The minute of meeting of this Committee of 27th September, 2010 was held as read.

I REVENUE MONITORING 2010/2011
There was submitted Report No 603-2010 by the Director of Finance providing the Committee with an analysis of the 2010/2011 Projected Revenue Outturn as at 31st August, 2010 monitored against the adjusted 2010/2011 Revenue Budget.
The Committee:-
(i) noted that the overall General Fund 2010/2011 Projected Revenue Outturn as at 31st August, 2010 showed an overspend of 468,000 against the adjusted 2010/2011 Revenue Budget;
(ii) noted that the Housing Revenue Account as at 31st August, 2010 was projecting a breakeven position against the adjusted HRS 2010/2011 Revenue Budget;
(iii) instructed the Director of Finance to take every reasonable action to ensure that the 2010/2011 revenue expenditure was below, or in line with, the adjusted Revenue Budget; and
(iv) instructed the Director of Finance, in conjunction with all Chief Officers of the Council, to continue to monitor the Council's 2010/2011 Projected Revenue Outturn.
II CAPITAL EXPENDITURE MONITORING 2010/2011
There was submitted Report No 594-2010 by the Director of Finance appraising members of the latest position regarding the Council's Capital Expenditure Programme 2010/2011.
The Committee noted the contents of the report.
III RELIEF OF RATES - CHARITY RELIEF
There was submitted Report No 616-2010 by the Director of Finance seeking authorisation to grant charity relief on the undernoted non-domestic properties:-

IV DUNDEE COMMUNITY REGENERATION FUND 2010/2011 TO 2012/2013
Councillors Black and Asif declared a non-financial interest in this item by virtue of being the Council's representatives on the Board of Grey Lodge.
There was submitted Report No 620-2010 by the Assistant Chief Executive relative to the above.
The Committee approved the funding process and the proposals contained in Section 5 of the report appended hereto (APPENDIX I).
V ANNUAL HEALTH AND SAFETY REPORT 2009/2010
After considering Report No 552-2010 by the Head of Personnel relative to the above, the Committee approved the Annual Health and Safety Report appended thereto which helped to promote the management of health and safety across the Council and provided information regarding the further development of the health and safety management throughout the Council.
VI OCCUPATIONAL ROAD RISK POLICY (REVISION)
On a reference to Article VI of the minute of meeting of this Committee of 28th September, 2010, there was submitted Report No 622-2010 by the Head of Personnel relative to the above.
The Committee approved the revised Occupational Road Risk Policy to further promote and improve the management of occupational road risk throughout the Council.
VII SERVICE LEVEL AGREEMENT BETWEEN DUNDEE COMMUNITY SAFETY PARTNERSHIP AND TAYSIDE POLICE
On a reference to Article XV of the minute of meeting of this Committee of 23rd June, 2008, there was submitted Report No 427-2010 by the Director of Leisure and Communities providing detailed information on the impact of the Service Level Agreement between the Dundee Community Safety Partnership and Tayside Police for the period 2008/2011 and seeking approval for the establishment of a new three year Service Level Agreement for the period 2011/2014.
The Committee remitted to the Director of Leisure and Communities to enter into a Service Level Agreement between Dundee City Council and Tayside Police from 1st April, 2011 to 31st March, 2014 for the delivery of the following services:-
- provision of strategic assessments and community intelligence reports by the Community Intelligence Unit for the Dundee Community Safety Partnership and local analytical reports for Local Community Planning Partnerships and partner agencies.
- police support for the DUNCAN/Safer Retail Initiatives.
- dedicated resources for the Tayside Police Community Engagement Team.
VIII 4TH INTERNATIONAL SOLAR CITIES CONGRESS
After considering Agenda Note AN127-2010, it was noted that the Chief Executive, in consultation with the spokesperson from each of the Groups, authorised the attendance of the Lord Provost and the Leader of the Council at the 4th International Solar Cities Congress held in Dezhou in China from 15th to 19th September, 2010.
It was further noted that the Leader of the Administration and the City Architectural Services Officer attended the Congress and a report on the visit would be submitted to a future meeting of this Committee.
IX BURGESS TICKETS
Reference was made to Article II of the minute of meeting of this Committee of 27th October, 2008, wherein the Committee agreed, in principle, to the issuing of Burgess tickets and delegate decisions on the issuing of Burgess tickets to a new charitable body.
After considering Agenda Note AN133-2010, the Committee noted that the initial members of the City of Dundee Burgess Charity would be the Lord Provost, Robert Burns, Bill Spence, Charles Scott, Margaret Mochan, Pru Watson and the incoming President of "Women Ahead".
X DUNDEE WATERFRONT PROJECT ANNUAL REPORT
After considering Report No 375-2010 by the Director of City Development appraising the Committee of progress on the Dundee Waterfront Project, the Committee noted the contents of the report.
XI SOCIAL CARE AND SOCIAL WORK IMPROVEMENT SCOTLAND - ADMISSION TO LOCAL GOVERNMENT PENSION SCHEME
There was submitted Report No 623-2010 by the Director of Finance relative to the above.
The Committee agreed to Social Care and Social Work Improvement Scotland being admitted to the Local Government Pension Scheme and to make and enter into an appropriate admission agreement.
XII CHILDREN AND FAMILIES ENGAGEMENT STRATEGY
There was submitted Report No 576-2010 by the Assistant Chief Executive relative to the above.
The Committee:-
(i) noted the content of the report and the Engagement with Children and their Families Strategy;
(ii) endorsed the drive to develop the strategy in order that children, young people and their families were involved in the development of children's services through integrated children's services planning; and
(iii) approved the delivery framework within the strategy.
XIII EXTENSION OF COVERAGE OF FREEDOM OF INFORMATION (SCOTLAND) ACT 2002
There was submitted Report No 626-2010 by the Depute Chief Executive (Support Services) informing members of the proposed extension of coverage of the Freedom of Information (Scotland) Act 2002 to certain bodies providing Council functions/services.
The Committee agreed to note the proposals and make no response to them.
XIV SINGLE OUTCOME AGREEMENT ANNUAL REPORT 2009/2010
There was submitted Report No 640-2010 by the Assistant Chief Executive on the Single Outcome Agreement Annual Report to the Scottish Government which was appended thereto.
The Committee agreed that the Single Outcome Agreement Annual Report 2009/2010 be approved and placed on the City Council and Dundee Partnership websites.
In addition, it was agreed that updates on the Single Outcome performance indicators and progress reports on the Single Outcome priority actions be submitted on a quarterly basis in order to maintain the focus on achieving the agreed outcomes for the City.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
XV RELIEF OF NON-DOMESTIC RATES ON THE GROUNDS OF HARDSHIP (HARDSHIP RELIEF)
There was submitted Report No 615-2010 by the Director of Finance relative to the above.
The Committee approved the recommendation detailed therein.
