II HOSPITAL FUND AND JOHNSTON BEQUEST

 

There was submitted Report No 231-2007 by the Head of Finance advising the Committee of the additional income likely to be available in 2007/2008 from the above funds for distribution to pensioners in financial need.

 

The Committee approved the increase of the annual payment from 50 to 60 and the issue of one application form per elected member in order that they may identify appropriate constituents within their ward for receipt of a pension from the above funds, it being noted that the new forms would be issued to elected members after 3rd May, 2007.

 

III COUNTER-FRAUD REPORT - OCTOBER-DECEMBER 2006

 

There was submitted Report No 221-2007 by the Depute Chief Executive (Finance) detailing the Council's Housing Benefit and Council Tax Benefit Counter Fraud activity as at 31st December, 2006.

 

The Committee approved the report.

 

IV IMPROVING COUNCIL TAX PAYMENT - DIRECT DEBIT UPTAKE

 

There was submitted Report No 238-2007 by the Depute Chief Executive (Finance) seeking authorisation to implement changes to improve the uptake of direct debit as a payment method for Council Tax.

 

The Committee remitted to the Depute Chief Executive (Finance):-

 

(i) to implement an additional payment date for Council Tax Direct Debit payers as detailed in section 7.3 of the report;

 

(ii) to develop and run direct debit campaigns as outlined in Appendix A of the report;

 

(iii) to seek sponsorship and prizes for the "Prize Draw" campaign as outlined in Appendix  A of the report;

 

(iv) to implement other procedural changes that may help in improving the level of Direct Debit payers.
