The minute of meeting of this Committee of 25th September, 2000 was held as read.

I DUNDEE CITY COUNCIL (OFF-STREET CAR PARKS) (VARIATION) ORDER 2000

 

Reference was made to Article VI of the minute of meeting of this Committee of 28th February, 2000 which authorised the preparation of an Order to include in the Off-Street Car Parks Order new car parks for the purposes of control and charging.

 

The Committee agreed that the Order be made, it having been noted that no objections had been received during the consultation period.

 

II KIRKTON CENTRAL CORE - FEASIBILITY STUDY

 

Reference was made to the minute of meeting of this Committee of 30th August 1999 which approved the ?Kirkton Area Physical Regeneration Programme? part of which highlighted the need to consider redevelopment proposals to strengthen the central core area in Kirkton.

 

It was reported that the study brief had been prepared and issued to 11 consultants and that 3 bids had been received by the deadline of 29th September, 2000.

 

The Committee approved the recommendation that Brian Snell, Landscape Architect, be appointed to carry out the study, it being noted that the cost of 1,700 would be met from the Scottish Enterprise Tayside Budget with 1,700 being met from the Housing Department Revenue Budget.

 

III DUNDEE CITY CENTRE - STREET FAIR

 

There was submitted Report No 614-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the making of the temporary traffic regulation Order outlined in the Report, the closure of roads with barriers and appropriate signing, appropriate publicity, maintenance of signs and barriers and repairs to any infrastructure damaged as a result of the applicant's operations with all costs being met by the applicant.

 

IV FACADE ENHANCEMENT GRANT SCHEME - 70-76 HIGH STREET

 

There was submitted Report No 622-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the grant of 36,000 in respect of the above property as detailed in the Report.

 

V ROAD TRAFFIC REDUCTION ACT 1997 - STATUTORY REPORT

 

There was submitted Report No 624-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the recommendations in the report that:-

 

a. Dundee City Council set a target to ensure traffic does not increase by more than 25% by 2021 compared to 1996 levels in Dundee Central Area during the am and pm peaks and

 

b. The Road Traffic Reduction Act 1997 Report as displayed in Appendix A to the Report be published for reference in appropriate places.

 

VI LOCAL TRANSPORT STRATEGY FOR DUNDEE

 

There was submitted Report No 634-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the recommendations in the report that:-

 

a. the policy statements in the Draft Local Transportation Strategy for Dundee be endorsed and it be submitted to the Scottish Executive;

 

b. it be remitted to the Director of Planning and Transportation to use the Local Transport Strategy as a basis for advancement of external funding bids and for consultation purposes with appropriate bodies;

 

c. the Policies in the Local Transportation Strategy be incorporated in the review of the Local Plan; and

 

d. the Local Transport Strategy be reported to the Development Quality Committee as a material consideration.

 

VII SITE PLANNING BRIEF - BLACKNESS NURSERY

 

There was submitted Report No 633-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the recommendations in the Report that:-

 

a. the planning brief be approved for the purposes of marketing the site;

 

b. the brief be approved for the purposes of consultation with the appropriate Community Council and interested parties, the outcome of which be reported back to Committee in December;

 

c. a Tree Preservation Order be promoted for the site;

 

d. the site be allocated for housing purposes in the forthcoming Local Plan Review; and

 

e. the brief be reported to the Development Quality Committee as a material consideration.

 

VIII DUNDEE AREA WAITING RESTRICTIONS AND TRAFFIC REGULATIONS - VARIATION

 

There was submitted Report No 646-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to effect the changes to the waiting restrictions, but stops clearways and school keep clear areas in the relevant Traffic Regulation Orders for Dundee and and to prepare a new Tours Bus Stance Order as described in the main text of the Report.

 

IX WINTER MAINTENANCE

 

There was submitted Report No 648-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the policy and level of service for winter 2000/2001 as detailed in the Report.

 

X FOGGYLEY GARDENS AT HAREFIELD AND KILSPINDIE COURTS - STOPPING-UP

 

It was noted that the report relative to the above had been withdrawn from the agenda to allow further consultation with interested parties.

 

XI TENDERS RECEIVED BY CITY ENGINEER

 

(a) QUEEN STREET CAR PARK EXTENSION

 

This report was withdrawn.

 

(b) KIRKTON PROGRAMME PHASE 2

 

There was submitted Report No. 684-2000 by the City Engineer detailing offers received in respect of the above works.

 

The Committee agreed that the offer submitted by T & N Gilmartin (Contractors) Limited for the sum of 221,679.94 to which fell to be added allowances for public utilities and contingencies and professional fees of 53,320.06, giving a total cost of 275,000.

 

XII AMBASSADOR ROUTES STRATEGY - DUNDEE VISITOR SIGNAGE - PHASE 1C CAR PARKS

 

Reference was made to the minute of meeting of this Committee of 24th April, 2000 which approved a budget of 15,000 as the Council's contribution for 2000/2001 towards new visitor signage for car parks which budget was subsequently increased to 30,000.

 

It was reported that Phase 1c of the signage comprised seven information boards and car park entrance totems at each of the visitor car parks identifying the strategy.

 

It was further reported that manufacture and installation of the signs would take place over two financial years but would be in place for the 2001 tourist season to complement the signs recently installed on the ambassador routes.

 

The Committee noted accordingly.
