The minute of meeting of this Committee of 26th August 2002 was held as read.

I SHORT SCOTTISH SECURE TENANCY
The Director of Housing submitted Report No 682-2002 seeking Committee approval for the above Tenancy Agreement to be introduced as part of the requirements of the Housing (Scotland) Act 2001 after 30th September 2002.
The Committee:-
(a)approved Dundee City Council's version of the Short Scottish Secure Tenancy Agreement;
(b)agreed that Short Scottish Tenancy Agreements be used in the situations outlined in paragraph 6.4 of the report; and
(c)authorised the Director of Housing to make minor necessary changes to the Tenancy Agreement prior to implementation and to accommodate changes in the areas of service delivery as they were reviewed.
II HOUSING WITH CARE
Mr Borthwick declared an interest in this item.
There was submitted Jointed Report No 640-2002 by the Director of Housing, the Director of Social Work and the Director of Personnel and Management Services advising the Committee of further development of accommodation choices for older people who might otherwise require institutional forms of care.
The Committee agreed:-
(a)to the establishment of additional care and support services located in three local authority sheltered and very sheltered housing complexes, as described in paragraph 6.1.4 of the report, which would be designated as "Housing with Care";
(b)to the further adaptation of up to eight houses in each of the three complexes to meet the needs of frail older people; and
(c)that a further report be brought forward detailing charging for these services within the context of the Supporting People Regulations.
III ANTI-SOCIAL BEHAVIOUR TEAM
There was submitted Joint Report No 641-2002 by the Director of Housing and the Director Personnel and Management Services reviewing the operations and staff requirements of the Anti-Social Behaviour Team established in November 2001 as approved by the Housing Committee and Personnel and Management Services Committee on 18th June 2001.
The Committee noted the significant improvement in customer satisfaction with regard to Help with Neighbour Problems and the volume and breakdown of complaints received by the Anti-Social Behaviour Team to date.
IV COMMUNITY ASSOCIATIONS AND GROUPS - ADMINISTRATION GRANTS
There was submitted Agenda Note AN225-2002 advising that the Director of Housing had received the undernoted applications requesting grant assistance towards administration costs for 2002/2003:-

V TENDERS RECEIVED
(a)The City Architectural Services Officer submitted Report No 647-2002 giving details of offers received for the undernoted contracts:-
(i) Craigiebank 3rd Development - Pitched Roof Repairs Phase 2
The Committee agreed to accept the lowest offer by Andrew Shepherd & Sons Limited, Forfar amounting to 121,338.95 to which required to be added an allowance of 12,972 for professional services, making a total expenditure of 134,310.95.
The Committee also noted that Andrew Shepherd & Sons Limited had listed James Lamond & Sons, Brechin as the sub-contractor for plumber work.
(ii) Whorterbank MSD, Burnside Court - Fabric Repairs
The Committee agreed to accept the lowest offer by Forman Construction Limited amounting to 91,735.17 to which required to be added allowances of 8,472 for professional services and 500 for structural engineering services, making a total expenditure of 100,707.17.
The Committee also noted that Forman Construction Limited had listed Caledonian Sealant Systems, Glasgow as the sub-contractor for mastic pointing.
(iii)DALLFIELD MSD, HILLTOWN COURT AND DALLFIELD COURT - FABRIC REPAIRS
The Committee agreed to accept the lowest offer by Forman Construction Limited amounting to 132,550.88 to which required to be added allowances of 10,959 for professional services and 500 for structural engineering services, making a total expenditure of 144,009.88.
The Committee also noted that Forman Construction Limited had listed Caledonian Sealant Systems, Glasgow as the sub-contractor for mastic pointing.
(iv)MENZIESHILL 7TH DEVELOPMENT - 37-39 AND 255-257 TWEED CRESCENT - BEDSIT INTEGRATIONS 2002/2003
The Committee agreed to accept the negotiated offer by Dundee Contract Services amounting to 46,904 to which required to be added the undernoted allowances, making a total expenditure of 57,010:-

(v) 12-16 UNION STREET - REPAIRS NOTICE IN DEFAULT
The Committee agreed to accept the lowest offer by George Martin Limited, Dundee amounting to 92,424.70 to which required to be added an allowance of 12,500 for professional services, making a total expenditure of 104,924.70.
The Committee also noted that George Martin Limited had listed the undernoted sub-contractors:-

(vi) MENZIESHILL 11TH DEVELOPMENT - ROOF AND RENDER REPAIRS
The Committee agreed to accept the lowest offer by Andrew Shepherd & Sons Limited, Forfar amounting to 478,775.15 to which required to be added an allowance of 31,825 for professional services, making a total expenditure of 510,600.15.
The Committee also noted that Andrew Shepherd & Sons Limited had listed the undernoted sub-contractors:-

(vii)MILNBANK ROAD DEVELOPMENT - HEATING INSTALLATION AND ELECTRICAL UPGRADING
The Committee agreed to accept the lowest offer by Domestic Plumbing and Heating Limited amounting to 48,752.05 to which required to be added the undernoted allowances, making a total expenditure of 91,983.05:-

The Committee also noted that Domestic Plumbing and Heating Limited had listed Kinsgway Electrical Contractors Limited, Dundee as the sub-contractor for electrical work.
(b)There was submitted Report No 684-2002 by the City Engineer giving details of offers received for the undernoted works:-
(i) CONCRETE FLOOR REPAIRS FOR 2002/2003
The Committee agreed to accept the lowest offer by Castle Contracting Limited amounting to 29,096 to which required to be added allowances of 904 for contingencies, 3,300 for professional fees and 700 for planning supervisor fees, making a total expenditure of 34,000.
(ii) CONCRETE REPAIRS OF EXTERNAL ELEMENTS IN LOW RISE HOUSING
The Committee agreed to accept the lowest offer by Castle Contracting Limited amounting to 39,090 to which required to be added allowances of 410 for contingencies, 2,900 for professional fees and 600 for planning supervisor fees, making a total expenditure of 43,000.
VI RIGHT TO REPAIR 2002/2003
The City Architectural Services Officer submitted Report No 648-2002 seeking approval for the inclusion of the above list of interested contractors provided they were on the Council's select list and had submitted reasonable jobbing rates.
The Committee approved the inclusion of the undernoted contractors:-

The Committee also authorised the addition or deletion of firms from the list to be delegated to the Director of Housing in consultation with the City Architectural Services Officer and/or the Director of Finance as may be appropriate.
VII HOUSING (SCOTLAND) ACT 1987 - IMPROVEMENT, REPAIRS AND ENVIRONMENTAL GRANTS, HOME LOANSETC
Reference was made to the minute of meeting of the Housing Committee of 15th November 1999 when grant expenditure under the Housing (Non HRA) Budget was agreed. There was submitted Agenda Note AN226-2002.
It was agreed that the grants approved during August 2002 in each of the categories were as follows:-

The Committee resolved, under Section 50(A)(4) of the Local Government (Scotland) Act 1973, that the press and public be excluded for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in Paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.
VIII REPURCHASE OF PROPERTIES FOR DEMOLITION
Reference was made to Articles I and II of the minutes of meeting of this Committee of 21st January and 17th June 2002 respectively, wherein the Committee agreed that a number of residential properties be demolished and it be remitted to the Director of Economic Development to enter repurchasing negotiations with the respective owners of six properties.
There was submitted Agenda Note AN227-2002 advising that the Director of Economic Development had reached provisional agreement with two owners as detailed.
The Committee authorised the Director of Economic Development to request the Director of Support Services to conclude the necessary legal formalities and report further provisional agreements in due course.
