I DECLARATION OF INTEREST
There were no declarations of interest.
II CITY DEVELOPMENT DEPARTMENT SERVICE PLAN REVIEW
There was submitted Report No 430-2015 by the Executive Director of City Development reviewing the performance of the City Development Department in relation to its Service Plan 2012-2017.
The Committee agreed to:-
(a) note the contents of the City Development Department Service Review;
(b) approve the new actions contained in paragraph 4.5 of the report; and
(c) approve the new performance indicators in paragraph 4.6 of the report.
III CHANGES TO CITY CENTRE RESIDENTS PARKING SCHEME
There was submitted Report No 308-2015 by the Executive Director of City Development seeking approval for a series of proposed changes to the City Centre Residents' Parking Permit Scheme.
The Committee approved the undernoted amendments to the City Centre Residents' Parking Scheme and agreed to commence preparation of a variation to the associated Traffic Regulation Orders:-
(a) entitled city centre residents would be allowed to apply for more than one permit per household and all residents of houses in multiple occupancy in the city centre would be allowed to apply for a permit;
(b) city centre permit holders would no longer be allowed to park in on-street Pay and Display bays for longer than the stated maximum stay, but would still be permitted to park in any off-street car park within the defined areas;
(c) the terms of entitlement and qualifying would remain the same (ie Council Tax record and Vehicle Registration document for the address that the application is made from), but, for all company cars, a signed letter from the company confirming the sole keeper's use of the vehicle and, for lease vehicles, a signed agreement with the keeper's name would, if necessary, suffice as an alternative to the Vehicle Registration document; and
(d) no further temporary permits would be issued with immediate effect as full qualification documentation should be received for all city centre resident parking permit applications to qualify.
It was also agreed that officers be remitted to bring back to Committee proposals for:
(a) a consultation exercise to commence in January, 2016 on the possible incorporation of Westport, Ladywell Avenue (East), Wishart Place, parts of the Hilltown and other areas to the north up to Dudhope Terrace/Constitution Street into the controlled parking zone for the city centre to allow residents to apply for a permit; and
(b) a consultation exercise on the creation of an additional residents' parking zone covering the City Quay area.
IV 20MPH SPEED LIMITS IN RESIDENTIAL AREAS
There was submitted Report No 369-2015 by the Executive Director of City Development seeking approval for a city-wide consultation exercise on potential areas where 20mph speed limits could be implemented within the City of Dundee. These areas were primarily in residential areas of the city, but excluded the city's principal road network on the basis that a 20mph speed limit on these routes would not be feasible or appropriate.
The Committee approved the proposals contained in the report for a city-wide consultation exercise; including potential areas that could be suitable for 20mph speed limits and a principal road network which would be excluded from any 20mph proposals.
It was further agreed that the Executive Director of City Development consult widely in consultation meetings with community councils, tenants and residents' associations, other representative community organisations and the public across all eight Local Community Planning Partnership areas to discuss their views on where 20mph limits would be appropriate and would be of benefit to residential amenity and road safety in each community.
V BROOMHILL ROAD AND KINNOULL ROAD - REVOCATION OF PROHIBITION OF DRIVING
There was submitted Report No 422-2015 by the Executive Director of City Development relative to a proposal to revoke the Dundee City Council (Broomhill Road and Kinnoull Road, Dundee) (Prohibition of Driving) Order 2006.
The Committee approved the preparation of a Traffic Regulation Order to revoke the prohibition of driving on Broomhill Road and Kinnoull Road, as detailed in the report.
VI DUNDEE AREA WAITING RESTRICTIONS - VARIATION (NO 2) 2015
There was submitted Report No 409-2015 by the Executive Director of City Development considering all the requests during the previous quarter for additions and alterations to waiting restrictions throughout the city.
The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee, as detailed in the report.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

There was submitted Report No 424-2015 by the Executive Director of City Development detailing commercial leases and rent reviews in respect of the undernoted subjects:-

There was submitted Report No 401-2015 by the Executive Director of City Development seeking approval for the acquisition of the flatted dwellinghouse at 178 Whitfield Avenue, Dundee.
The Committee approved the acquisition on the terms and conditions detailed in the report.
IX SALE OF LAND, KIRKTON ROAD, DUNDEE
There was submitted Report No 402-2015 by the Executive Director of City Development seeking approval for the disposal of the site of the former St Columba's Primary School, Kirkton Road, Dundee.
The Committee approved the disposal on the terms and conditions detailed in the report.
