Reference was made to Article VI of the minute of meeting of this Committee of 28th February 2000 which authorised the preparation of an order to include in the Off Street Car Parks Order new car parks for the purposes of control and charging.
The Committee having noted that no objections had been received agreed that the Order be published.
II DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) ORDER 2001

Reference was made to Article IV of the minute of meeting of this Committee of 24th January 2000 which authorised the preparation of an Order introducing further measures to vary the provisions of numerous existing waiting restrictions orders affecting Dundee.
The Committee having noted that no objections had been received agreed that the Order be published.
III PROPOSED RETAIN STUDY

There was submitted Report No. 373-2000 relative to the above.
The Committee authorised the Director of Planning and Transportation to approach the consultants, DTZ Tida plc to obtain the cost and terms for retail study as outlined in the report and further authorise the Director to spend a maximum of 10,000 on the study.
IV URBAN DESIGN STRATEGY FOR DUNDEE

There was submitted Report No. 443-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the recommendations in the report that the revised Urban Design Strategy as outlined be endorsed, the reference to the Urban Design Strategy contained in paragraph 6.6 in the report for inclusion in the local plan as Policy BE2A be endorsed and it be remitted to the Director of Planning and Transportation to prepare part 3 of the Urban Design Strategy "The Design Guidelines" in draft form for consideration by this Committee in December 2000.

There was submitted Report No. 464-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the preparation of Traffic Regulation Orders to introduce a 20mph zone within the City Quay development and to make the present informal one-way system enforceable it being noted that all costs involved in implementing the proposals would be met by the developer and that additional future annual maintenance costs arising from these proposals were estimated at 700 which sum would be contained within the overall roads maintenance revenue budget.

There was submitted Report No. 466-2000 by the Director of Planning and Transportation relative to the above.
The Committee agreed to award a 3.31% contract price increase for eligible contracts with effect from 1st July 2000 and noted that the Director of Planning and Transportation would contain the additional expenditure of 8,500 within the Planning and Transportation 1999/2000 Revenue Budget.

There was submitted Report No. 476-2000 by the Director of Planning and Transportation relative to the above.
The Committee noted the interim conclusions of the Landscape Assessment, in particular that capacity existed in landscape terms to absorb development of the scale and type envisaged in the structure plan in the area and remitted to the Director of Planning and Transportation to utilise the results of the Landscape Assessment to inform the preparation of a Dundee and Angus Structure Plan and a review of the Dundee Local Plan.

There was submitted Report No. 484-2000 by the Director of Planning and Transportation relative to the above.
The Committee noted and endorsed the comments made by the Director of Planning and Transportation as appended to the report, for submission to the Scottish Executive and noted the emphasis on training specifically for Councillors involved in planning matters as detailed in the report.
IX TRAFFIC EQUIPMENT MAINTENANCE CONTRACT - TENDER
49-020IX TRAFFIC EQUIPMENT MAINTENANCE CONTRACT - TENDER
There was submitted Report No. 488-2000 by the Director of Planning and Transportation relative to the above.
The Committee agreed that the tenders submitted by Siemens Traffic Controls for the sum of 61,475 per annum over the next five years be accepted for the total service in Dundee City. It being noted that the cost to Dundee City Council in 2000/01 would be 30,737 which sum would be met from within the Planning and Transportation Revenue Budget.

The Committee noted and endorsed the comments made by the Panel as detailed in the report.
XI TENDERS RECEIVED BY CITY ENGINEER

There was submitted Report No. 504-2000 by the Director of Planning and Transportation relative to the above.
The Committee approved the acceptance of the tender by Trojan Metals for the demolition of Queen Street Car Park amounting to the sum of 4,950 to which fell to be added non contract allowances of 2,000 and fees of 1,300 giving a total expenditure of 8,250.
XII COAST PROTECTION ACT 1949 - DOUGLAS TERRACE
49-020XII COAST PROTECTION ACT 1949 - DOUGLAS TERRACE
It was reported that an application had been made by Catchment Tay Limited for a licence in terms of Section 18 of the Coast Protection Act 1949 to carry out excavation works along the foreshore in front of Douglas Terrace, Broughty Ferry.
The Committee having noted that the applicant had provided a message statement in support of his application agreed that it be approved subject to conditions to be imposed by the City Engineer.
