The minute of meeting of this Committee of 26th March, 2012 was held as read.

I CYCLING, WALKING AND SAFER STREETS (CWSS) PROJECTS COMMENCING 2012/2013

 

There was submitted Report No 140-2012 by the Director of City Development, seeking approval for officers to identify and deliver cycling and walking improvements across the City of Dundee.

 

The Committee approved the proposed cycling and pedestrian work themes for the year 2012/2013, as detailed in the report.

 

II TREE PRESERVATION ORDERS

 

There was submitted Agenda Note AN57-2012 relative to the undernoted Tree Preservation Orders:-

 

(a) 01/2012 - Braeknowe, 430 Blackness Road, Dundee

 

It was reported that on 24th January, 2012, the Council made a Tree Preservation Order on the above mentioned site, within the West End Suburbs Conservation Area, in order to protect the arboreal amenity of the area, and no objections had been received thereto.

 

(b) 02/2012 - Moyness, 76 Grove Road, Broughty Ferry, Dundee

 

It was reported that on 14th February, 2012, the Council made a Tree Preservation Order on the above mentioned site. The site currently had a Tree Preservation Order on it which would be revoked on the approval of this current Order. This was because mature trees had been felled for the erection of a boundary wall and an agreed planting scheme had been implemented. The proposed Tree Preservation Order had been redrafted to incorporate the existing trees and the new trees on the site.

 

It was further noted that no objections had been received.

 

(c) 03/2012 - Grounds at St Ronans, Dalkeith Road, Dundee

 

It was reported that on 17th February, 2012, the Council made a Tree Preservation Order on the above mentioned site, to protect the arboreal amenity of the area, and no objections had been received.

 

The Committee authorised the Head of Democratic and Legal Services and the Director of City Development to undertake the necessary procedures to confirm the above three Tree Preservation Orders.

 

III SEAFIELD ROAD, BROUGHTY FERRY ONE-WAY ORDER 2012

 

The Committee acceded to a request which had been received for a deputation to address the Committee relative to objections to the above mentioned proposed Order. After the deputation had stated its case and answered questions from members of the Committee, it was thanked for its attendance and withdrew.

 

Thereafter, there was submitted Report No 136-2012 by the Director of City Development seeking approval for the implementation of a Traffic Regulation Order to introduce a one-way traffic restriction in a section of Seafield Road, Broughty Ferry.

 

The Committee approved the preparation of the necessary Traffic Regulation Order to introduce a one-way traffic restriction in Seafield Road, Broughty Ferry by varying the Tayside Region (Dundee) (One-Way Traffic) (Consolidation) Order 1987.

 

IV TRAFFIC ORDERS

 

There was submitted Agenda Note AN58-2012 relative to the undernoted Traffic Orders:-

 

(a) DUNDEE CITY COUNCIL (COUPAR ANGUS ROAD, RIVERSIDE DRIVE/RIVERSIDE AVENUE AND MONIFIETH ROAD/DALHOUSIE ROAD, DUNDEE) (VARIATION TO SPEED RESTRICTIONS) ORDER 2012

 

Reference was made to Article II of the minute of meeting of this Committee held on 12th December, 2011, wherein the Committee authorised the preparation of an Order to increase safety on the highlighted lengths of carriageway and to decrease the potential for accidents.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

The Committee therefore authorised publication of the Order as drafted.

 

(b) DUNDEE CITY COUNCIL (SOUTH MARKETGAIT AREA, DUNDEE) (VARIATION OF TRAFFIC REGULATIONS) ORDER 2012

 

Reference was made to Article VI of the minute of meeting of this Committee held on 31st October, 2011, wherein the Committee authorised the preparation of an Order to allow effective traffic management during the next phase of the Dundee Central Waterfront project.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

The Committee therefore authorised publication of the Order as drafted.

 

(c) DUNDEE CITY COUNCIL (NORTH LINDSAY STREET, DUNDEE) (VARIATION TO WAITING RESTRICTIONS) ORDER 2012

 

Reference was made to Article VII of the minute of meeting of this Committee of 28th November, 2011, wherein the Committee authorised the preparation of an Order to allow access for both visitors and servicing to Dundee House since its redevelopment.

 

It was reported that the proposed Order was duly drafted, and during the statutory consultation period, no objections were received.

 

The Committee therefore authorised publication of the Order as drafted.

