I DECLARATION OF INTEREST

 

Bailie Sawers declared an interest in respect of Article IV by virtue of living in an area cited in the report.

 

Councillor Shears declared an interest in respect of Article VIII by virtue of his employment with BT.

 

II CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - STREET NAMES

 

There was submitted Agenda Note AN30-2022 advising of the results of consultations for street names at various locations across Dundee.

 

(a)                              NEW RESIDENTIAL DEVELOPMENT AT SITE OF FORMER ST COLUMBA'S PRIMARY SCHOOL, KIRKTON ROAD, DUNDEE

 

The Committee agreed the undernoted street name:-

 

Downfield Gardens.

 

(b)                              NEW RESIDENTIAL DEVELOPMENT AT SITE OF FORMER DOWNFIELD PRIMARY SCHOOL, EAST SCHOOL ROAD, DUNDEE

 

The Committee agreed the undernoted street name:-

 

Newtyle Lane.

 

III DUNDEE CITY COUNCIL (CRAIGOWL ROAD, DUNDEE) (STOPPING-UP) ORDER 2022

 

Reference was made to Article VII of the minute of meeting of this Committee of 7th March, 2022, wherein the Committee agreed to stop-up areas of roads and footways in Craigowl Road, Dundee.

 

There was submitted Agenda Note AN31-2022 reporting that the Order was duly prepared and advertised in the Evening Telegraph and the Edinburgh Gazette, and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee agreed to authorise and confirm the Stopping-Up Order, and authorise formal publication of the confirmation, after which the Order would become operative.

 

IV DYKES OF GRAY, CLAVERHOUSE AND CRAIGIEBANK (20MPH ZONES) ORDER 2022

 

There was submitted Report No 153-2022 by the Executive Director of City Development proposing the implementation of new 20mph zones in Dykes of Gray, Claverhouse and Craigiebank areas of the city.

 

The Committee approved the preparation of the necessary Traffic Regulation Orders to reduce the speed limits to 20mph for the roads identified in the plans and the list contained within Appendix B of the report.

 

V DISABLED PERSONS PARKING PLACES

 

There was submitted Report No 154-2022 by the Executive Director of City Development on the requests for disabled parking bays which required to be added or removed from the Dundee City Council (Disabled Persons Parking Places) (On-Street) Order 2011.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to affect the changes to the on-street disabled parking bay provision in the relevant Traffic Regulation Order for Dundee.

 

VI TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY

 

There was submitted Report No 152-2022 by the Executive Director of City Development detailing tenders received and requesting decisions thereon.

 

(a) JANET BROUGHAM HOUSE - ALTERATIONS TO HAIR SALON, NEW FENCING, SOLAR FILM AND BLINDS TO WINDOWS

 

The Committee agreed to accept the tender from Construction Services in the sum of 59,043.35, together with allowances of 12,000, giving a total expenditure of 71,043.35.

 

(b) CLEPINGTON PRIMARY SCHOOL - UPGRADE STAFF TOILETS

 

The Committee agreed to accept the tender from Construction Services in the sum of 107,699.18, together with allowances of 23,000, giving a total expenditure of 130,699.18.

 

(c) ST PIUS PRIMARY SCHOOL - REPLACE ROOF COVERING OVER TWO STOREY CLASSROOM BLOCK

 

The Committee agreed to accept the tender from Construction Services in the sum of 135,093.54, together with allowances of 25,000, giving a total expenditure of 160,093.54.

 

(d) EASTERN PRIMARY SCHOOL - INSTALLATION OF LENEL DOOR SYSTEM

 

The Committee agreed to accept the tender from Construction Services in the sum of 57,972.81, together with allowances of 11,000, giving a total expenditure of 68,972.81.

(e) ENERGY EFFICIENCY CAPITAL PROJECTS - PHOTOVOLTAIC INSTALLATION

 

The Committee agreed to accept the tender from Emtec Energy in the sum of 410,491.68, together with allowances of 60,000, giving a total expenditure of 470,491.68.

 

(f) LILY WALKER CENTRE - BOILER REPLACEMENT

 

The Committee agreed to accept the tender from Scan Building Services Ltd, Dundee in the sum of 149,970.76, together with allowances of 30,500, giving a total expenditure of 180,470.76.

 

(g) DUNDEE HOUSE - ADDITIONAL WORKS - RENEWAL OF THIN WALLED CARBON STEEL PIPES TO CHILLED WATER INSTALLATION SERVING MECHANICAL PLANT

 

The Committee agreed to accept the tender from Scan Building Services Ltd, Dundee in the sum of 213,803.45, together with allowances of 67,140.37, giving a total expenditure of 280,943.82.

 

(h) CAIRD HALL - EXTRACT CHAMBER FANS UNITS

 

The Committee agreed to accept the tender from Scan Building Services Ltd, Dundee in the sum of 24,751.28, together with allowances of 6,000, giving a total expenditure of 30,751.28.

