Rapid Rehousing Transition Plan

A new report which lays out the state of homelessness in Dundee and the council’s efforts to tackle it will be discussed by councillors next week.
The Rapid Rehousing Transition Plan (RRTP) reports on the city’s response to homelessness in 2025/26 comparing it with the previous 12 months and looks forward to measures that can be taken in future years.
Homelessness update:
- 1510 new homeless applications, an 8% decrease from the previous year.
- The average time taken to assess homeless applications remained at 16 days, significantly better than the target of 28 days.
- To date, 227 temporary furnished properties successfully "flipped" into permanent accommodation.
409 prevention cases were referred to the Housing Options Team, helping households remain in their existing accommodation and avoid homelessness altogether.
The report also details the work that will be carried out to address pressures on the delivery of the RRTP and to support the Housing Emergency response:
- Engage with Registered Social Landlords to maximise the number of lets to homeless applicants.
- Explore procurement and acquisition routes to source temporary accommodation in the private sector.
- Increase the number of temporary furnished flats that can be ‘flipped’ to permanent accommodation through a targeted programme.
- To continue with a prevention approach to support households at risk of homelessness.
Neighbourhood, Housing and Communities Convener Councillor Kevin Cordell said: "This is an important plan that lays out our ambition to end rough sleeping, prevent homelessness from occurring and reduce the time spent in temporary accommodation.
"It’s essential that we take a holistic approach to homelessness, understanding why people become homeless and putting early interventions in place to prevent homelessness where possible.
"At the same time, we recognise that some of the most vulnerable people presenting as homeless may need specialised support, whether they are experiencing household breakdown or domestic abuse. This plan sets out how we will support them, whether by providing accommodation specifically for women or ensuring emergency rehousing for those at high risk of domestic abuse.
“Our Housing First programme has been a real success in preventing repeated homelessness. Delivered with the Dundee Health and Social Care Partnership and third sector partners, 29 Housing First tenancies were created last year, with just two resulting in eviction since the programme began.
“But positive as this is, we know that there is still more to be done. We want to reduce the use of bed and breakfasts as temporary accommodation and the length of time people spend in temporary accommodation.”
The RRTP Investment Plan is funded largely by the Scottish Government with £281,539 allocated for 2027/27.
The Neighbourhood, Housing and Communities Committee will meet on Monday 26 October 2026.
