The minute of meeting of this Committee of 18th August, 2003 was held as read.

 

Unless marked thus * all items stand delegated.

 

I CAMPERDOWN COUNTRY PARK

 

(a) REPOINTING OF A SECTION OF PERIMETER WALL

 

The Director of Leisure and Arts submitted Report No 589-2003 giving details of two offers received for the carrying out of repair works to a section of the north perimeter wall which ran around Camperdown Country Park.

 

The Committee agreed to accept the lower offer from RBS Muir amounting to 32.00 per linear meter up to a value of 10,000.

 

(b) PLAY COMPLEX MASTERPLAN

 

On a reference to Article XIV of the minute of meeting of this committee of 17th February, 2003 the Director of Leisure and Arts submitted Report No 591-2003 outlining a master plan for the future development of a play complex and family attraction park in Camperdown Country Park.

 

The Committee:-

 

(a) approved the contents of the Camperdown Country Park Play Complex Masterplan

 

(b) approved the Phase II area proposals

 

(c) approved the continued provision of Hornes Family Attraction Park for 3 years subject to a revised lease agreement

 

(d) remitted to the Director of Leisure and Arts to progress negotiations with Horne Enterprises in regard to the provision of an indoor play area and cafe and to report back to Committee.

(c) SIGNAGE

 

The Director of Leisure and Arts submitted Report No 592-2003 seeking approval for the production and erection of signage at Camperdown Country Park.

 

The Committee approved Keillor Graphics, Arbroath as the partnering contractor who scored the highest marks in the overall assessment combining price and quality at a cost of 30,000.

 

(d) PROPOSED BOREHOLE

 

The Director of Leisure and Arts submitted Report No 497-2003 outlining a proposed Spend to Save Initiative at Camperdown Country Park to provide a borehole which would supply water to the park.

 

The Committee agreed to proceed with the project on the basis outlined in the report and remitted to the Director of Leisure and Arts together with the City Engineer to take the proposals forward.

 

II TENDERS RECEIVED

 

(a) The City Architectural Services Officer submitted Report No 600-2003 giving details of offers received for the undernoted contracts:-

 

(1) CAMPERDOWN WILDLIFE CENTRE - UPGRADE OF FEEDROOMS

 

The Committee agreed to accept the negotiated offer based on the schedule of rates by Dundee Contract Services to carry out the above work for the sum of 36,000 to which required to be added allowances of 6,000 for professional services, 3,500 for provision of new cold room and 4,296 for furniture and equipment making a total expenditure of 49,796.

 

(2) CAIRD PARK - POWER SUPPLY FOR NINE HOLE STARTER'S BOX

 

The Committee agreed to accept the schedule of rates offer by Dundee Contract Services to carry out the above work for the sum of 7,700 to which required to be added an allowance of 1,298 for professional services making a total expenditure of 8,998.

 

(b) The City Engineer submitted Report No 616-2003 giving details of an offer by Dundee Contract Services to carry out Quality of Life Improvements to paths and bridges at Caird Park for the sum of 16,131.24 to which required to added allowances of 868.76 for contingencies, 3,500 for professional fees and 500 for the planning supervisor making a total expenditure of 21,000.

 

The Committee agreed to accept the offer.

 

III PLAY AREA IMPROVEMENTS PHASE IV

 

On a reference to Article II of the minute of meeting of this Committee of 17th March, 2003 the Director of Leisure and Arts submitted Report No 593-2003 seeking approval to appoint Dundee Contract Services to undertake Phase IV of the Play Area Improvements Programme.

 

The Committee agreed to proceed on the basis of partnership and to accept Dundee Contract Services as the partnering contractor for Phase IV of the Play Area Improvements Programme for an agreed budget price of 122,000 plus 6,000 contingencies.

 

IV SKATEBOARD PARKS - OUTCOME OF CONSULTATION

 

On a reference to Article II of the minute of meeting of this Committee of 30th June, 2003 the Director of Leisure and Arts submitted Report No 595-2003 outlining the consultation undertaken on skateboard parks and seeking Committee approval to locate a City Centre Skateboard Park in Dudhope Park and to allocate 20,000 funding to Linlathen Skateboard Park.

 

The Committee:-

 

(a) noted the outcomes of the consultation undertaken on skateboard park provision

 

(b) agreed to the location in Dudhope Park of a City Centre skateboard park

 

(c) agreed to 130,000 of available funding being utilised for the City Centre skateboard park

 

(d) allocated Quality of Life funding of 60,000 in 2004/05 and 30,000 in 2005/06 to the City Centre skateboard park and 30,000 in 2005/06 to a community skateboard facility in the West of the City, subject to Scottish Executive approval of the Council's submission

 

(e) agreed that 20,000 be allocated to Linlathen skateboard park

 

(f) remitted to the Director of Leisure and Arts to report back to Committee on design costs and funding packages for the Dudhope skateboard park.

 

V SPONSORS CLUB

 

The Director of Leisure and Arts submitted Report No 531-2003 outlining proposals for the establishment of the Dundee Sponsors Club with the aim of increasing the levels of sponsorship to support Dundee's Cultural life.

 

The Committee:-

 

(a) supported the proposals for the establishment of a Sponsors Club in Dundee and

 

(b) agreed to the provision of a grant of 5,000 to the Sponsors Club and for Dundee City Council to become a founding member.

 

VI MAJOR PROJECT GRANTS AND SMALL PROJECT GRANTS

 

The Director of Leisure and Arts submitted Report No 596-2003 seeking approval towards a grant of 500 to Scottish Traditions of Dance Trust - Scottish Dance the Day Away.

 

The Committee agreed to authorise the grant.

 

VII LEISURE MEMBERSHIP AND LOYALTY SCHEMES

 

The Director of Leisure and Arts submitted Report No 533-2003 seeking approval for the enhancement of the current Leisure Membership and Loyalty Schemes as identified in the Report for operation within the Leisure and Arts Department facilities and to remit to Officers to monitor and further develop the implementation of the scheme in the future.

 

The Committee approved the introduction of the Sudent Leisureactive Scheme identified in 6.3 of the Report and the introduction of a Corporate Leisureactive Scheme as outlined in 6.4 of the Report.

 

VIII EXHIBITION AT MCMANUS GALLERIES

 

The Director of Leisure and Arts submitted Report No 594-2003 informing the Committee of the forthcoming exhibition "Pathos of Evolution" from 20th October, 2003 to 4th January, 2004.

 

The Committee noted:-

 

(a) the public opening of the Initiative on Monday 20th October, 2003

 

(b) the programme of events integral to the project

 

(c) the education and outreach work developed for the project and

 

(d) the opportunity given to emergent visual artists currently based in Dundee.

 

IX FIREWORKS DISPLAY - 5TH NOVEMBER 2003

 

There was submitted Agenda Note AN420-2003 advising the Committee that it was intended to hold Firework Displays at Lochee and Baxter Parks on Wednesday 5th November, 2003.

 

The Committee agreed to accept an offer from Specialists, Alan Hilary Events, Gateshead amounting to 23,000 for the supply, delivery, setting off and associated training for the displays.
