I ELECTION OF CHAIR
Sandy Kingston was unanimously elected as Chairperson.
II MINUTE OF MEETING OF DUNDEE LICENSING FORUM OF 14TH SEPTEMBER, 2017
The minute of the above-mentioned meeting was submitted and approved.
III MATTERS ARISING
There were no matters arising which were not covered elsewhere on the agenda.
IV NATIONAL ALCOHOL UPDATES
Blair Finlay circulated information on Minimum Unit Pricing and Taking Stock: Views of and Experiences of Alcohol Licensing in Scotland in 2016/2017.
V OVERPROVISION POLICY UPDATE
It was noted that the date for submissions to the Dundee Licensing Board on an Overprovision Policy had been extended to 29th December, 2017.
The forum agreed to submit a response to the consultation which would be circulated for comments prior to submission.
VI INFORMATION SHARING
(i) DUNCAN SCHEME
The Forum were informed that the DUNCAN Scheme was now being managed by the City Centre Management Team located in the City Development Department of the City Council.
The Forum discussed the need for consistency on the proposed yellow and red card scheme to be rolled out and requested/suggested provision of training/guidance from DUNCAN to achieve this.
The Forum also acknowledged the impending introduction of the new General Data Protection Regulations which come into force on 25th May, 2018 and questioned what the implications would be for the DUNCAN Scheme with regard to information sharing and retention for its members.
(ii) TRAINING
Morag Beattie briefed the Forum on a training company she had set up to provide licensing trade courses.

(i) PERSONAL LICENCE RENEWAL
An issue was raised regarding renewal of personal licences where there was only a window of two months for this to be undertaken and was a major problem for large organisations.
The issue had been raised with the Scottish Government but no response had been forthcoming.
