II NEW ROADS - ROAD CONSTRUCTION CONSENTS

 

There was submitted Agenda Note AN75-2017 where reference was made to Article VI of the minute of meeting of the Policy and Resources Committee of 27th April, 2009 (Report No 2000-2009 refers) which delegated the grant of road construction consent to the Executive Director of City Development with the proviso that any consents granted be reported to the City Development Committee as soon as practicable thereafter.

III LUNDIE AVENUE, DUNDEE - CONVERSION OF ROADS TO FOOTWAY ORDER 2017

 

There was submitted Report No 256-2017 by the Executive Director of City Development considering the necessity to convert an area of carriageway to footway on Lundie Avenue to facilitate access requirements for a new development following planning consent, utilising the powers of the Roads (Scotland) Act 1984.

 

The Committee approved the Stopping-Up Order for Lundie Avenue, Dundee.

 

IV RAISING STANDARDS AND IMPROVING THE QUALITY OF ROADWORKS IN SCOTLAND CONSULTATION 2017

 

There was submitted Report No 258-2017 by the Executive Director of City Development informing the Committee of the Raising Standards and Improving the Quality of Roadworks in Scotland Consultation Paper for the Scottish Government and Dundee City Council's proposed response.

 

The Committee noted the information contained within the report and approved Dundee City Council's response to be sent to Transport Scotland for data analysis and processing.

 

V SUMMERFIELD TERRACE, DUNDEE STOPPING-UP ORDER

 

There was submitted Report No 293-2017 by the Executive Director of City Development which considered the necessity to stop-up and remove from the List of Public Roads a length of carriageway, associated footways/parking areas along with a length of footpath in the Summerfield Terrace area utilising the powers of the Town and Country Planning (Scotland) Act 1997 to accommodate a new housing development following planning consent.

 

The Committee approved the Stopping-Up Order for Summerfield Terrace.

 

VI GO ULTRA LOW TAXI SCHEME - GRANT AWARD

 

There was submitted Report No 302-2017 by the Executive Director of City Development seeking approval for detailed plans for further electric vehicle charging infrastructure in Dundee as part of the Go Ultra Low Taxi Scheme.

 

The Committee approved the plans to further develop the electric vehicle charging infrastructure in the city, fully funded by grants from Office of Low Emission Vehicles (OLEV), Transport Scotland and Air Quality Funding.

 

VII TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY

 

There was submitted Report No 271-2017 by the Head of Design and Property detailing tenders received and requesting a decision thereon:-

 

(i) DUNDEE RAIL STATION DEVELOPMENT - TICKET OFFICE FIT OUT AND ANCILLARY WORKS

 

The Committee agreed to accept the lowest offer from Pacific Building Ltd in the sum of 239,257.22, to be added allowances of 220,000, giving a total expenditure of 459,257.22.

 

(ii) DUNDEE CENTRAL WATERFRONT - WATERFRONT PLACE CONSULTANCY SERVICES

 

The Committee agreed to accept an offer from Perfect Circle JV Ltd in the sum of 360,212.17.

 

(iii) CHRISTMAS LIGHTING

 

The Committee agreed to accept an offer from Construction Services in the sum of 191,887.76, to be added allowances of 4,000, making a total expenditure of 195,887.76.

(iv) VARIOUS PROPERTIES - PERIODIC INSPECTION AND TESTING OF ELECTRICAL INSTALLATIONS - WEST AREA

 

The Committee agreed to accept an offer from McGill, Dundee in the sum of 298,750, to be added allowances of 15,000, making a total expenditure of 313,750.

 

(v) VARIOUS PROPERTIES - SERVICE AND MAINTENANCE FOR GAS SOUNDNESS TESTING

 

The Committee agreed to accept an offer from Scan Building Services, Dundee in the sum of 33,662.50, to be added allowances of 2,500, making a total expenditure of 36,162.50.

 

VIII PROPOSED COMMUNITY ASSET TRANSFER BY LEASE OF VICTORIA BOWLING GREEN, BLACKNESS ROAD, DUNDEE

 

There was submitted Report No 300-2017 by the Executive Director of City Development seeking approval for the transfer by lease as a Community Asset Transfer, the former Victoria Park Bowling Green, Blackness Road, Dundee, DD2 1SS.

 

The Committee approved the lease of the former bowling club extending to 0.29 hectares (0.72), subject to the condition that Victoria Park and St Josephs RC Primary Schools and Balgay Hill Nursery School would continue to have access to this land and continued right of use as had been previously agreed.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

IX 86 BALLINDEAN ROAD, DUNDEE

 

There was submitted Agenda Note AN76-2017 relative to the above.

 

The Committee granted approval as per the terms of the Agenda Note.

 

X SALE OF LAND AT 7 SIDLAW AVENUE, DUNDEE

 

There was submitted Report No 266-2017 by the Executive Director of City Development seeking approval for the sale of land to the west of 7 Sidlaw Avenue, Dundee.

 

The Committee approved the recommendations detailed therein.

 

XI SALE OF LAND, DUNDEE ROAD WEST, DUNDEE

 

There was submitted Report No 299-2017 by the Executive Director of City Development seeking approval for the disposal of land to the south of 33 Dundee Road West.

 

The Committee approved the recommendations detailed therein.

 

XII SALE OF LAND, KIRKTON PLACE, DUNDEE

 

There was submitted Report No 301-2017 by the Executive Director of City Development seeking approval for the sale of land at Kirkton Place, Dundee.
