The minute of meeting of this Committee of 11th September, 2000 was held as read.

I CITY QUAY DEVELOPMENT - PHASE 1

 

The Convener congratulated the Forth Ports authority on the opening of Phase 1 of the City Quay Development in Dundee.

 

The Committee approved accordingly.

 

II TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No 629-2000 giving details of offers received for the extension to the fire station at Dundee Airport.

 

The Committee agreed to accept the lowest offer by Forman Construction Ltd amounting to 179,535.49 less savings of 32,537.26, to which required to be added an allowance of 26,459.68 for professional services, making a total expenditure of 173,457.91.

 

The Committee also noted that the undernoted sub-contractors had been listed by Forman Construction Ltd:-

Scan Building Services Ltd - Plumbing, Heating and Insulation

XM Services - Electrical

Onsite Builders (Scotland) Ltd - Flooring

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act, 1973 that the public and press be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.

IV RENT REVIEWS

 

There was submitted and approved Report No 620-2000 by the Director of Economic Development detailing the review of rents in respect of the undernoted premises:-

V 16 MAINS LOAN, DUNDEE

 

The Director of Economic Development reported that the flat at 3/2 at the above address was the only privately owned property, the other flats being owned by the City Council.

 

In order to accommodate the Eliza Street/Mains Loan proposed redevelopment, negotiations had been entered into with the owners and provisional agreement reached to purchase the flat with the owners legal fees being paid up to a prescribed limit.

 

The Committee approved the proposed purchase on the basis of the foregoing provisional agreement.

 

VI DISPOSAL OF 1 AND 3 LOONS ROAD, DUNDEE

 

The Director of Housing reported that on 8th May 2000 the Committee had agreed to dispose of two flats to an interested party subject to a condition that they be converted into a single occupancy dwelling. During conveyancing the applicant asked that he be permitted to create two dwellings of sufficient size to accommodate single occupancy in each flat and the Director of Planning and Transportation had no objection to this proposal.

 

The Committee agreed to suspend Standing Order No 38 and approve this amendment.

 

VII GOWRIE HOUSING TRUST LIMITED - SALE OF HOUSE AT 6 RANKINE STREET, DUNDEE

 

The Director of Economic Development reported that the above house had been declared surplus to requirement by the Planning and Transportation Committee on 26th February 1999. Due to the closure of Dudhope Gardens Hostel, the Director of Social Work had identified 6 Rankine Street as being suitable for partial replacement of the facilities at the Hostel and agreement had been reached for Gowrie Housing Trust Limited to purchase the subjects, carry out alterations and lease the subjects back to the Director of Social Work.

The Committee agreed that approval be granted to sell the subjects to Gowrie Housing Trust Limited on the terms and conditions agreed and that the Director of Economic Development conclude the sale and leaseback and report back to the Committee at a later date.

 

VIII SCOTTISH AND SOUTHERN ENERGY PLC - LEASE OF GROUND AT STRATHMORE AVENUE, DUNDEE

 

The Director of Economic Development reported that it was proposed to renounce the current lease for the above ground subject to a new lease being entered into between the parties which would include a provision for a new right of access to be taken over land at Standards House with Scottish and Southern Energy plc paying for all works required in the provision of the new access.

 

The Committee agreed to grant approval to enter into a new lease with Scottish and Southern Energy plc incorporating the new right of access over the ground at Standards House, on terms and conditions to be agreed.

 

IX TAY TRAINING - OPERATIONS

 

The Director of Economic Development submitted Report No 668-2000 advising members of the position regarding Tay Training and proposed amendments to its range of activities.

 

The Committee agreed to the recommendations contained in the report.
