I CENTRAL DUNDEE PARKING STRATEGY

 

There was submitted Report No 218-2006 by the Director of Planning and Transportation outlining a draft Parking Strategy for Dundee which included a series of proposed objectives and measures for the Council's parking service.

 

The Committee approved the draft Parking Strategy and remitted to the Director of Planning and Transportation to report back on consultations with relevant stakeholders.

 

II GREENMARKET, DUNDEE - PROHIBITION OF U-TURN

 

There was submitted Report No 210-2006 by the Director of Planning and Transportation seeking approval for the implementation of a Traffic Regulation Order to prohibit traffic U-turning on South Marketgait at its junction with Greenmarket.

 

The Committee approved the preparation of the necessary Traffic Regulation Order to prohibit the U-turn for traffic on South Marketgait at its junction with Greenmarket.

 

III DUNDEE AREA WAITING RESTRICTIONS - VARIATION

 

There was submitted Report No 200-2006 by the Director of Planning and Transportation considering all the requests during the last year for additions and alterations to waiting restrictions throughout the City.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee, as detailed in the report.

 

IV LINDSAY STREET AND SOUTH WARD ROAD - PROHIBITION OF DRIVING

 

There was submitted Report No 189-2006 by the Director of Planning and Transportation seeking approval for the implementation of a Traffic Regulation Order to prohibit vehicular traffic in lengths of Lindsay Street and South Ward Road.

 

The Committee approved the preparation of the necessary Traffic Regulation Order to prohibit vehicular traffic in lengths of Lindsay Street and South Ward Road during specified hours in the interests of crowd control and public safety, as detailed in the report.

 

V PATERSON STREET - CONVERSION TO FOOTPATH

 

There was submitted Report No 207-2006 by the Director of Planning and Transportation considering the closure to vehicular traffic of Paterson Street near its junction with Milton Street.

 

The Committee approved the preparation of an Order under the powers of Section 203 of the Town and Country Planning (Scotland) Act 1997 to convert a short length of Paterson Street near its junction with Milton Street to footpath, as detailed in the report.

 

VI QUALITY OF LIFE - ADOPTED FOOTWAY REPAIRS

 

There was submitted Report No 217-2006 by the Director of Planning and Transportation advising the Committee of the proposed repair programme for Quality of Life adopted footways in 2006/2007 to be funded through the Quality of Life Fund and seeking authority to commence the proposed repair programme.

 

The Committee agreed to:-

 

(a) note the contents of the report and agree the prioritisation of footway repairs in accordance with Appendix 1;

 

(b) authorise the City Engineer to issue orders for carrying out this work based on the approved partnering arrangement with Tayside Contracts for road maintenance and minor works; and

 

(c) authorise the City Engineer to promote schemes based on priority ratings in the event of unforeseen slippage to the programme.

 

VII VACANT AND DERELICT LAND FUND PROGRAMME 2006 TO 2008

 

There was submitted Report No 221-2006 by the Director of Planning and Transportation advising that the Scottish Executive had provisionally allocated a further 4 million under the Vacant and Derelict Land Fund over the years 2006 to 2008 for projects in Dundee and seeking approval for the draft programme that had been submitted to the Scottish Executive as a bid for this fund.

 

The Committee agreed to:-

 

(a) note that the Scottish Executive had provisionally allocated a further 4 million under the Vacant and Derelict Land Fund over the years 2006 to 2008 for projects in Dundee; and

 

(b) approve the draft Vacant and Derelict Land Fund Programme set out in Appendix 1 to the report as a bid for this fund.

 

VIII VACANT AND DERELICT LAND FUND - BLOCK 23, KILSPINDIE ROAD, DUNSINANE INDUSTRIAL ESTATE

 

There was submitted Agenda Note AN120-2006 making reference to Article IV of the minute of meeting of this Committee of 9th January 2006 which approved a grant of 52,300 under the Vacant and Derelict Land Fund to demolish vacant premises in Dundee City Council's ownership at Block 23, Kilspindie Road, Dunsinane Industrial Estate. The Committee noted that in the course of undertaking this demolition it had been necessary to instruct additional works, the total cost of which was 12,700 as an extension to the demolition contract that had been competitively tendered.

 

The Committee noted accordingly.

 

IX VACANT AND DERELICT LAND FUND 2005/06 - MALCOLM STREET AND ROBERTSON STREET

 

There was submitted Agenda Note AN121-2006 making reference to Article X of the minute of meeting of this Committee of 15th November 2004 regarding a programme for the Vacant and Derelict Land Fund (VDLF) for 2005/06. It was reported that some minor works associated with sites contained in this programme had been instructed by the City Engineer as variations to the contract for Hilltown Park, in order to expedite the work in financial year 2005/06. These works were landscaping improvements at Malcolm Street/North Erskine Street, and repairs to the wall at Arbroath Road/Robertson Street and adjoining sites being undertaken as part of the VDLF programme. The value of the additional work was 35,236.

 

The Committee approved the additional works instructed.

 

X CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - PROPOSED NEW STREET NAMES

 

The Committee approved the undernoted new street names, as detailed in Agenda Note AN122-2006.

XI NEW ROADS

 

(a) APPLICATIONS FOR ROAD CONSTRUCTION CONSENT

 

There was submitted Agenda Note AN148-2006 detailing the undernoted applications for road construction consent. The Committee agreed that they be approved, subject to conditions which had been agreed with the applicants:-

(b) LIST OF PUBLIC ROADS

 

It was further agreed that, on satisfactory completions of these roads and, if so requested by the applicants, they be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.

 

XII CONFIRMATION OF TREE PRESERVATION ORDERS

 

(a) 12/2005 - DRYBURGH GARDENS, DUNDEE

 

It was reported that on 2nd December 2005 the Council made a provisional Tree Preservation Order on the above mentioned site in order to protect the arboreal amenity of the area.

 

It was further reported that no objections had been received against this Tree Preservation Order and the Committee therefore authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the above Tree Preservation Order.

 

(b) 11/2005 - GROUND AT CLEMENT PARK NURSING HOME, CLEMENT PARK PLACE, DUNDEE

 

It was reported that on 1st December 2005 the Council had made a provisional Tree Preservation Order on the above mentioned site to protect the arboreal amenity of the area. One objection to the Tree Preservation Order had been received from an Agent acting on behalf of the owner of the site.

 

The Committee noted the terms of the objection and the Forestry Officer's response thereto.

 

The Committee thereafter authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the above Tree Preservation Order, subject to the deletion of Trees T2, T59 and T74 and a correction to an error in naming the species of T51.
