I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II TRANSFER OF NEIGHBOURHOOD SERVICES COMMUNITY CENTRE FACILITIES MANAGEMENT TO TAYSIDE CONTRACTS

 

There was submitted Report No 297-2022 by the Executive Director of Neighbourhood Services seeking approval for the transfer of Community Centres facility management from Dundee City Council to Tayside Contracts.

 

The Committee agreed to:-

 

(i) remit the Communities Section to enter into a Facilities Management Partnership Agreement (FMPA) with Tayside Contracts to deliver a facilities management service for Dundee City Council Community Centres; and

 

(ii) approve the transfer of the current postholders of the Resource Assistant posts and the Senior Resource Assistant post to Tayside Contracts under the Transfer of Undertakings (Protection of Employment) (TUPE) arrangements, meaning staff would transfer with protection for their existing terms and conditions, ensuring no detriment to any staff transferring on 1st April, 2023 or a date mutually agreed thereafter.

 

III ENVIRONMENTAL IMPROVEMENT WORKS 2022

 

There was submitted Report No 298-2022 by the Executive Director of Neighbourhood Services seeking approval for further Environmental Improvements as part of the 2022/2023 programme.

IV BIN CHUTE CLOSURE

 

There was submitted Report No 299-2022 by the Executive Director of Neighbourhood Services providing an update on the closure of Burnside Court bin chute, and the actions to mitigate the impact on affected tenants, improve fire safety and increase recycling of household waste as approved by Committee (Article III of the minute of meeting of this Committee of 24th August, 2020 refers), and seeking approval for the closure of the bin chutes in the Councils ten remaining Multi-Storey Developments (MSDs).

 

The Committee agreed to:-

 

(i) note the engagement with residents in Burnside Court and the joint working by staff to provide advice and support in relation to alternative means of waste disposal and recycling at this location; and

 

(ii) approve the closure of the bin chutes at the rest of the Councils MSD locations over the next 12 months on a phased basis, with tenders being brought to Committee at the appropriate time as part of a rolling programme of such works across the locations.

 

V TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY

 

There was submitted Report No 312-2022 by the Executive Director of City Development detailing tenders received and requesting a decision thereon:-

 

(a) TULLIDEPH PLACE SHELTERED COMPLEX - FIRE ALARM UPGRADE

 

The Committee agreed to accept a negotiated contract from Construction Services in the sum of 8,978.28, together with allowances of 900, giving a total expenditure of 9,878.28.

 

(b) MONCUR CRESCENT SHELTERED COMPLEX - FIRE ALARM UPGRADE

 

The Committee agreed to accept a negotiated contract from Construction Services in the sum of 9,136.70, together with allowances of 900, giving a total expenditure of 10,036.70.

 

(c) ST COLUMBA GARDENS (25B) SHELTERED COMPLEX - FIRE ALARM UPGRADE

 

The Committee agreed to accept a negotiated contract from Construction Services in the sum of 8,875.08, together with allowances of 900, giving a total expenditure of 9,775.08.

 

(d) BALCARRES TERRACE (12) SHELTERED COMPLEX - FIRE ALARM UPGRADE

 

The Committee agreed to accept a negotiated contract from Construction Services in the sum of 7,346.38, together with allowances of 900, giving a total expenditure of 8,246.38.

 

(e) DOMESTIC ELECTRICAL INSPECTION, CONDITION REPORTING AND REMEDIAL WORK 2022/2027

 

The Committee agreed to accept a negotiated contract from Construction Services in the sum of 437,344.90, together with allowances of 43,656, giving a total expenditure of 481,000.90.

 

(f) NATURE RESTORATION FUND PHASE 2

 

The Committee agreed to accept the tender with the highest score for cost and quality from Dundee Plant Company Ltd in the sum of 84,968.00, together with allowances of 16,500.00, giving a total expenditure of 101,468.

 

(g) DALFIELD COURT AND TULLOCH COURT COURTYARDS IMPROVEMENTS PHASE 6 - TENDER

 

The Committee agreed to accept the tender with the highest score for cost and quality from Dundee Plant Company Ltd in the sum of 151,438.15, together with allowances of 21,561.85, giving a total expenditure of 173,000.
