The minute of meeting of this Committee of 21st March 2005 was held as read.

I DUNDEE CONTEMPORARY ARTS LIMITED REVENUE SUPPORT 2005-2006

 

Councillors Webster, Will Dawson and Hind declared a non-financial interest by virtue of their Council appointments.

 

The Director of Leisure and Arts submitted Report No 260-2005 requesting renewal of revenue funding to Dundee Contemporary Arts Limited for the year 2005-2006.

 

The Committee approved grant funding amounting to 257,175 as set out in the report.

 

II DUNDEE JAZZ FESTIVAL/ASSEMBLY DIRECT

 

The Director of Leisure and Arts submitted Report No 261-2005 requesting grant funding to Assembly Direct for the Dundee Jazz Festival.

 

The Committee approved grant funding of 4,000 to Assembly Direct.

 

III CEMETERY HEADSTONE SAFETY

 

Councillor Duncan declared a non-financial interest by virtue of his employment as a monumental mason.

 

On a reference to Article III of the minute of meeting of this Committee of 15th December 2003 the Director of Leisure and Arts submitted Report No 30-2005 advising the Committee of the conclusions of the Pilot Memorial Headstones Inspection Team and seeking approval for the way forward

 

The Committee agreed that the inspection programme identified in paragraph 6.3 of the report be adopted as the way forward and remitted to the Director of Leisure and Arts to consider additional measures which would provide a long term option for the sustaining of headstone safety for the future.

IV TENDERS RECEIVED

 

(a) tenders received by city architectural services officer

 

The City Architectural Services Officer submitted Report No 235-2005 on the offer by Dundee Contract Services to carry out roof replacement at Dawson Park Bowling Pavilion under the Property Maintenance Small Works Partnership for the sum of 21,900 together with allowances of 340 for Planning Supervisor and 3,692 for professional services making a total expenditure of 25,932.

 

The Committee agreed to accept the offer.

 

(b) Tenders received by City Engineer

 

The City Engineer submitted Report No 212-2005 giving details of offers received for Dudhope Skate Park.

 

The Committee agreed to accept the lowest offer by Clachan Construction amounting to 189,696.60 together with allowances of 10,000 for contingencies, 6,303.40 for grass seeding and remedial works and 24,000 for professional fees making a total expenditure of 230,000 which would be funded in its entirety from Quality of Life Funding.

 

V CAMPERDOWN WILDLIFE CENTRE - EXTENSION TO CONTRACT - CREATION OF BROCH -INTERPRETATION/EXHIBITION BUILDING

 

On a reference to Article III(a)(iii) of the minute of meeting of this Committee of 17 January 2005 the City Architectural Services Officer submitted Report No 236-2005 requesting approval to extend the existing contract.

 

The Committee agreed to extend the existing contract with Clachan Construction Limited to include the above project at an estimated additional expenditure of 40,000.

 

VI OLYMPIA LEISURE CENTRE

 

(a) IMPROVEMENT PROGRAMME

 

There was submitted Agenda Note AN151-2005 advising that an offer amounting to 23,037 had been received from Specialist Contractor, Aqua Systems, Denmark for an ultraviolet water treatment unit for the Toddler Pool and Leisure Pool.

 

The Committee agreed to accept the offer.

 

(b) PILOT ADVERTISEMENT INITIATIVE

 

There was submitted Agenda Note AN152-2005 advising that the Department had been approached by RENT2AD, Dundee who wished to locate adverts inside lockers within leisure centres.

 

The Committee remitted to the Director of Economic Development to enter into a Lease Agreement with RENT2AD, Dundee for the pilot scheme which would run from May to November 2005 for Olympia only and noted that should the scheme be successful this be progressed and renegotiated for other centres.

 

VII DUNDEE VISUAL ARTISTS AWARDS - REQUEST TO INCREASE GRANT

 

There was submitted Agenda Note AN153-2005 advising that the Scottish Arts Council had agreed to consider increasing their level of partnership spending and had requested that Dundee City Council raise the maximum grant to all applicants from 500 to 1,000.

