I DUNDEE CULTURAL QUARTER - SOUTH TAY STREET/NETHERGATE JUNCTION

 

There was submitted Agenda Note AN308-2002 by the Director of Planning and Transportation advising the Committee that a study commissioned under the auspices of the Dundee Partnership into public realm works required to support the agreed strategy of creating a Cultural Quarter in Dundee centred on South Tay Street/West Port was nearing completion. The study had confirmed the dislocation effect for pedestrians between the DCA and the Rep Theatre caused by the large traffic flows in the area at certain times of the day and the final study report would propose a series of streetscape and signage improvements in South Tay Street and Nethergate to address this and strengthen the link for pedestrians between the two venues and the remainder of the Cultural Quarter.

 

SET had indicated that funding would become available in 2002-2003 and an opportunity existed to implement a final stage of work at the junction of South Tay Street and Nethergate this financial year, which would provide immediate benefits to pedestrians in the area and begin to underpin the creation of a recognisable Cultural Quarter in Dundee.

 

In order to achieve the expenditure by March 2003 it was recommended that the work be carried out as an extension to the current contract with Tayside Contracts for Commercial Street North, which contains similar work. The Committee therefore authorised additional expenditure of 80,000 which included allowance for fees and contingencies and noted SETs contribution of 75,000 to these additional works.

 

II TENDERS RECEIVED BY CHIEF ENGINEER

 

There was submitted Report No 792-2002 by the City Engineer detailing tenders in respect of the undernoted contracts:-

(a) KIRKTON PHASE 4, CENTRAL CORE

 

The Committee agreed to accept the lowest offer by J D Minto Ltd, amounting to 131,356.08, to which required to be added allowances of 23,643.92, making a total expenditure of 155,000.

 

The Committee noted that J D Minto Ltd had listed the undernoted sub-contractors:-

 

P & G Blacksmiths - Fencing

Angus Decorators - Painting

W Brown - Tarring

Linkline (East) - Road Marking

 

(b) ALBERT STREET ENVIRONMENTAL IMPROVEMENTS

 

The Committee agreed to accept the lowest offer by Torith Ltd in the sum of 493,877.90, to which required to be added allowances of 36,000, making a total expenditure of 529,877.90.

 

The Committee noted that Torith Ltd had listed the undernoted sub-contractors:-

 

Bellwood Trees Ltd - Tree Supply

Sureset Ltd - Permeable Gravel

 

(c) NINEWELLS INTERCHANGE

 

The Committee agreed to accept the lowest offer by R J McLeod (Contractors) Ltd amounting to 181,852, to which required to be added allowances of 33,148, making a total expenditure of 215,000.

 

The Committee noted that R J McLeod had listed the undernoted sub-contractors:-

G & B Roadmarking - Anti-skid Surfacing

 

(d) ROAD SAFETY MEASURES 2002/03 - LOCHEE HIGH STREET

 

The Committee agreed to accept the lowest offer in the sum of 61,651.65 from Land & Building Services, to which required to be added allowances of 18,348.35, making a total expenditure of 80,000, subject to further consultation with Councillors Farquhar and Shimi.

 

The Committee also noted that Land & Building Services had listed the undernoted sub-contractors:-

(e) ROAD SAFETY MEASURES 2002/03 - CLEPINGTON ROAD/STRATHMARTINE ROAD

 

The Committee agreed to accept the lowest offer from Torith Ltd in the sum of 53,092.10 to which required to be added allowances of 11,407.90, making a total expenditure of 64,500.

 

The Committee also noted that Torith Ltd had listed the undernoted sub-contractors:-

Markon/G & B Roadmarketing/Prismo - White Lining

(f) ROAD SAFETY MEASURES 2002/03 - FINTRY ROAD, BLACKNESS ROAD, PERTH ROAD, WESTPORT

 

The Committee agreed to accept the lowest offer in the sum of 96,262.13, from Clachan Construction Ltd, to which required to be added allowances of 39,238.87, making a total expenditure of 135,500.

 

The Committee also noted that Clachan Construction Ltd has listed the undernoted sub-contractors:-

King Contractors Ltd - Surfacing

 

(g) KINGSWAY EAST PHASE 3 AND PHASE 4

 

The Committee agreed to accept an offer in the sum of 87,000 from Tayside Contracts, to which required to be added an allowance of 13,000, making a total expenditure of 100,000.

 

(h) BRIDGE REPAIRS

 

The Committee agreed to accept an offer from Torith Ltd in the sum of 187,000, to which required to be added allowances of 19,000, giving a total expenditure of 206,000.

 

III BRINGING CONFIDENCE INTO PUBLIC TRANSPORT, NINEWELLS HOSPITAL INFRASTRUCTURE AND TRAFFIC MANAGEMENT -JAMES BLACK PLACE

 

There was submitted Report No 851-2002 by Director of Planning and Transportation advising of the requirement for the preparation of a Traffic Regulation Order to restrict the use of James Black Place for Public Transport.

 

The Committee approved the promotion of a Traffic Regulation Order to restrict the eastern turning area of this street to use by buses and taxis only, with provision for other users all as detailed in the report.
