The minute of meeting of this Committee of 27th January, 2003 was held as read.

I PROCEDURES FOR NEW STREET NAMES
There was submitted Report No 844-2002 by the Director of Planning and Transportation advising the Committee of the procedures and policy for the naming of new streets in Dundee.
The Committee noted the contents of the report.
II FIRST RESULTS FROM THE 2001 CENSUS
There was submitted Report No 84-2003 by the Director of Planning and Transportation advising the Committee of the first results of the 2001 Census, published in late 2002.
The Committee noted the contents of the report and noted that further reports would be submitted in due course.
III TROTTICK SITE DEVELOPMENT BRIEF
There was submitted Report No 107-2003 by the Director of Planning and Transportation outlining the draft development brief for the abovementioned site.
The Committee agreed to:-
(a) approve the draft development brief for the purposes of consultation;
(b) remit to the Director of Planning and Transportation to consult with the other owners and interested parties on the terms and contents of the draft site planning brief; and
(c) remit to the Director of Planning and Transportation to report back on the results of the consultation exercise within a period of two months.
IV HIGH STREET, LOCHEE, ROAD SAFETY MEASURES
There was submitted Report No 112-2003 by the Director of Planning and Transportation relative to the provision of a second zebra crossing in High Street, Lochee.
Having considered an objection, the Committee approved the provision of the zebra crossing at the location detailed and noted that minor amendments to waiting restrictions associated with these road safety measures would be the subject of a further report to the Committee.
V PERTH ROAD, TRAFFIC MANAGEMENT AND PUBLIC CONSULTATION
There was submitted Report No 114-2003 by the Director of Planning and Transportation advising the Committee of current issues in the West End and the outcome of a public consultation meeting carried out in conjunction with West End Community Council.
The Committee noted the works to be progressed for implementation in the financial year 2003/04 arising from the public meeting and other remits for further assessment.
VI ARDLER SITE 3A - PHASES 2 AND 4
There was submitted Agenda Note AN109-2003 making reference to the minute of the meeting of this Committee of 25th April, 2001 when authority was given to appoint T & N Gilmartin Limited to carry out works on the above and the Committee approved the expenditure of 467,245.66 for these works.
It was reported that in the interim further additional works had been authorised by the Director of Planning and Transportation for which additional capital receipts of 23,653 have been received from Sanctuary Homes. In addition, the Director of Education had authorised a series of additional packages of work to be carried out as part of this contract amounting to 32,555.12 and which had been funded from revenue. The Committee noted the revised authorised expenditure on this project of 523,453.78.
Reference was also made to Article V of the meeting of this Committee of 28th October, 2002 and Article XI of the meeting of this Committee of 27th January, 2003 when authority was given to carry out additional traffic calming works in Ardler. It was reported that the City Engineer had received an offer for carrying out these works from T & N Gilmartin Limited, of 47,463. With allowances for additional professional fees of 2,000 this gave a total expenditure of 49,463 which could be met from the re-allocation of the Scottish Budget Resources 2002/03.
The Committee approved the extension of the contract with T & N Gilmartin Limited and authorised the above additional expenditure.
VII THE FINALISED PERTH AND KINROSS STRUCTURE PLAN
There was submitted Agenda Note AN110-2003 advising that the Scottish Ministers had notified Perth and Kinross Council of the draft modifications to the Perth and Kinross Structure Plan. Dundee City Council formally had objected to Sustainable Communities Proposal 1 (the proposed new village at Errol) and made representations in respect of Sustainable Economy Proposal 3 (the possible development of Errol Airfield as a commercial airport) (Report No 714-2002).
It was reported that the Scottish Ministers? Modifications had removed Sustainable Communities Proposal 1 from the Plan, and in respect of Sustainable Economy Proposal 3, stated that ?such a speculative proposal will have to be subject to national aviation strategy and can only be supportable within the context of the forthcoming Aviation White Paper to be published in autumn 2003".
In terms of other draft modifications an issue arises in the case of Modification 6, which relates to the proposed ?agri-science park? at the Scottish Crop Research Institute at Invergowrie. Its significance lies in its requirement that any potential access required to the A90 (T) would be by means of a grade separated junction. This is inconsistent with a similar Modification inserted into the Approved Dundee and Angus Structure Plan which relates to new junction provision on the A90 (T) to the west of the Swallow roundabout between Dundee and Perth. In that instance the wording of the Modification does not explicitly require a new junction to be grade separated but indicates that consideration should be given to this possibility.
Accordingly, it was agreed that the Director of Planning and Transportation be authorised to object on behalf of the City Council to the Scottish Executive requesting that the Modification is revised to reflect that of Modification 9 of the approved Dundee and Angus Structure Plan which offers appropriate flexibility to allow other types of junction to be considered in this location.
The Committee also noted than an objection in similar terms would be submitted on behalf of the Dundee and Angus Structure Plan Panel.
VIII SMALL TRAILERS IN CAR PARKS
There was submitted Agenda Note AN16-2003 proposing the prohibition of parking of small trailers in City Council car parks.
The Committee approved the preparation of the necessary Traffic Regulation Order to prohibit parking small trailers in City Council car parks, and authorised the new signing required to prohibit caravans to be funded from the Car Park Trading Account.
IX SCOTTISH PLANNING POLICY 1: "THE PLANNING SYSTEM" (NOVEMBER 2002)
There was submitted Agenda Note AN18-2003 advising the Committee of Scottish Planning Policy 1 (SPP1), the first in a new series of planning policy documents to be issued by the Scottish Executive, updating National Planning Police Guidelines: "The Planning System", published in 2000.
The Committee noted the terms of SPP1.
X CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - PROPOSED NEW STREET NAMES

