I RESPONSE TO CONSULTATION DOCUMENT, FIRM FOUNDATIONS: THE FUTURE OF HOUSING IN SCOTLAND

 

There was submitted Joint Report No 4-2008 by the Director of Housing and the Director of Planning and Transportation seeking approval of the proposed response to the consultation document issued by the Scottish Government titled - Firm Foundations: The Future of Housing in Scotland.

 

The Committee approved the proposed response, which was outlined in Appendix 1 of the report.

 

II DEMOLITION OF 9-15 FOGGYLEY GARDENS AND 44-61 CARNEGIE SQUARE

 

There was submitted Agenda Note AN13-2008, wherein reference was made to Article IX of the minute of this Committee of 24th September, 2007 where authority was given for the City Engineer to invite tenders for the above works and for the Depute Chief Executive (Support Services) to accept the most favourable tender for the works as recommended by the City Engineer within the allowances noted.

 

9-15 Foggyley Gardens

 

Valid tenders were returned by nine contractors, ranging from 249,974 to 1,333,400. The tender was awarded to the lowest tenderer, Safedem Ltd in the amount of 249,974. Allowances of 161,380 were added for non-contract works, professional fees and contingencies, giving a total expenditure of 411,354. The tender was accepted by the Depute Chief Executive (Support Services).

 

44-61 Carnegie Square

 

Valid tenders were returned by four contractors, ranging from 51,230 to 69,885. The tender was awarded to the lowest tenderer, Trojan Contracting and DIY in the amount of 51,230. Allowances of 20,800 for non-contract works, professional fees and contingencies were added, giving a total expenditure of 72,030. The tender was accepted by the Depute Chief Executive (Support Services).

The Depute Chief Executive (Finance) had previously advised that the above costs for both projects could be met from the Housing Estates Regeneration Fund.

 

The Committee noted accordingly.

 

III REAL LIFE OPTIONS - LEASE OF PROPERTY

 

There was submitted Agenda Note AN17-2008 requesting approval to lease accommodation to Real Life Options to provide support to one of their clients. Real Life Options would pay the rental charge on the property which, in this case, would be flatted accommodation.

 

Real Life Options were a specialist service provider with a national reputation and experience, skills and expertise in providing support for people with learning disabilities and high support needs. The Social Work Department were currently finalising the accreditation process for this national organisation who already provided services to other Scottish Local Authorities.

 

The Committee approved the request.

 

IV CONTRACT SERVICES DEPARTMENT SERVICE PLAN 2007/2011

 

There was submitted Report No 71-2008 by the Director of Contract Services seeking approval of the Contract Services Department Service Plan 2007/2011.

 

The Committee approved the report.

 

V PLAY AREAS - 2007/2008 JACOBSON GARDENS PLAYGROUND

 

There was submitted Report No 62-2008 by the Director of Contract Services seeking approval to carry out removal of Jacobson Gardens Playground as part of the Play Area Improvements programme for 2007/2008.

 

The Committee agreed:-

 

(i) to the removal of Jacobson Gardens Playground in 2007/2008; and

 

(ii) to the work being carried out by Dundee Contract Services at an estimated cost of 4,300.

 

VI DUNDEE TRUSTED TRADER SCHEME

 

There was submitted Report No 64-2008 by the Head of Environmental Health and Trading Standards updating the Committee on the operation of the Dundee "Trusted Trader" local business partnership scheme and requesting authority to introduce an annual fee for membership of the scheme.

 

The Committee agreed:-

 

(i) to note the positive development of the Dundee "Trusted Trader" scheme and to levy membership charges from April 2008;

 

(ii) to the authorised use of the Trusted Trader scheme by other local authorities as outlined in the report subject to appropriate licensing arrangements being in place;

 

(iii) to introduce membership charges as detailed in the report; and

 

(iv) to the continued partnership with Referenceline Ltd in delivering the Trusted Trader scheme subject to appropriate legal agreements being in place.

 

VII TENDERS RECEIVED - CITYWIDE ROOF SURVEYS 2007/2008 - ACCESS AND ATTENDANCE WORKS

 

There was submitted Report No 76-2008 by the City Architectural Services Officer giving details of offers received for the above contract.

 

The Committee agreed to accept the negotiated offer from Raynor Roofing Ltd amounting to 23,540, together with allowances of 2,796 in respect of Professional Services, making a total expenditure of 26,336.

 

The Committee noted that Raynor Roofing Ltd had listed the undernoted sub-contractor:-

 

A & J Maintenance Support Ltd, Dundee - Scaffolding.
