The minutes of meeting of the Leisure Services and Arts and Heritage Committees of 18th March 2002 were held as read.

 

Unless marked thus * all items stand delegated.

 

I DEPUTATION - COUNTY GRAND MASTER OF THE EAST OF SCOTLAND AREA OF THE LOYAL ORANGE INSTITUTION OFSCOTLAND

 

The Committee heard the County Grand Master with regard to the use of Dudhope Park as an assembly point. After questions had been asked and answered, the deputation was thanked for its attendance and withdrew.

 

II USE OF DUDHOPE PARK AS AN ASSEMBLY POINT - 29TH JUNE 2002

 

There was submitted Agenda Note AN21-2002 detailing an application by the Fred Roshier Memorial Loyal Orange Lodge No 118 to use the entrance to Dudhope Park as an assembly point for a procession which they wished to hold on 29th June 2002 commencing at 0900 hours.

 

The Convener, seconded by Councillor FitzPatrick, moved that consideration of the application be deferred to the next meeting.

 

As an amendment, Councillor Mackie, seconded by Councillor Powrie, moved that a recess be held to allow all Councillors to consider a letter received from the applicants.

 

On a division, there voted for the motion - the Convener, Lord Provost Letford and Councillors de Gernier, Wright, Ward, Shimi, Presswood, Regan, Sturrock, Glen, Grant, Rolfe, Barrie, Richard Beattie, Dawson, Sawers, FitzPatrick, Guild, Dave Beattie, Fordyce, Bowes, Wallace, Macpherson and Borthwick (24); and for the amendment - Councillors Powrie, Mackie and Scott (3) - whereupon the motion was declared carried.

 

III LOCHEE SWIMMING AND LEISURE CENTRE - ANNUAL CLOSURE

 

There was submitted Agenda Note AN22-2002 advising that to enable the annual equipment survey and essential maintenance programme at Lochee Swimming and Leisure Centre the Director of Leisure and Arts requested that the centre be closed from Tuesday, 20th August to Monday, 2nd September 2002, both dates inclusive.

 

The Committee agreed to the closure as detailed.

 

IV DUNDEE FLOWER SHOW AND FOOD FESTIVAL 2002 - FRAME TENTS, MARQUEES, MOBILE BUILDINGS AND TOILETS

 

The Director of Leisure and Arts submitted Report No 297-2002 giving details of offers received to supply the above.

 

The Committee agreed to accept offers from the following contractors for the undernoted goods and services:-

 

(a)Allison-Gray, Longtown Street, Dundeeall traditional marquees and one frame tent at a cost of 4,389;

 

(b)Arena Structures, Greenockthe remaining frame tents, tables and chairs at a total cost of 23,262;

 

(c)Wernick Hire, Dundeeall mobile buildings at a cost of 650;

 

(d)Scotloo, Perthall mobile toilets and re-circulating toilets at a total cost of 2,370.

 

The Committee agreed to accept the offers detailed.

 

V DUNDEE CONTEMPORARY ARTS LTD REVENUE SUPPORT 2002/2003

 

The Director of Leisure and Arts submitted Report No 275-2002 requesting renewal of revenue funding to Dundee Contemporary Arts Limited for the year 2002/2003.

 

The Committee approved the level of grant funding amounting to 244,000 as set out in the report.

 

VI DUNDEE REPERTORY THEATRE MAIN HOUSE - REVENUE SUPPORT 2002/2003

 

The Director of Leisure and Arts submitted Report No 274-2002 requesting renewal of revenue funding to Dundee Repertory Theatre Main House for the year 2002/2003.

 

The Committee approved the level of grant funding amounting to 258,493 as set out in the report.

 

VII SCOTTISH DANCE THEATRE - REVENUE SUPPORT 2002/2003

 

The Director of Leisure and Arts submitted Report No 272-2002 requesting renewal of revenue funding to the Scottish Dance Theatre for the year 2002/2003.

 

The Committee approved the level of grant funding amounting to 21,366 as set out in the report.

 

VIII DUNDEE REPERTORY THEATRE COMMUNITY DRAMA DEPARTMENT - REVENUE SUPPORT 2002/2003

 

The Director of Leisure and Arts submitted Report No 273-2002 requesting renewal of revenue funding to Dundee Repertory Theatre Community Drama Department for the year 2002/2003.

 

The Committee approved the level of grant funding amounting to 18,271 as set out in the report.

 

IX BURNING BUSH 2 - REVENUE SUPPORT 2002/2003

 

The Director of Leisure and Arts submitted Report No 291-2002 seeking approval to award a grant to Burning Bush 2 towards the cost of developing visual arts initiatives in the city.

 

The Committee authorised the payment of a grant of 2,500.

 

X BAXTER PARK RESTORATION PLAN - TECHNICAL SERVICES 2002/2003

 

On a reference to Article IX of the minute of meeting of the Leisure Services Committee of 15th October 2001 the Director of Leisure and Arts submitted Report No 284-2002 requesting approval for the Architectural Services Department to undertake technical services for the Baxter Park Restoration Plan in 2002/2003.

 

The Committee approved the expenditure of 84,095 for technical services for the above restoration plan.

 

XI RIVERSIDE PARK - APPLICATION TO HOLD CARNIVAL

 

On a reference to Article IV of the minute of meeting of the Leisure Services Committee of 18th February 2002 there was submitted Agenda Note AN23-2002 advising that the Director of Economic Development had reached provisional agreement with John J Evans Funfair to occupy the site at Riverside Park from 1st July to 15th July 2002, subject to a public entertainment licence being granted for the carnival.

 

The Committee approved the terms and conditions and noted that the carnival would not be permitted to operate after 9.30 pm and that the use of performing animals had been expressly prohibited.
