I RAIL UTILISATION STRATEGY FOR SCOTLAND - DRAFT CONSULTATION
There was submitted Report No 611-2006 by the Director of Planning and Transportation outlining the purpose, content and proposals contained within the Network Rail consultation document "Rail Utilisation Strategy for Scotland" and Dundee City Council's response thereto.
The Committee agreed to note the purpose, content and proposals contained within the consultation document and approved Dundee City Council's response, as contained in the appendices to the report.
II LOCHEE MASTERPLAN - REPORT ON RESULT OF THE LOCHEE DISTRICT CENTRE CONSULTATION EXERCISE
There was submitted Report No 609-2006 by the Director of Planning and Transportation advising the Committee of the outcome of the consultation exercise on the draft development framework for an integrated land use strategy for Central Lochee to secure its regeneration, and seeking authority from the Committee to bring forward a programme for early action.
The Committee agreed to:-
(a) note the terms of the various responses to the consultation exercise undertaken;
(b) approve the Development Framework as the basis for the regeneration of Central Lochee;
(c) remit the Director of Planning and Transportation to report progress on additional research prompted by the consultation exercise;
(d) remit the Director of Planning and Transportation to bring forward a programme of early action with budget costs; and
(c) refer the Development Framework to the Development Quality Committee as a material consideration in the determination of planning applications for this area.
III TAY HOTEL DEVELOPMENT BRIEF
There was submitted Agenda Note AN349-2006, making reference to Article II of the minute of meeting of this Committee of 14th August, 2006, and advising of the outcome of the consultation process in respect of the Tay Hotel Draft Site Planning Brief.
The Committee noted the responses received, together with a number of minor amendments to the Draft Development Brief. It agreed that the amended Draft Brief be approved as supplementary guidance to the Dundee Local Plan Review 2005; and referred to the Development Quality Committee as a material consideration in the determination of planning applications for the site.
IV HOUSES IN MULTIPLE OCCUPATION - SUPPLEMENTARY PLANNING GUIDANCE
There was submitted Report No 430-2006 by the Director of Planning and Transportation advising the Committee of the results of the consultation process and seeking approval of the Policies for Houses in Multiple Occupation as set out in Appendix 1, as Supplementary Planning Guidance to the Dundee Local Plan Review 2005.
The Committee agreed to:-
(a) note the results of the consultation process as set out in Appendix 2 to the report;
(b) approve the policies for Houses in Multiple Occupation as set out in Appendix 1 to the report as Supplementary Planning Guidance to the Dundee Local Plan Review 2005;
(c) refer the Supplementary Planning Policy Guidance for Houses in Multiple Occupation to the Development Quality Committee as a material planning consideration in the determination of future planning applications; and
(d) remit the Director of Planning and Transportation to review the operation of the Policies after 12 months and report the findings and any proposed modifications to the Policies to the Committee.
V TAYSIDE AND CENTRAL SCOTLAND TRANSPORT PARTNERSHIP - PROGRESS UPDATE
There was submitted Report No 667-2006 by the Director of Planning and Transportation updating the Committee on developments with the Tayside and Central Scotland Transport Partnership (TACTRAN) and on progress on development of the Regional Transport Strategy for the TACTRAN area.
The Committee agreed to:-
(a) note developments in relation to the Tayside and Central Scotland Transport Partnership, as outlined in the report and agree to receive further progress reports at appropriate intervals;
(b) note progress on the development of a Regional Transport Strategy for the TACTRAN area, as outlined in the report and Appendix; and
(c) note that public consultation on the Draft Regional Transport Strategy would be the subject of a further detailed report to Committee.
VI GREENMARKET CAR PARKING CHARGES REVISION
There was submitted Agenda Note AN350-2006 advising that it was proposed to change the car park at Greenmarket from long-stay to a variable-stay car park using the following revised tariff:-

The Committee noted that these revised charges would be levied by way of a pay on foot (ie pay on exit) format and payment would be by coins, credit/debit cards and cash with change, and approved the proposed changes as detailed above.
VII OVERGATE DEVELOPMENT - PHASE II VARIATION OF TRAFFIC REGULATIONS AND STOPPING-UP
There was submitted Report No 334-2006 relative to proposed alterations to the traffic regulations and road orders in the streets behind the Overgate Development which were necessary to improve access, service arrangements and traffic movement associated with Phase II of the development and the changes to the road layout in the area.
