Dundee's Safety and Alarm Response Centre (SARC)

Dundee City Council's SARC System has been in planning for a number of years and opened on 2 April 2019.

The Council wished to create a facility which would respond to the following aspirations:

  • Enable existing Council owned CCTV systems which were dispersed throughout the City to be monitored on a 24 hour basis from a central location.
  • Support community safety.
  • Deter anti-social behaviour.
  • Deter &/or prevent crime.
  • Support the investigation, detection and evidence gathering of crimes.
  • Support Tenants and Staff safety.
  • Introduce a lone worker safety system.
  • Provide Multi Storey Dwelling tenants with the ability to speak to the Council about safety concerns on a 24 hour basis.
  • Provide a central key holding facility for response to alarm activations and other property issues

With the assistance of funding from Smart Cities European Regional Development Fund (ERDF), Dundee City Council made use of an existing building to create a central CCTV monitoring and alarm response centre. The facility is open on a 24 hour basis all year round including public holidays. The building already housed the Community Safety Warden, Anti Social Behaviour and Community Policing teams and was expanded to include the Community Alarm response team. This integration of protective services capabilities provides a platform to ensure greater cohesion between these disciplines.

Development of the SARC system has concentrated on Multi Storey Dwellings and other tier 1 Council assets and eventually the system has the ability to monitor images from 1000 cameras across the Council’s estate.
