I DECLARATION OF INTEREST
Councillor Shears declared an interest in the item of business at Article VllI of this minute by virtue of his employment and took no part in the proceedings and withdrew from the meeting during its consideration.
II ENVIRONMENTAL IMPROVEMENT WORKS 2024/2025
There was submitted Report No 246-2024 by the Executive Director of Neighbourhood Services seeking Committee approval for further Environmental Improvements as part of the 2024/2025 programme.

III FOOD WASTE TREATMENT PROCUREMENT SOURCING STRATEGY
There was submitted Report No 249-2024 by the Executive Director of Neighbourhood Services presenting a sourcing strategy for the procurement process for the treatment of food waste. The proposed contract term was two years plus a one year optional extension.
The Committee agreed:-
(i) to approve the sourcing strategy to make a direct award to Energen Biogas in accordance with the framework call off rules from the Scotland Excel Organic Waste Framework 0220.
IV DONALDS LANE AND PITALPIN STREET - STOPPING UP OF ROADS AND FOOTWAYS - ORDER 2024
There was submitted Report No 231-2024 by the Executive Director of City Development seeking approval to stop-up lengths of road and footways in Donalds Lane and Pitalpin Street, Dundee utilising the powers of the Town and Country Planning (Scotland) Act 1997 to enable development following planning consent for a new housing development.
The Committee agreed:-
(i) to approve the necessary Stopping-up Order for sections of Donalds Lane and Pitalpin Street.
V DISABLED PERSONS - PARKING PLACES
There was submitted Report No 240-2024 by the Executive Director of City Development considering the requests for disabled parking bays which required to be added or removed from the Dundee City Council (Disabled Persons Parking Places) (On-street) Order 2011.
The Committee agreed:-
(i) to approve the preparation of a Traffic Regulation Variation Order to affect the changes to the on-street disabled parking bay provision in the relevant Traffic Regulation Order for Dundee.
VI SOURCING STRATEGIES BY HEAD OF DESIGN AND PROPERTY
There was submitted Report No 245-2024 by the Executive Director of City Development seeking approval to commence with the procurement exercise in respect of each project.
Thereafter, the Convener, seconded by Councillor Tolland, moved the following:-
to approve the commencement of a procurement exercise in respect of the projects described, based on the sourcing strategy detailed in Appendix 1 to the report.
As an amendment, Bailie Macpherson, seconded by Councillor Duncan, moved that the Committee approve the report subject to the amendment to recommendation at paragraph 2 to read:-
(i) it is recommended that Committee approves the commencement of a procurement exercise in respect of the projects described, based on the sourcing strategy detailed in Appendix 1, subject to any procurement outcomes over the value of 200,000 being determined by this Committee and not delegated to officers.
On a division, there voted for the motion - the Convener, Lord Provost Campbell, Depute Lord Provost Cordell, Bailies Dawson, Roberts and Sawers and Councillors Anderson, Flynn, Hunter, Lynn, Short, Smith, Tolland (13); and for the amendment Bailies Keenan, Wright, Macpherson and Scott and Councillors Finnegan, McHugh, McIrvine, Scullin, Shears, Crichton and Duncan (11) - whereupon the motion was declared carried and the report was approved.
VII TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY
There was submitted Report No 241-2024 by the Executive Director of City Development, detailing tenders received and requesting decisions thereon.
(a) EAST END, NORTH EAST, LOCHEE PLAY AREA UPGRADES
The Committee agreed to approve the tender from Hags-SMP Ltd in the sum of 139,000.00, together with allowances of 21,000, giving a total expenditure of 160,000.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
VIII PROPOSED SUB-LEASE OF PROPERTY
There was submitted Report No 238-2024 by the Executive Director of City Development seeking approval for the proposed sub-lease of property.
The Committee agreed to note that in view of the timescales involved, this report had been approved by the Executive Director of City Development in consultation with the Convener of the Fair Work, Economic Growth and Infrastructure Committee, Labour Group Spokesperson, Liberal Democrat Spokesperson and the Scottish Conservative and Unionist Party Member.