 

(i) MACKINNON CENTRE - CONVERSION OF FIVE ROOMS FOR THE NHS

 

The Committee agreed to accept the tender from Hatrick Bruce Ltd, Milnathort in the sum of 32,598.83, together with allowances of 5,500, giving a total expenditure of 38,098.83.

 

(j) GELLATLY STREET MULTI-STOREY CAR PARK - NEW FIRE ALARM, REFUGE STATIONS AND LIFT UPGRADING

 

The Committee agreed to accept the tender from Construction Services in the sum of 365,365.76, together with allowances of 64,000, giving a total expenditure of 429,365.76.

 

(k) CLEPINGTON PRIMARY SCHOOL - BOILER REPLACEMENT

 

The Committee agreed to accept the tender from Scan Building Services Ltd, Dundee in the sum of 96,468.87, together with allowances of 15,000, giving a total expenditure of 111,468.87.

 

(l) COUPAR ANGUS ROAD/LOCHEE ROAD CORRIDOR - ACTIVE FREEWAY ROUTE IDENTIFICATION AND CONCEPT DESIGN

 

The Committee agreed to accept the tender from Jacobs UK Ltd, Dundee in the sum of 64,931, together with allowances of 7,548, giving a total expenditure of 72,479.

 

(m) BROUGHTY FERRY - MONIFIETH ACTIVE TRAVEL - AREA 2A THE ESPLANADE SEGRAGATED CYCLEWAY AND FOOTWAY

 

The Committee agreed to accept the tender from Tayside Contracts in the sum of 1,486,336.78, together with allowances of 375,000, giving a total expenditure of 1,861,336.78.

 

VII FUTURE APPROACH TO DUNDEE FIREWORK DISPLAYS

 

There was submitted Report No 173-2022 by the Executive Director of City Development outlining significant issues with regards to public Fireworks Displays in the city and recommended that the Council ceased hosting such events due to site constraints and recommended that the budget be reallocated to support the citys wider events programme.

 

The Convener, seconded by Councillor Rome, moved that Committee:-

 

(i) notes that an assessment of Baxter Park in the context of the Protect Duty has established that it is no longer a suitable venue for the delivery of a free, un-ticketed public fireworks display; and

 

(ii) agrees not to progress public fireworks displays, with the budget reinvested into a broader events programme.

 

As an amendment, Bailie Macpherson, seconded by Councillor Coleman, moved that Committee:-

 

(i) notes the report but agrees to take no further action at this stage; and

 

(ii) instructs Officers to bring a further report to the Committee of 5th September, 2022 or the Recess Sub-Committee indicating:-

 

- details of a full risk assessment on the impact and likely results from an increase in private fireworks displays across the city. Such a risk assessment to include input from Police Scotland and the Scottish Fire and Rescue Service; and

 

- should the further report recommend proceeding with the future cancellation of public fireworks displays, this further report to give specific details of alternative Christmas events to the total cost of 50,000 that will provide free-to-attend alternative events for the Dundee public.

 

On a division, there voted for the motion - the Convener, Lord Provost Campbell, Depute Lord Provost Cordell, Bailies Dawson and Sawers and Councillors Alexander, Anderson, El-Nakla, Hunter, Lynn, Rome, Short, Smith and Tolland (14); and for the amendment - Bailies Keenan, Wright, Macpherson and Scott and Councillors Cruickshank, Finnegan, McHugh, McIrvine, Scullin, Shears, Coleman, Crichton and Duncan (13) - whereupon the motion was declared carried.

 

VIII CITY DEVELOPMENT SERVICE PLAN 2021/2024 PROGRESS UPDATE

 

On a reference to Article II of the minute of meeting of this Committee of 21st June, 2021, wherein the City Development Service Plan 2021/2024 was approved, there was submitted Report No 149-2022 by the Executive Director of City Development providing a progress report as at 31st March, 2022 on the Service Plan for the City Development Service for the period 2021/2024.

 

The Committee approved the Service Plan progress report as attached at Appendix 1 of the report.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

IX SALE OF LAND AND INVESTMENT IN INDUSTRIAL INFRASTRUCTURE

 

There was submitted Report No 156-2022 by the Executive Director of City Development seeking approval for the sale of land and capital investment in site servicing to enable future industrial land sales to support economic development opportunities.

 

The Committee approved the sale on the terms and conditions detailed in the report.

 

X COMMERCIAL LEASES

 

There was submitted Report No 155-2022 by the Executive Director of City Development seeking approval for commercial lease reviews.

 

The Committee approved the provisionally negotiated terms for the lease reviews on the terms and conditions detailed in the report.

 

XI LETTING OF COMMERCIAL PROPERTY

 

There was submitted Report No 172-2022 by the Executive Director of City Development seeking urgent approval to the proposed letting of a commercial property.

 

The Committee noted that, due to the timescales involved, the recommendations in the report had been approved by the Executive Director of City Development in consultation with the Convener of the City Development Committee, Labour Group Spokesperson, Liberal Democrat Group Spokesperson and the Scottish Conservative and Unionist Party Member.
