I DECLARATION OF INTEREST

 

Councillors Melville and McCready declared a non-financial interest in Article XII by virtue of being involved in the application and left the Chamber during its consideration.

 

II NEW STREET NAMES FOR HOUSING DEVELOPMENT AND LAND OFF DYKES OF GRAY ROAD, DUNDEE

 

There was submitted Agenda Note AN154-2015, advising of the results of a consultation for new street names associated with the housing development at land off Dykes of Gray Road, Dundee.

 

The Committee approved the undernoted new street names:-

III TAYSIDE SAFETY CAMERA PARTNERSHIP

 

There was submitted Agenda Note AN155-2015, making reference to Article V of the minute of meeting of this Committee of 23rd June 2014, and advising the Committee that following consultation on the Safety Camera Partnership, Transport Scotland had decided to dissolve the regional Safety Camera Partnerships throughout Scotland and transfer all their responsibilities and functions to Police Scotland.

The Committee noted accordingly.

 

IV PHASE 3 REVETMENT WORKS, BROUGHTY FERRY

 

There was submitted Agenda Note AN156-2015, advising that the third phase of coastal protection and flood protection works had been carried out at Broughty Ferry Esplanade. The works involved the construction of a rock armour revetment starting from the recently constructed section at the Glass Pavilion to the existing section at Bridge Street, the construction of pedestrian access stairs and an access ramp incorporating vehicular access to the beach for cleaning and maintenance purposes.

 

It was reported that given the limited timescales available, the Chief Executive and the City Engineer, after consultation with the Convener, Labour Group Spokesperson, Bailie Borthwick, Bailie Scott and Councillor Macpherson had approved the acceptance of an offer from Tayside Contracts, in the sum of 877,393, together with allowances of 42,000 for City Engineer's professional fees and 90,000 for contingencies, giving a total expenditure of 1,009,393.

 

V REPLACEMENT OF SIDLAW VIEW PRIMARY SCHOOL AND JESSIE PORTER NURSERY SCHOOL

 

There was submitted Report No 218-2015 by the Director of City Development advising the Committee of the procurement and tendering for the replacement of Sidlaw View Primary School and Jessie Porter Nursery School.

 

The Committee approved the acceptance of the tender price submitted by Wilmott Dixon Construction Ltd in the amount of 7,060,000, together with allowances amounting to 1,040,000, giving a total cost of 8,100,000.

 

VI 28 ROSEANGLE, DUNDEE - COMPULSORY ACQUISITION OF LISTED BUILDING IN NEED OF REPAIR

 

There was submitted Report No 173-2015 by the Director of City Development seeking authority to promote a Compulsory Purchase Order under Section 42 of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997 in respect of a property at 28 Roseangle, Dundee, as reasonable steps had not been taken to properly preserve the Listed Building.

 

The Committee remitted the Director of Corporate Services to:-

 

(a) promote a Compulsory Purchase Order in respect of the property at 28 Roseangle, Dundee; and

 

(b) make a "Direction for Minimum Compensation", under Section 45 of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act.

 

VII WESTERN AREA, DUNDEE (WAITING AND LOADING RESTRICTIONS) (REVIEW) ORDER 2015

 

There was submitted Report No 190-2015 by the Director of City Development relative to a request to review parking in Dundee West End to remove unnecessary lining which could be utilised by the residents who struggle to find unrestricted areas close to their property.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee.

 

VIII WHITFIELD LOAN, DUNDEE - STOPPING-UP ORDER

 

There was submitted Report No 191-2015 by the Director of City Development relative to a proposal to stop-up a length of carriageway and various lengths of footpath in the Whitfield area adjacent to Whitfield Loan to accommodate a new development. It was also proposed to convert sections of footway and footpaths to carriageways to accommodate a new access road in the Whitfield area adjacent to Whitfield Loan.

The Committee approved the proposals detailed in the report.

 

IX CONSERVATION AREA APPRAISALS - FORTHILL, RERES HILL, GROVE AND BLACKNESS CONSERVATION AREAS

 

There was submitted Report No 200-2015 by the Director of City Development advising of the results of consultation on Draft Conservation Area Appraisals.

 

The Committee agreed to:-

 

(a) approve the Conservation Area Appraisals as planning guidance;

 

(b) remit the Director of City Development to cancel the existing Conservation Area Boundaries;

 

(c) remit the Director of City Development to give notice to the Scottish Government of the designation of the new Conservation Area boundaries;

 

(d) remit the Director of City Development to advertise the designation in the Edinburgh Gazette and Evening Telegraph newspapers; and

 

(e) remit the Director of City Development to apply the Scottish Government to replace the Article 4 Directions.