The Committee approved the preparation of Traffic Regulation Orders and Stopping-Up Orders to affect the changes to the traffic regulations as detailed in Section 6 of the report.
VIII ARBROATH ROAD - VARIATION OF SPEED LIMITS
Councillor Scott declared a non-financial interest in this item by virtue of living in close proximity to Arbroath Road.
There was submitted Report No 593-2006 by the Director of Planning and Transportation considering the necessity to alter the speed limits in Arbroath Road east of Kingsway East.
The Committee agreed to approve the preparation of a Traffic Regulation Order to convert a length of the existing 40mph speed limit on Arbroath Road between Kingsway East and Monymusk Park to 30mph.
IX LONG WYND - STOPPING-UP
There was submitted Report No 603-2006 by the Director of Planning and Transportation advising of a proposal to stop-up a length of Long Wynd in order to accommodate a new office development on the site of the former printing works in Long Wynd.
The Committee approved the preparation of a Stopping-Up Order utilising the powers of the Town and Country Planning (Scotland) Act, 1997 to stop-up a length of Long Wynd in order to facilitate a new office development, subject to the Scottish Ministers indicating that they do not intend to call in the planning application in respect of the proposed office development.
X DUNDEE CITY COUNCIL (SOUTH MARKETGAIT, DUNDEE) (PROHIBITION OF U-TURN) ORDER 2006
There was submitted Agenda Note AN351-2006 making reference to Article II of the minute of meeting of this Committee of 17th April, 2006 instructing and authorising the preparation of an order to improve pedestrian safety when pedestrians are given the right to cross the northbound carriageway.
It was reported that the proposed Order had been duly drafted and, during the statutory consultation period, no adverse comments were received. Subsequently, the Order was duly advertised and there were no objections.
The Committee therefore agreed to make the Order as advertised.
XI CONFIRMATION OF TREE PRESERVATION ORDER, GROUND AT 1, 2 AND 5 TOWER COURT, 2 RALSTON ROAD, "TORWOOD",RALSTON ROAD AND 1 TO 6 BEACH TOWER, DUNDEE
There was submitted Agenda Note AN353-2006 advising the Committee that on 28th July, 2006, the Council had made a provisional Tree Preservation Order (TPO) on the above-mentioned site, in order to protect the visual amenity of the area as there was a high incidence of the removal of healthy mature trees in the area.
It was reported that one objection had been received, and the Committee noted the terms of this objection and the Council's Forestry Officer's response thereto.
Thereafter, the Committee authorised the Depute Chief Executive (Support Services) and the Director of Planning and Transportation to undertake the necessary procedures and confirm the TPO without modification.
XII NEW ROADS
(a) APPLICATIONS FOR ROAD CONSTRUCTION CONSENT

The Committee approved the applications, subject to conditions agreed between the applicants and the Director of Planning and Transportation, and further agreed that, on satisfactory completion of these roads, and, if so requested by the applicants, they be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.
XIII CONFERENCE - "THE NEW PLANNING (SCOTLAND) ACT 2006 - WHAT WILL IT MEAN"
There was submitted Agenda Note AN354-2006 advising that the above-mentioned one-day conference would take place in Edinburgh on Monday, 20th November, 2006, at a cost per delegate of 270.25, excluding travel and subsistence.
The Committee authorised the attendance of the Convener or her nominee.
XIV TENDERS RECEIVED BY CITY ENGINEER
There was submitted Report No 621-2006 by the Director of Planning and Transportation detailing tenders received in respect of the undernoted projects:-
(a) PARK AVENUE STREETSCAPE IMPROVEMENTS
The Committee agreed to accept the lowest offer from Dundee Plant Co Ltd, in the sum of 290,192.59, to which required to be added allowances of 79,807.41 for fees, public utilities, street lighting and planters and contingencies, giving a total expenditure of 370,000.
(b) CENTRAL WATERFRONT - ROADS INFRASTRUCTURE DESIGN - SITE INVESTIGATION
The Committee agreed to accept the lowest offer from Ritchies in the sum of 80,962.40, to which required to be added allowances of 15,500 for fees and contingencies, giving a total expenditure of 96,462.40.
XV CENTRAL WATERFRONT DEVELOPMENT - DOCK STREET TUNNEL WORKS
This item was withdrawn.
