ANGUSROAD ADJACENT TO ST ANN STREET, LOCHEE

 

There was submitted Agenda Note AN23-2013, making reference to Article VI of the minute of meeting of this Committee of 10th December, 2012 when the City Engineer was authorised to appoint Tayside Contracts to carry out infrastructure works within the Highgate Area of Lochee. It was reported that works additional to the contract had been identified to permanently infill the existing Lochee Underpass on Coupar Angus Road adjacent to St Ann Street as part of the Lochee Physical Regeneration project.

 

The City Engineer had obtained a quotation from the above contractor which demonstrated favourable rates for carrying out these works under the above contract and recommended that this be accepted.

 

The overall costs amounted to 32,000, including 3,500 for professional fees, which could be met from the 2012/2013 Vacant and Derelict Land Fund.

 

The Committee authorised the City Engineer to instruct these works.

 

X TENDERS RECEIVED BY CITY ARCHITECT

 

There was submitted Report No 85-2012 by the City Architect advising that in view of the timescales involved, acceptance of the undernoted tenders had been approved by the Director of City Development in consultation with the Convener of the City Development Committee, Opposition Group spokesperson, Conservative member, Liberal Democrat member and the Independent member.

(a) DUNDEE ICE ARENA - REMEDIAL WORKS TO BUILDING SERVICES AUTOMATIC CONTROL SYSTEM

 

Acceptance of an offer in the sum of 56,500, to which required to be added allowances amounting to 8,475, giving a total of 64,975, from Schneider Control Systems.

 

(b) THE ELMS - CONVERSION OF SECURE UNIT INTO OPEN RESIDENTIAL UNIT

 

Acceptance of an offer in the sum of 400,000, to which required to be added allowances amounting to 80,000, giving a total of 480,000, from the Environment Department (Construction Services).

 

XI TENDERS RECEIVED BY CITY ARCHITECT

 

There was submitted Report No 96-2013, detailing tenders received in respect of the undernoted projects:-

 

(a) FINMILL CENTRE - VARIOUS UPGRADING WORKS

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 64,500, to which required to be added allowances amounting to 9,675, giving a total of 74,175.

 

(b) ST PIUS PRIMARY SCHOOL - REPLACEMENT OF CURTAIN WALLING - PHASE 2

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 81,652.64, to which required to be added allowances amounting to 12,248, giving a total of 93,900.64.

 

(c) LOCHEE LEISURE CENTRE - BOILER REPLACEMENT

 

The Committee agreed to accept an offer from Scan Building Services, in the sum of 306,987.25, to which require to be added allowances amounting to 46,048.19, giving a total of 353,036.09.

 

(d) BROUGHTY FERRY LIBRARY - NEW EXTERNAL LIGHTING

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 20,000, to which required to be added allowances amounting to 3,000, giving a total of 23,000.

 

(e) CAIRD PARK REPLACEMENT STARTERS HUT - ENABLING WORKS

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 15,919.72, to which required to be added allowances amounting to 2,387.96, giving a total of 18,307.68.

 

(f) FORTHILL PRIMARY SCHOOL - OUT OF SCHOOL MODULAR UNIT ENABLING WORKS

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 20,108.27, to which required to be added allowances amounting to 3,016.24, giving a total of 23,124.51.

 

XII TENDERS RECEIVED BY THE CITY ENGINEER

 

There was submitted Report No 101-2013 by the City Engineer detailing an offer received from Tayside Contracts in respect of East Whale Lane, East Dock Street, Junction Improvement.

 

The Committee agreed to accept the offer in the sum of 46,313.77, to which required to be added allowances amounting to 138,686.23, giving a total of 185,000.

The Convener agreed that the undernoted item of business be considered as a matter of urgency in terms of Standing Order No 17(b) in view of the timescales involved.

 

XIII DUNDEE CITY COUNCIL (VARIATION OF OFF-STREET CAR PARKS) ORDER 2013

 

There was submitted Agenda Note AN28-2013 making reference to Article IX of the minute of meeting of this Committee of 25th June, 2012, wherein the Committee authorised the preparation of an Order to allow a more flexible approach to parking within the city.

 

The proposed Order was duly drafted and, during the statutory consultation period, no objections were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

XIV COMMERCIAL LEASES

 

There was submitted Report No 79-2013 by the Director of City Development, advising of commercial leases agreed in respect of the undernoted properties:-

XV RENT REVIEWS

 

There was submitted Report No 80-2013 detailing a rent review in respect of subjects at 16A Westport.

 

The Committee approved accordingly.

 

XVI 214 BLACKNESS ROAD, DUNDEE

 

There was submitted Agenda Note AN24-2013 requesting consent to change to use of the above premises.

 

The Committee approved the change of use.
