Dundee Sets Out Priorities For New Affordable Homes

Dundee’s commitment to delivering new-build affordable housing for rent has been set out.
The Strategic Housing Investment Plan (SHIP) 2027-2032 sets out the priorities of the Council and its partners for the expenditure of the Scottish Government’s Affordable Housing Supply Programme funding. It highlights that more than 220 affordable homes were built in 2025/26.
As of September 2026, work is underway on 435 new-build affordable rented homes through the SHIP programme, including 49 homes on Gellatly Street, 54 at Burnside Mill and 24 on Blackness Road.
The plan also sets out how the council aims to increase the supply of social rented housing by purchasing suitable properties on the open market, complementing the city’s existing new-build housing programme.
Neighbourhood, Housing and Communities Convener Councillor Kevin Cordell said:
"The SHIP continues to demonstrate the city’s commitment to delivering high-quality, affordable homes for rent for the people of Dundee.
"The investment in social housing outlined in this plan will benefit communities across the city, supporting the delivery of more affordable homes through partnerships with housing associations and developers.
"The council works closely with its partners to ensure that all new-build properties delivered as part of the SHIP meet or exceed current energy efficiency standards for social housing. Where appropriate, this includes measures such as solar energy to help reduce fuel poverty, cut carbon emissions and create warm, energy-efficient homes for people who need them."
Approval of the SHIP 2027-2032 by the committee will support the continued delivery of new-build affordable homes for rent across Dundee.
The council works in partnership with the Scottish Government, registered social landlords and the private housing sector to explore all possible housing development options and maximise the delivery of social housing.
The Neighbourhood, Housing and Communities Committee will meet on Monday 26 October 2026.