The Committee approved the abovementioned proposed names.
(d) On a reference to Article XV(b) of the minute of meeting of this Committee of 27th January, 2003 it was reported that it had been agreed with the developer that the proposed street name of Amond Place be changed to Amond Way.
(e) Reference was made to Article XV(c) of the minute of meeting of this Committee of 27th January, 2003 wherein decision on a proposed new street name associated with the development at Brackens Road was deferred to allow the developer to express a preference as to the spelling of the street name. It was reported that the developer had stated that they would prefer to see the English spelling of the name i.e. Rannochmoor Gardens, and it was therefore proposed to allocate this name to the new street with the gaelic spelling of the name Rhoineach Mhor included on the bottom of the street name plate in a smaller font.
The Committee approved accordingly.
XI NEW ROADS
There was submitted Agenda Note AN112-2003 advising that the undernoted applications for road construction consent had been submitted and the Director of Planning and Transportation had recommended that they be approved subject to conditions which have been agreed with the applicants:

The Committee approved the applications and further agreed that, on satisfactory completion of these roads and, if so requested by the applicants, they be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.
XII SURPLUS PROPERTY
There was submitted Agenda Note AN113-2003 advising that following approval of the Dundee and Angus Structure Plan 2002 a full review was being undertaken of property and land previously held on Planning and Transportation?s account which was associated with the now abandoned North East and North West Arterial Plans developed by the former Roads Authority, Tayside Regional Council.
It was reported that whilst the major review would be the subject of a future report to this Committee a property at 14 Rankine Street, Dundee had been identified as no longer required for any Roads schemes and as such was declared surplus to the Planning and Transportation Department?s needs, and would be transferred to the Economic Development Department for their consideration.
The Committee approved accordingly.
XIII DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) ORDER 2003
There was submitted Agenda Note AN120-2003 making reference to Article IV of the minute of meeting of this Committee of 2nd December, 2002 instructing and authorising the preparation of an Order introducing further measures to vary the provisions of numerous existing Waiting Restrictions Orders affecting Dundee.
It was reported that the proposed Order was duly drafted and during the statutory consultation period comments were received regarding Brown Constable Street. As a result of these comments it was proposed to amend the Order to include the removal of parking from the entire length of the west side of Brown Constable Street between Victoria Street and Crescent Street.
The Committee agreed to authorise publication of the Order on this basis.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting during the consideration of the undernoted item of business on the grounds that the business involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.
XIV 21 TO 25 UNION STREET, DUNDEE
There was submitted Agenda Note AN114-2003 advising the Committee that approval had been given by the Director of Planning and Transportation in consultation with the appropriate elected members, to make a contribution from the Planning and Transportation budget in order to enable the discharge of a security over four flats at the above address, in order to progress the scheme.
