I DECLARATION OF INTEREST
There were no declarations of interest.
II WINTER MAINTENANCE POLICY AND LEVEL OF SERVICE 2015/2016
There was submitted Agenda Note AN178-2015, making reference to Article VII of the minute of meeting of this Committee of 24th September, 2012 wherein, following the severe winter of 2010/2011 and detailed reviews of all stakeholders, improvements to the policy and level of service for winter 2012/2013 were approved. This improvement policy and level of service was adopted for 2013/2014 and 2014/2015 and it was recommended that it be adopted again for 2015/2016 with an update in relation to the treatment of remote cycle routes during winter maintenance.
It was proposed that the remote principal section of cycle way on the Green Circular Route from Douglas Terrace, Broughty Ferry to Invergowrie be treated in accordance with footway secondary routes. Over the next 12 months all the principal cycle routes within Dundee would be reviewed as part of the Councils developing Cycling Strategy to establish a network for treatment and these would be incorporated as appropriate within the 2016/2017 winter maintenance policy.
The Committee approved the proposed level of service for 2015/2016.
III NEW ROADS - ROAD CONSTRUCTION CONSENT
There was submitted Agenda Note AN177-2015, making reference to Article IV of the minute of meeting of the Policy and Resources Committee of 27th April, 2009, wherein the Committee delegated the grant of road construction consent to the Director of City Development, with the proviso that any consents granted be reported to the City Development Committee as soon as practicable thereafter.
It was reported that the undernoted application had been submitted and the Executive Director of City Development had approved the application, subject to conditions which had been agreed with the applicants.

IV DRAFT NON-STATUTORY PLANNING GUIDANCE - THE DUNDEE GREEN NETWORK
There was submitted Report No 314-2015 by the Executive Director of City Development, seeking approval of the draft Non-Statutory Planning Guidance document The Dundee Green Network for consultation with interested parties. It also sought approval of the screening determinations for the Strategic Environmental Assessment and the Habitats Regulation Appraisal.
The Committee agreed to:-
(a) approve the draft Non-Statutory Planning Guidance for a six week period of consultation;
(b) approve the Strategic Environmental Assessment screening determination which considers the draft Non-Statutory Planning Guidance document will have no significant environmental effect;
(c) approve the Habitats Regulation Appraisal screening determination which considers the draft Non-Statutory Planning Guidance document will have no significant effect on any European Site and that no further consideration is required;
(d) remit the Director of City Development to consult with interested parties on the Non-Statutory Planning Guidance;
(e) remit the Director of City Development to report back to the Committee on the results of the consultation; and
(f) remit the Director of City Development to inform the public and SEA Consultation Authorities that an environmental assessment of the draft Non-Statutory Planning Guidance will not be undertaken.
V ROAD SAFETY SCHEMES - IMPLEMENTATION 2015/2016
There was submitted Report No 313-2015 by the Executive Director of City Development seeking approval for a programme of road safety measures to be implemented at locations in the city.
The Committee approved the implementation of the Road Safety Schemes as set out in Appendix B to the report.
VI ROAD SAFETY PROGRESS REPORT 2015
There was submitted Report No 310-2015 by the Executive Director of City Development advising the Committee of the progress made in reducing road accident casualties in Dundee.
The Committee noted the progress made in reducing road accident casualties on the local road network towards the Scottish Government road safety targets for 2015 and 2020.
VII MILL O MAINS AREA, DUNDEE (20MPH ZONE) ORDER 2015
There was submitted Report No 288-2015 by the Executive Director of City Development regarding a proposal to introduce a 20mph zone in the Mill OMains area of Dundee.
The Committee approved the preparation of the necessary Traffic Regulation Order to introduce a 20mph zone on all lengths of road within the Mill OMains area to promote road safety and to prevent a rat-run between Claverhouse Road and Forfar Road.
VIII VARIATION TO OFF-STREET CAR PARKS ORDER 2015
There was submitted Report No 289-2015 by the Executive Director of City Development regarding the requirement to promote the necessary Traffic Regulation Order to add two proposed car parks (Miller's Wynd and Hunter Street South) to the existing Order and vary the name of an existing car park to coincide with the proposed Hunter Street South addition.
