I MINUTE OF MEETING HELD ON 12TH DECEMBER 2000
The minute of the meeting held on 12th December 2000 was received as a correct record.
II MATTERS ARISING
(i)SECURITY AUDIT
A report will be submitted to a future meeting.
(ii)SPECIAL MEETING OF JCC - MORALE WORKING GROUP
The Union representatives sought to clarify why the JCC could not convene for a special meeting to discuss the Morale Working Group Report and why it was not on the agenda for this meeting.
It was agreed that:-
(i)steps would be taken to ensure that all school staff had proper access to the Working Group Report;
(ii)the Director of Education would inform the Trade Unions within their routine meetings of progress made with the Report's recommendations;
(iii)the Director of Education will submit reports in due course to the Education Committee on progress made on the Report's recommendations;
(iv)the Trade Unions would bring any individual matters from the Report to the JCC as they considered it necessary and appropriate.
III AUTHORITY'S MEMBERSHIP OF COSLA
The Trade Unions expressed grave concern about the implications, particularly about national negotiating arrangements and the future implementation of the McCrone agreement, if this authority decided to cease membership of COSLA. In addition, concern was expressed about the absence of any consultation with the Trade Unions by the relevant political groups prior to the decision of the Finance Committee to remove budgetary provision for membership of COSLA. It was agreed that full account would be taken of the Trade Union's view in the Council's deliberation on the matter in the near future.
There was general agreement.
IV PRIVATE PUBLIC PARTNERSHIP (PPP) FEASIBILITY STUDY
The Trade Unions noted that funds had been provided to the Council for a feasibility study and sought clarification on the nature, extent and processes of the study.
The Chief Executive reported on the position to date, including the intention to establish a joint officer/elected member group with Trade Union involvement to lead the study.
The Trade Unions welcomed the information and the proposal for their involvement in the process.
