I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II PROPOSALS TO CONSULT ON DUNDEE CYCLING STRATEGY

 

There was submitted Report No 370-2015 by the Executive Director of City Development seeking Committee approval to consult on the draft Dundee Cycling Strategy.

 

The Committee agreed that a public consultation be undertaken to gauge views on the draft Dundee Cycling Strategy, which was appended to the report.

 

III EMPLOYABILITY SUPPORT - SCOTTISH GOVERNMENT CONSULTATION

 

There was submitted Report No 389-2015 by the Executive Director of City Development advising the Committee that the Scottish Government had undertaken a consultation on how employability services in Scotland should be designed in the future and that a Council response had been prepared.

 

The Committee noted the response to the Scottish Government consultation contained in Appendix 1 to the report.

 

IV EASTERN AREA, DUNDEE (WAITING AND LOADING RESTRICTIONS) (REVIEW) ORDER 2015

 

There was submitted Report No 362-2015 by the Executive Director of City Development regarding a request to review parking in Broughty Ferry, Dundee to remove unnecessary lining which could be utilised by the residents, businesses and shoppers who struggle to find suitable parking.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee, as detailed in the report.

 

V ABERLADY CRESCENT - STOPPING-UP OF ROADS, FOOTPATHS AND FOOTWAYS ORDER 2015

 

There was submitted Report No 363-2015 by the Executive Director of City Development relative to a proposal to stop-up and remove from the List of Public Roads various lengths of roads, footpaths and footways within the Aberlady Crescent area of Whitfield utilising the powers of the Roads (Scotland) Act 1984.

 

The Committee approved the preparation of a Stopping-Up Order to stop-up and remove from the List of Public Roads, lengths of roads, footpaths and footways in the Aberlady Crescent area of Whitfield.

 

VI WEST BELL STREET MULTI-STOREY CAR PARK - CHANGE TO A PAY ON FOOT PARKING FACILITY

 

There was submitted Report No 367-2015 by the Executive Director of City Development regarding the requirement to modernise the method for paying for parking at the West Bell Street Multi-Storey Car Park from the current Pay and Display system to a new modern Pay on Foot system.

 

The Convener, seconded by Councillor Campbell, moved approval of:-

 

(a) the change in the way that customers pay for parking at the West Bell Street Multi‑Storey Car Park from Pay and Display to the ACS Pay on Foot system which already operates in the Greenmarket, Gellatly Street and Olympia Multi-Storey Car Parks; and

 

(b) the amendment of the necessary Traffic Regulation Order to change the payment method for West Bell Street Multi-Storey Car Park from Pay and Display to Pay on Foot by amending the changes of the Dundee City Council (Off-Street Car Parks) Order 1996.

 

Councillor Keenan, seconded by Councillor Brennan, moved that the abovementioned proposals be not approved.

 

On a division, there voted for the motion - the Convener, Lord Provost Duncan, Depute Lord Provost Roberts, Bailies Sawers and Scott, and Councillors Guild, Alexander, Black, Bowes, Campbell, Cordell, Hunter, Lynn, McDonald, Melville, Murray, Ross and Macpherson (18); and for the amendment - Bailies Wright and Borthwick, and Councillors Keenan, Asif, Bidwell, Brennan, Cruickshank, Ferguson, Gordon, McCready and McGovern (11) - whereupon the motion was declared carried.

 

VII NORTH EAST SCHOOL CAMPUS - SCAPE FRAMEWORK

 

There was submitted Report No 388-2015 by the Executive Director of City Development seeking authority to procure the construction of the new North East School Campus through the Scape Framework and advising the Committee of the benefits of using the Scape Framework for procuring the construction of capital projects.

 

The Committee agreed to:-

 

(a) note the benefits of using the Scape Framework to procure capital projects and, in particular, that utilising the Scape Framework enabled the Contractor, Robertson Construction, to require all sub-contractors to pay the Living Wage as a minimum to all employees; and

 

(b) approve the procurement of the construction of the new North East School Campus through the Scape Framework.

 

VIII TENDERS RECEIVED

 

There was submitted Report No 350-2015 by the Executive Director of City Development detailing tenders received in respect of the undernoted projects:-

 

(a) WHITFIELD CRESCENT - HEAT SUPPLY AND BIOMASS BOILER MAINTENANCE

 

The Committee agreed to accept the lowest offer from Angus Biofuels, Forfar, in the sum of 69,350, to which required to be added allowances amounting to 4,000, giving a total expenditure of 73,350.

 

(b) CRAIGIEBARNS PRIMARY SCHOOL - HEATING REPLACEMENT PHASE 1

 

The Committee agreed to accept a negotiated offer from Environment Department (Construction Services) in the sum of 179,138.63, to which required to be added allowances amounting to 57,409, giving a total expenditure of 236,547.63.

 

(c) DOUGLAS SPORTS CENTRE - REFURBISHMENT OF STAFF CHANGING AREA AND STAFF ROOM

 

The Committee agreed to accept a negotiated offer from Environment Department (Construction Services) in the sum of 25,770.53, to which required to be added allowance amounting to 3,943, giving a total expenditure of 29,713.53.

 

IX HUNTER STREET CAR PARK

 

There was submitted Agenda Note AN193-2015, making reference to Article VIII of the minute of meeting of this Committee of 28th September, 2015, wherein a report - Variation to Off-Street Car Parks Order 2015, was approved. It was reported that following requests for clarification members were asked to note that Hunter Street (South) Car Park would be a charging car park. The tariff would follow the variable stay charging rates as published in the statutory notice, published annually in April and the current tariff was available on the Dundee City Council website.

 

The Committee noted accordingly.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

There was submitted Report No 364-2015 by the Executive Director of City Development detailing commercial leases and rent reviews in respect of the undernoted subjects:-

The Committee noted and approved accordingly.

 

XI DISPOSAL OF TWO AREAS OF GROUND AT SMEATON ROAD, DUNDEE

 

There was submitted Report No 365-2015, seeking approval for the disposal of two areas of ground, totalling 0.343 hectares or thereby at Smeaton Road, Dundee.

 

The Committee approved the proposed disposal of two areas of ground extending to 0.343 hectares in total at Smeaton Road, Dundee on the terms and conditions detailed in the report.

 

XII SALE OF LAND, STRATHMORE AVENUE, DUNDEE

 

There was submitted Report No 368-2015 by the Executive Director of City Development seeking approval for the disposal of the site of the former Fire Station, 296 Strathmore Avenue, Dundee.

 

The Committee approved the disposal of land, extending to 0.25 hectares or thereby at 296 Strathmore Avenue, Dundee, as detailed in the report.
