The minute of meeting of this Committee of 28th October, 2019 was held as read.

I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II PURCHASE OF BINS

 

There was submitted Agenda Note AN76-2019, wherein the Committee was asked to authorise the purchase of the annual quantity of replacement wheeled bins and containers which were estimated to be required during 2019/2020.

 

All purchases would be made under the Scotland Excel framework 01-17 for Refuse and Recycling containers.

 

The Executive Director of Corporate Services advised that the costs of 317,775 could be met from allowances for Recycling and Waste Management in 2019/2020 that were included within the Service Provision section of the General Services Capital Plan 2019/2024.

 

The Committee agreed that approval be given to purchase the bins and/containers required through the Scotland Excel framework.

 

III ALLOTMENT REGULATIONS

 

There was submitted Report No 377-2019 by the Executive Director of Neighbourhood Services outlining the process for making allotment regulations for both directly managed and leased allotment sites as required by part 9 of the Community Empowerment (Scotland) Act 2015.

 

The Committee agreed to note the content of the report and the timeframe recommended for the consideration of the regulations.

 

IV DAWSON PARK MASTERPLAN REFRESH

 

On a reference to Article III of the minute of meeting of this Committee of 3rd June, 2019, there was submitted Report No 381-2019 by the Executive Director of Neighbourhood Services outlining the refreshed Masterplan for the future development of Dawson Park.

 

The Committee agreed to approve the principal content of the refreshed Dawson Park Masterplan and remit the Executive Director of Neighbourhood Services to progress the required consultation with the intention of implementing the short, medium and long-term projects subject to available funding over the next ten years.

 

V WASTE AND RECYCLING STRATEGY AND ACTION PLAN

 

There was submitted Report No 372-2019 by the Executive Director of Neighbourhood Services providing an update on the actions required to improve Dundee City Councils recycling performance and further seeking approval to implement the draft Waste and Recycling Strategy Action Plan Towards a Waste Free Dundee - Strategy 2020-2025 in order to improve Dundees recycling performance and promote sustainable waste management practices within the City.

 

The Committee noted the content of the report and approved the implementation of the draft Waste and Recycling Strategy Action Plan as detailed in the document appended to the report.

 

VI ENVIRONMENTAL IMPROVEMENT PROGRAMME

 

On a reference to Article V of the minute of meeting of the Policy and Resources Committee of 7th December, 2015, there was submitted Report No 382-2019 by the Executive Director of Neighbourhood Services seeking approval for further Environmental Improvements as part of the 2019/2020 programme.

VII TENDERS RECEIVED

 

There was submitted Report No 332-2019 by the Head of Design of Property detailing tenders received and requesting a decision on acceptance thereon:-

 

(a) SHELTERED HOUSING COMPLEX AT STRATHMORE STREET - KITCHEN UPGRADING

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 14,008.89, together with allowances of 2,000 giving a total expenditure of 16,008.89.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7A of the Act.

 

VIII ACCEPTANCE OF TENDER

 

There was submitted Agenda Note AN80-2019 whereby reference was made to Article IV of the minute of meeting of this Committee of 19th August, 2019, whereby approval was given to award a contract for the treatment of paper and cardboard. Following a re-tendering exercise, approval was given by the Committee, to award the contract on the terms as indicated in the note.