 

(d) DUNDEE CITY COUNCIL (WHITEHALL CRESCENT AREA, DUNDEE) (VARIATION OF TRAFFIC REGULATIONS) ORDER 2012

 

Reference was made to Article V of the minute of meeting of this Committee of 23rd January, 2012, wherein the Committee authorised the preparation of an Order to allow for the Waterfront Masterplan to be implemented, facilitating the next stage of the redevelopment of Dundee Central Waterfront.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

The Committee therefore authorised publication of the Order as drafted.

 

(e) DUNDEE CITY COUNCIL (RIVERSIDE DRIVE LAY-BY, DUNDEE) (VARIATION OF TRAFFIC REGULATIONS) ORDER 2012

 

Reference was made to Article III of the minute of meeting of this Committee held on 28th November, 2011, wherein the Committee authorised the preparation of an Order to allow for servicing of Dundee Railway Station following the closure of South Union Street.

 

The proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

The Committee therefore authorised publication of the Order as drafted.

 

V NEW ROADS - ROAD CONSTRUCTION CONSENT

 

There was submitted Agenda Note AN59-2012, making reference to Article IV of the minute of meeting of the Policy and Resources Committee of 27th April, 2009, wherein it was agreed to delegate the grant of road construction consent to the Director of City Development with the proviso that any consents granted be reported to the City Development Committee as soon as practicable thereafter.

 

It was reported that the undernoted application had been submitted and the Director of City Development had approved the application, subject to conditions which had been agreed with the applicant.

VI TENDERS RECEIVED BY CITY ENGINEER

 

There was submitted Report No 152-2012 by the Director of City Development, advising of offers received in respect of the removal of the Gazebo in the City Square and the installation of new structured slab, paved surfacing and provision of two new electrical ground boxes.

The Committee approved acceptance of the lower offer, from Dundee Plant Company Ltd in the sum of 25,580, to which required to be added allowances amounting to 24,420, giving a total expenditure of 50,000.

 

VII TENDERS RECEIVED BY CITY ARCHITECT

 

There was submitted Report No 162-2012 by the Director of City Development, detailing negotiated offers from the Environment Department (Construction Services) in respect of the undernoted projects:-

 

(a) CLEPINGTON PRIMARY SCHOOL - UPGRADING TO EXTERNAL TOILET BLOCKS

 

The Committee agreed to accept the offer in the sum of 56,539.81, to which required to be added allowances amounting to 8,480.97, giving a total expenditure of 65,020.78.

 

(b) EASTERN PRIMARY SCHOOL - ADDITIONAL NURSERY PROVISION AND TOILETS

 

The Committee agreed to accept the offer in the sum of 68,073.05, to which required to be added allowances amounting to 10,210.96, giving a total expenditure of 78,284.01.

 

(c) ST PETER AND PAUL PRIMARY SCHOOL - UPGRADING TO GROUND FLOOR TOILETS

 

The Committee agreed to accept the offer in the sum of 35,912.63, to which required to be added allowances amounting to 5,386.89, giving a total expenditure of 41,299.52.

 

(d) WELLGATE DAY CENTRE - EMERGENCY CALL SYSTEM

 

The Committee agreed to accept the offer in the sum of 15,826, to which required to be added allowances amounting to 2,373.90, giving a total expenditure of 18,199.90.

 

VIII TENDERS RECEIVED BY CITY ARCHITECT

 

There was submitted Report No 177-2012 by the City Architect, detailing negotiated offers from the Environment Department in respect of the undernoted projects:-

 

(a) LONGHAUGH PRIMARY SCHOOL - WINDOW REPLACEMENT

 

The Committee agreed to accept the offer in the sum of 113,000, to which required to be added allowances amounting to 10,000, giving a total expenditure of 123,000.

 

(b) DENS ROAD PRIMARY SCHOOL - WINDOW REPLACEMENT

 

The Committee agreed to accept the offer in the sum of 100,000, to which required to be added allowances amounting to 10,000, giving a total expenditure of 110,000.

 

(c) GLEBELANDS PRIMARY SCHOOL - WINDOW REPLACEMENT

 

The Committee agreed to accept the offer in the sum of 70,000, to which required to be added allowances amounting to 7,000, giving a total expenditure of 77,000.

 

(d) MCKINNON CENTRE REFURBISHMENT - ENABLING WORKS

 

The Committee agreed to accept the offer in the sum of 75,000, to which required to be added allowances amounting to 11,250, giving a total expenditure of 86,250.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
