II DUNDEE LOCAL AREA ENERGY PLAN (LAEP)
There was submitted Report No 247-2024 by the Executive Director of City Development updating the Committee on the development of the first Local Area Energy Plan for Dundee.
The Committee agreed:-
(i) to approve the Dundee Local Area Energy Plan (LAEP) as the strategic energy plan to support the city in delivering its 2045 Net Zero target, as set out in Appendix 1 to the report;
(ii) to approve the role of the Dundee Climate Leadership Group (DCLG) in providing the overall governance of the progress of the LAEP, as set out on page 88 of Appendix 1 to the report; and
(iii) to note that the implementation of the LAEP goals would be financially challenging and that long-term, innovative funding mechanisms and the support of UK and Scottish Governments would be necessary and remitted the Executive Directors of City Development and Neighbourhood Services to engage with both Governments regarding the funding and resources required to deliver the LAEP programme.
III EXTENSION OF EMISSIONS TRADING SCHEME TO INCLUDE ENERGY FROM WASTE
There was submitted Report No 251-2024 by the Executive Director of Neighbourhood Services providing information to the Committee on Dundee City Councils response to the UK Governments recent consultation on Expanding the Emissions Trading Scheme (ETS) to include Energy from Waste (EfW) and Waste Incineration by 2028.
The Committee agreed:-
(i) to note the content of the report; and
(ii) to note that further reports would be provided to the Committee as more information was published.
