The minute of meeting of this Committee of 10th January, 2022 was held as read.

I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II COFFEE PODS RECYCLING

 

It was reported that this item had been placed on the agenda at the request of Councillor Duncan.

 

Councillor Duncan, seconded by Bailie Macpherson, moved the undernoted:-

 

The Committee note that a number of local authorities across the UK currently offer coffee pod recycling collections to residents in their areas and that the Committee therefore instruct officers to investigate the viability of offering coffee pod recycling to Dundee residents to further assist the citys recycling efforts and to report back to the Committee the outcome of such investigations in due course.

 

The Committee agreed the motion by Councillor Duncan and remitted the Executive Director of Neighbourhood Services to undertake such an investigation accordingly.

 

III CONTRACT FOR THE TREATMENT OF MIXED GLASS

 

There was submitted Agenda Note AN8-2022 advising the Committee that following the expiration of the existing contract for the treatment of mixed glass, it was necessary to undertake a procurement exercise to secure a contractor to accept this material from April, 2022.

 

The invitation to service this tender was issued via corporate procurement and suppliers were invited to quote for the service of glass collection, onward transfer and reprocessing.

 

Following the tender closing date, evaluations were completed in January, 2022. Only one bid was received from the current provider of the service, and following the subsequent evaluation of the bid, it was recommended that the contract be awarded to:-

 

Sibelco Green Solutions UK Limited, Cheshire.

 

The glass would be reprocessed at Newhouse, North Lanarkshire.

 

The Committee agreed that the contract be awarded to Sibelco Green Solutions UK Limited, noting that the contract would commence on 1st April 2022 and would endure for one year until 31st March, 2023. The Council may, at its sole discretion, extend the contract by one or more further periods of up to six months (up to a maximum of 2 x further six month periods).

 

The bid was evaluated on service requirements, contract administration and pricing the rebate per tonne which included the haulage costs from Baldovie transfer station, Forties Road, Dundee, DD2 3JW.

 

The total value of the contract for the duration of the one year specified period was anticipated to result in an income of approximately 26,568.

IV VEHICLE COMPOUND AT RIVERSIDE COMPOSTING FACILITY

 

There was submitted Agenda Note AN9-2022 advising the Committee that it was proposed to carry out capital infrastructure works in order to improve access, egress and security for a large mobile plant at Riverside composting facility. This would consist of the supply and installation of a 14.5 x 9 x 2.4 metres palisade fence including double gates.

 

Corporate Procurement advised that suppliers eligible under the Blacksmith Services Framework PROC/CD/09/18 should be invited to quote for the supply of these works.

 

The quotation/responses received were as follows:-

 

- P&G Blacksmiths & Fabricators, Dundee- 9,700; and

- AC Nicoll Blacksmith Ltd, Dundee - no offer

 

The Committee agreed that the offer from P&G Blacksmiths & Fabricators be accepted, noting that the infrastructure works would be completed by March, 2022.

 

The Executive Director of Corporate Services advised that the costs of 9,700 could be met from allowances for Riverside Recycling Site in 2021/2022 that were included within the Service Provision section of the General Services Capital Plan 2022/2027.

 

V ENVIRONMENTAL IMPROVEMENTS 2021/2022

 

There was submitted Report No 54-2022 by the Executive Director of Neighbourhood Services seeking approval for further Environmental Improvements as part of the 2021/2022 programme.

VI TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY

 

There was submitted Report No 55-2022 by the Executive Director of City Development detailing tenders received and requesting a decision thereon:-

 

(a) HILLTOWN VARIOUS SITES - WINDOW REPLACEMENTS

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 498,005.93, together with allowances of 60,000, giving a total expenditure of 558,005.93.

 

(b) KIRK STREET MSD - COMMUNAL STAIR LIGHTING UPGRADE

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 975,397.74, together with allowances of 107,500, giving a total expenditure of 1,082,897.74.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 2 and 3 of Part I of Schedule 7A of the Act.

 

VII TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY

 

There was submitted Report No 71-2022 by the Executive Director of City Development seeking approval of a tender.

 

The Committee agreed to approve the tender as detailed in the report.