 

X TENDERS RECEIVED BY CITY ARCHITECT

 

There was submitted Report No 202-2015 by the City Architect detailing tenders received in respect of the undernoted projects:-

 

(a) MCMANUS GALLERIES - ENVIRONMENTAL IMPROVEMENT WORKS TO "HERE AND NOW" GALLERY

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 298,853.63, to which required to added allowances amounting to 48,725, giving a total of 347,578.63.

 

(b) SHORE TERRACE - ALTERATION WORKS FOR SCIO MOVE

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 266,775.84, to which required to added allowances amounting to 70,824, giving a total of 337,599.84.

 

(c) DAWSON PARK EAST PAVILION - TOILET REFURBISHMENT

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 42,153.74, to which required to added allowances amounting to 6,450.00, giving a total of 48,603.74.

 

(d) VARIOUS PROPERTIES - SERVICING AND MAINTENANCE OF SPRINKLER SYSTEMS

 

The Committee agreed to accept an offer from Hall Fire Protection Ltd, Manchester in the sum of 83,990, to which required to added allowances amounting to 10,000, giving a total of 93,990.

 

(e) WHITETOP CENTRE - ALTERATION WORKS PHASE 2A

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 110,000, to which required to added allowances amounting to 16,830, giving a total of 126,830.

(f) CAMPERDOWN WILDLIFE CENTRE - PROPOSED LIGHTING TO VISITORS APPROACH FOOTPATH

 

The Committee agreed to accept an offer from the Environment Department (Construction Services) in the sum of 15,734,50, to which required to added allowances amounting to 2,408, giving a total of 18,142.50.

 

(g) CAIRD HALL - AUDITORIUM LIGHTING INSTALLATION

 

The Committee agreed to accept an offer from Black Light Ltd, Edinburgh in the sum of 46,807.02.

 

(h) CAIRD HALL - NEW LIGHTING DESK

 

The Committee agreed to accept an offer from Black Light Ltd, Edinburgh in the sum of 16,372.53.

 

(i) CAIRD HALL - INSTALLATION OF NEW BREAK MOTORS

 

The Committee agreed to accept an offer from Black Light Ltd, Edinburgh in the sum of 20,977.19, to which required to added allowances amounting to 200, giving a total of 21,177.19.

 

XI DISABLED PERSONS PARKING PLACES (VARIATION) ORDER 2015

 

There was submitted Report No 205-2015 by the Director of City Development relative to requests during the last year for disabled parking bays which required to be added or removed from the Dundee City Council (Disabled Persons' Parking Places) (On-Street) Order 2011.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the on-street disabled parking bay provision in the relevant Traffic Regulation Order for Dundee, as detailed in the report.

 

XII PROPOSED COMMUNITY ASSET TRANSFER OF KEMBACK STREET ADULT RESOURCE CENTRE

 

There was submitted Report No 241-2015 by the Director of City Development in relation to the proposed transfer, as a Community Asset Transfer, of the former Adult Resource Centre, Kemback Street, Dundee.

 

The Committee approved the proposed transfer of the former Adult Resource Centre, Kemback Street, Dundee, on the terms and conditions detailed in the report.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

XIII 18 MAINS LOAN, DUNDEE

 

There was submitted Agenda Note AN157-2015 advising the Committee of a period of rent abatement agreed in respect of the above property.

 

The Committee noted accordingly.

XV SALE OF LAND, ST LEONARD PLACE, DUNDEE

 

There was submitted Report No 282-2015 by the Director of City Development seeking approval for the disposal of the site of the former Macalpine Primary School, St Leonard Road, Dundee.

 

The Committee approved the disposal of land, extending to 1.56 hectares (3.85 acres) or thereby at St Leonard Place, Dundee on the terms and conditions detailed in the report.

 

XVI PROPOSED LEASE OF GROUND AT THE FORMER DOUGLAS PRIMARY SCHOOL, BALMORAL TERRACE, DUNDEE

 

There was submitted Report No 242-2015 by the Director of City Development seeking approval for the lease of ground at the site of the former Douglas Primary School, Balmoral Terrace, Dundee.

 

The Committee approved the proposed lease of ground at the site on the terms and conditions detailed in the report.