 

The Committee agreed to the request and noted that the deadlines for applications in 2005 were Wednesday, 25th May and Wednesday, 23rd November respectively.

VIII DUNDEE CITY SPORTS COUNCIL - APPLICATION FOR GRANT

 

The Convener and Councillors Wallace and Duncan declared a non-financial interest by virtue of their Council appointments. Reference was made to Article II of the minute of meeting of the Leisure Services Committee of 18th December 1996. There was submitted Agenda Note AN154-2005 regarding the above application for grant.

 

The Committee agreed that 6,525 be allocated to Dundee City Sports Council for Grant Aid administration for the year 2005-2006 and a further 1,000 be allocated to Dundee City Sports Council from Dundee City Disability Sport for Grant Aid administration for the year 2005-2006 as agreed by Article XI of the minute of meeting of this Committee of 21st June 2004.

 

IX DUNDEE FLOWER AND FOOD FESTIVAL - 2005 TENDER FOR MARQUEES

 

There was submitted Agenda Note AN155-2005 advising that two offers had been received for the above tender but only one company had completed the whole tender.

 

The Committee agreed to accept the offer from Purvis Marquees, Ingleston amounting to 45,057.

 

X CLATTO SEASONAL FACILITIES

 

There was submitted Agenda Note AN157-2005 advising the Committee of the proposal to discontinue the boat hire at Clatto Reservoir.

 

The Committee approved and noted that the reservoir would still be available for booking by private parties and for use by the Communities Department.

 

XI LOCAL ACCESS FORUM

 

Reference was made to Article IV of the minute of meeting of this Committee of 17th January 2005. There was submitted Agenda Note AN158-2005 advising that the Committee was now required to recommend that the core group of the above forum should operate with those from whom applications had been received with any identified gaps in representation being co-opted at a later date if required. The forum would operate with 16 members giving good representation from user groups and community groups.

 

The Committee approved the arrangements.

 

XII USE OF PARKS AND OPEN SPACES - CIVIL MARRIAGE VENUES

 

There was submitted Agenda Note AN160-2005 informing the Committee that under the Marriage (Approval of Places) (Scotland) Regulations 2002, local authorities could register a wide range of venues as Civil Marriage venues. Dundee had 18 such officially licensed/designated venues. The object of the legislation was to increase the choice of venues available to couples planning a Civil Marriage and statistics showed that there had been an increase in the numbers of Civil Marriages held in Dundee since the 2002 Act.

 

A request had been received for permission for a marriage ceremony to be held on Dundee Law and it was proposed that the Law and other park/open space venues be designated as Civil Marriage venues. Locations in Council ownership could be so designated simply by notifying the Registrar General for Scotland. It would still be necessary for couples to obtain the permission of the Dundee Contract Services Committee, so that, for example, account could be taken of other events on the same dates etc. Venues which would prove attractive for this purpose included Dundee Law, Camperdown Park, Templeton Woods etc and it was recommended that authority be granted for the Director to decide on any other locations to be so designated in liaison with the Depute Chief Executive (Support Services).

 

The Committee approved the above and agreed that the granting/refusing of future requests for use of these locations be delegated to the Director or nominee and that the Scheme of Delegated Powers be amended accordingly.

XIII DUNDEE CITY COUNCIL (CAMPERDOWN PARK SOUTH AND WEST ACCESS PARKS, DUNDEE) (PROHIBITIONOF ENTRY AND EXIT) ORDER 2005

 

Reference was made to Article VII of the minute of meeting of this Committee of 20th September 2004. There was submitted Agenda Note AN166-2005 advising that the proposed Order had been duly drafted and during the statutory consultation period no adverse comments had been received. The Order had been duly advertised and there were no objections.

 

The Committee agreed to make the Order as advertised.