The Committee agreed to:-
(a) approve the preparation of the necessary Traffic Regulation Order to add two proposed cap parks (Miller's Wynd and Hunter Street South) to the Dundee City Council (Off-Street Car Parks) Order 1996; and
(b) approve the preparation of the necessary Traffic Regulation Order to vary the existing name from Hunter Street Car Park to Hunter Street North Car Park within the Dundee City Council (Off-Street Car Parks) Order 1996.
IX ORMISTON CRESCENT - STOPPING-UP OF ROADS, FOOTPATHS AND FOOTWAYS ORDER 2015
There was submitted Report No 337-2015 by the Executive Director of City Development regarding a proposal to stop-up various lengths of roads, footpaths and footways within the Ormiston Crescent area of Whitfield utilising the powers of the Town and Country Planning Act 1990.
The Committee approved the preparation of a Stopping-Up Order to stop-up lengths of roads, footpaths and footways in the Ormiston Crescent area of Whitfield as detailed in the report.
X TENDERS RECEIVED BY CITY ENGINEER
There was submitted Report No 330-2015 by the Executive Director of City Development detailing tenders received in respect of the undernoted projects:-
(a) WHITFIELD AVENUE ENVIRONMENTAL IMPROVEMENTS - CIVIL WORKS
The Committee agreed to accept an offer from Tayside Contracts in the sum of 59,705.89, to which required to be added allowances amounting to 6,000, giving a total of 65,705.89.
(b) WHITFIELD AVENUE ENVIRONMENTAL IMPROVEMENTS - LANDSCAPE WORKS
The Committee agreed to accept an offer from Environment Contract Services in the sum of 31,465.99, to which required to be added allowances amounting to 2,534.01, giving a total of 34,000.
(c) DUNDEE HOUSE - NEW ACCESS
The Committee agreed to accept an offer from Tayside Contracts in the sum of 74,521.53, to which required to be added allowances amounting to 85,478.47, giving a total of 160,000.
(d) ST MARYS PRIMARY SCHOOL - DEMOLITION
The Committee agreed to accept an offer from Safedem Ltd in the sum of 89,898, to which required to be added allowances amounting to 43,078, giving a total of 132,976.
(e) WHORTERBANK ENVIRONMENTAL IMPROVEMENTS
The Committee agreed to accept an offer from Environment Contract Services in the sum of 184,930.15, to which required to be added allowances amounting to 20,069.95, giving a total of 205,000.
XI TENDERS RECEIVED BY CITY ARCHITECT
There was submitted Report No 312-2015 by the Executive Director of City Development detailing tenders received in respect of the undernoted projects.
(a) HUNTLY SQUARE - SHOP-FRONT REPLACEMENT
The Committee agreed to accept an offer from Environment Department (Construction Services) in the sum of 33,272.01, to which required to be added allowances amounting to 5,091.63, giving a total of 38,363.64.
(b) CHARLESTON DRIVE - SHOP-FRONT REPLACEMENT
The Committee agreed to accept an offer from Environment Department (Construction Services) in the sum of 21,726.05, to which required to be added allowances amounting to 3,324, giving a total of 25,050.05.
(c) VARIOUS PROPERTIES - SERVICING OF FAN CONVECTOR HEATERS AND CURTAINS
The Committee agreed to accept an offer from GBS (Building Services) Ltd, Dalkeith in the sum of 29,386.14, to which required to be added allowances amounting to 7,000, giving a total of 36,386.14.
(d) VARIOUS PROPERTIES - SERVICING OF FUME CUPBOARDS
The Committee agreed to accept an offer from Clean Air Containment Services Ltd in the sum of 31,200, to which required to be added allowances amounting to 7,000, giving a total of 38,200.
(e) CHRISTMAS TREE LIGHTS 2015 - ERECTION OF TREES, LIGHTS AND DECORATIONS
The Committee agreed to accept an offer from Environment Department (Construction Services) in the sum of 173,869.62, to which required to be added allowances amounting to 5,000, giving a total of 178,869.62.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
XII SITE EXTENDING TO 0.7 ACRES, PIPER STREET
There was submitted Agenda Note AN179-2015 regarding a request for permission to sub-let the above subjects.
It was reported for the information of members that this request was approved by the Executive Director of City Development in view of the timescales involved, in consultation with the Convener, Labour Group Spokesperson, Bailie Borthwick, Bailie Scott and Councillor Macpherson.
The Committee noted accordingly.
