The minute of meeting of this Committee of 12th November, 2007 was held as read.

I CONFIRMATION OF TREE PRESERVATION ORDER, 30C ALBANY ROAD
The Committee acceded to a request for a deputation to address the Committee relative to the above proposed Tree Preservation Order. After the deputation had stated its case and answered questions from members of the Committee, it was thanked for its attendance and withdrew.
Thereafter, there was submitted Agenda Note AN283-2007, giving additional information with regard to the health and safety of the proposed listed trees.
The Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures to confirm the Tree Preservation Order.
II DRAFT LOCHEE PHYSICAL REGENERATION FRAMEWORK - REPORT ON CONSULTATION EXHIBITIONS 20TH TO 24TH AUGUST AND 15TH TO 19TH OCTOBER, 2007
There was submitted Report No 589-2007 by the Director of Planning and Transportation advising the Committee of the outcome of the consultation exhibitions on the draft Lochee Physical Regeneration Framework, and seeking its approval as a material planning consideration.
The Committee agreed to:-
(a) note the terms of the various responses to the consultation undertaken;
(b) approve the attached Lochee Physical Regeneration Framework as a material consideration for future planning applications, and refer it to the Development Quality Committee for its information;
(c) approve the associated Action Plan as the basis for realising the objectives of the Draft Lochee Physical Regeneration Framework;
(d) remit the Director of Planning and Transportation to bring forward proposals for the development of the opportunity sites contained within the Draft Lochee Physical Framework as appropriate; and
(e) note the formation of a dedicated officer group to progress the Action Plan and approve the promotion of a "Lochee Forum" as a vehicle for engaging the community in the implementation of the Lochee Physical Regeneration Framework.
III ROAD SAFETY PROGRESS REPORT
There was submitted Report No 564-2007 by the Director of Planning and Transportation advising the Committee of the progress made in reducing road accident casualties in Dundee.
The Committee noted the terms of the report.
IV UPDATE ON ROAD SAFETY SCHEMES - IMPLEMENTATION 2007/2008
There was submitted Report No 565-2007 by the Director of Planning and Transportation seeking approval for a programme of road safety measures to be implemented at various locations in the city.
The Committee agreed:-
(a) to approve the implementation of the Road Safety Schemes as set out in Appendix A to the report; and
(b) that any engineering measures required would be awarded to Tayside Contracts under the agreed Schedule of Rates.
V DUNDEE AREA - WAITING RESTRICTIONS
There was submitted Report No 551-2007 proposing the rationalisation of waiting restriction Traffic Regulation Orders in Dundee.
The Committee approved the preparation of new Traffic Regulation Orders as detailed in the report.
VI COMPULSORY PURCHASE ORDER OF LAND TO THE REAR OF 98 ALBERT STREET AND WHALERS CLOSE, STOBSWELL
There was submitted Report No 581-2007 by the Director of Planning and Transportation seeking authority to promote a Compulsory Purchase Order in respect of land to the rear of 98 Albert Street and Whalers Close, Stobswell in order to secure the redevelopment of vacant and derelict ground within the Stobswell Regeneration Area for a public car park.
The Committee authorised the Depute Chief Executive (Support Services) to promote a Compulsory Purchase Order to acquire all the outstanding interests in the identified land to allow the redevelopment of the Whalers Close area in accordance with the approved planning application.
VII GRANTING OF SECTION 18 LICENCE UNDER THE COAST PROTECTION ACT 1949 TO CATCHMENT TAY LTD FOR MANHOLE REPAIR WORKS ONFORESHORE AT DOUGLAS TERRACE (WEST)
There was submitted Report No 580-2007 by the Director of Planning and Transportation seeking approval for the Director of Planning and Transportation to grant a licence under Section 18 of the Coast Protection Act to Catchment Tay Ltd for undertaking manhole repair works and any associated further investigation works at Douglas Terrace (West) Foreshore.
The Committee approved this proposal.
VIII TENDERS RECEIVED BY CITY ENGINEER
There was submitted Report No 592-2007 by the City Engineer detailing tenders received in respect of Hilltown Urban Landscape Phase 2 - Wellgate Park and Forebank Road Play Area.
The Committee approved acceptance of the lowest offer from Land and Building Services in the sum of 165,762.12, together with allowances amounting to 26,237.88, giving a total of 192,000.
IX DUNDEE CITY COUNCIL (FAIRBAIRN STREET AND NEISH STREET, DUNDEE) (MAJOR EVENTS RELATED TRAFFIC CONTROL) ORDER 2008
There was submitted Agenda Note AN284-2007 making reference to Article V of the minute of meeting of this Committee of 10th September, 2007, which authorised the preparation of an Order to provide coach parking facilities following the loss of the off-street car park at the former Densfield Works.
It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received.
The Committee therefore authorised formal publication of the Order as drafted.
