I UNESCO CREATIVE CITY STATUS IN MEDIA ARTS
There was submitted Report No 189-2011 by the Director of City Development relative to a proposal that the City should bid for UNESCO Creative City status in Media Arts.
The Committee remitted to the Director of City Development to develop and submit a bid to UNESCO for Creative City status in Media Arts.
II CYCLING, WALKING AND SAFER STREETS (CWSS) PROJECTS COMMENCING 2011/2012
There was submitted Report No 205-2011 by the Director of City Development seeking approval for officers to identify and deliver cycling and walking improvements across the City of Dundee.
The Committee approved the proposed cycling and pedestrian work themes for 2011/2012, as detailed in the report.
III EARL GREY PLACE - ONE-WAY ORDER
There was submitted Report No 171-2011 by the Director of City Development considering the requirement to promote a Traffic Regulation Order at Earl Grey Place to facilitate the second phase of the Central Waterfront development.
The Committee approved the preparation of the necessary Traffic Regulation Order to affect the changes of the traffic regulations in the proposed section of Earl Grey Place to one-way in a south easterly/south westerly and north westerly direction.
IV VARIATION TO SCHOOL KEEP CLEAR ORDER
There was submitted Report No 207-2011 by the Director of City Development considering the requirement to add School Keep Clear markings at Menzieshill High School and Jessie Porter Nursery School.
The Committee approved the preparation of a Traffic Regulation Variation Order to add to or vary the provisions of the Dundee City Council (School Keep Clear Areas) Order 1997, as detailed in the report.
V MILL O MAINS - STOPPING-UP ORDER
There was submitted Report No 208-2011 by the Director of City Development considering the necessity to stop-up a length of footpath within the Uist Terrace area of Mill O'Mains utilising the powers of the Town and Country Planning (Scotland) Act 1997.
The Committee approved the preparation of a Stopping-Up Order to stop-up a length of footpath in the Uist Terrace area of Mill O'Mains to accommodate a new development following planning consent.
VI TRAFFIC ORDERS
There was submitted Agenda Note AN65-2011 advising of the undernoted proposed Traffic Orders:-
(a) DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) (NO 2) ORDER 2011
Reference was made to Article X of the minute of meeting of this Committee of 23rd August, 2010, wherein the Committee authorised the preparation of an Order introducing further measures to vary the provisions of numerous existing Waiting Restrictions Orders affecting Dundee.
It was reported that the proposed Order was duly drafted and during the statutory consultation period, no objections were received.
The Order was duly advertised and there were three objections, two of which were later withdrawn.
The Committee agreed to make the Order despite the objection.
(b) DUNDEE CITY COUNCIL (DUNDONALD STREET, DUNDEE) (VARIATION OF WAITING RESTRICTIONS) ORDER 2011
Reference was made to Article IX of the minute of meeting of this Committee of 25th October, 2010, wherein the Committee authorised the preparation of an Order to improve sightlines and to protect the egress of traffic from Ogilvie Street, and to protect the access and egress of traffic utilising the proposed end-on parking in Dundonald Street, whilst also protecting the proposed build-outs separating the parking areas.
It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received.
The Order was duly advertised and there was one objection received.
The Committee agreed to make the Order despite the objection.
(c) DUNDEE CITY COUNCIL (HIGH STREET/NETHERGATE/MEADOWSIDE, DUNDEE) (VARIATION OF TAXI RANK CLEARWAYS) ORDER 2011
Reference was made to Article VII of the minute of meeting of this Committee of 27th September, 2010, wherein the Committee authorised the preparation of an Order to allow for additional parking for taxis throughout the City, both on a 24 hour basis and an 11.00 pm to 6.00 am basis.
It was reported that the proposed Order was duly drafted and during the statutory consultation period, no objections were received.
The Committee therefore agreed to authorise publication of the Order, as drafted.
VII TENDERS RECEIVED BY CITY ENGINEER
There was submitted Report No 156-2011 by the City Engineer detailing tenders received in respect of the demolition of toilets at Peep O'Day Lane.
The Committee agreed to accept the lowest offer from Gowrie Contracts in the sum of 28,447, to which required to be added allowances amounting to 8,153, giving a total expenditure of 36,600.
VIII COMMERCIAL LEASES
There were submitted and noted commercial leases agreed in respect of the undernoted premises:-

Councillor Duncan declared a non-financial interest in 5 Whorterbank by virtue of his membership of the Scottish National Party.

The Committee noted the terms of the excambion.
XI PROPOSED SALE OF LAND AT DRUMLITHIE PLACE, DUNDEE
There was submitted Report No 202-2011 by the Director of City Development seeking approval for the sale of ground at the above address.
The Committee approved the sale on the terms and conditions detailed in the report.
XII PROPOSED SALE OF LAND AT 26 WHITFIELD GARDENS, DUNDEE
There was submitted Report No 194-2011 by the Director of City Development seeking approval for the sale of ground at the above address.
The Committee approved the sale on the terms and conditions detailed in the report.
XIII STUNT SHOW AT CAIRD PARK, DUNDEE
There was submitted Agenda Note AN67-2011 advising that following consultation with the Convener and spokespersons for the other groups, the Director of City Development had granted consent to operate a stunt show at Caird Park on the terms and conditions detailed in the note.
The Committee noted accordingly.
XIV CIRCUS, RIVERSIDE PARK, DUNDEE
There was submitted Agenda Note AN68-2011 advising that following consultation with the Convener and spokespersons for the other groups, the Director of City Development had granted consent to operate a circus at Riverside Park on the terms and conditions detailed in the note.
The Committee noted accordingly.
