I DECLARATION OF INTEREST

 

Bailie Roberts declared a non-financial interest in Article VIII by virtue of being resident in one of the areas where works were being undertaken.

 

II CONTRACT FOR THE COLLECTION AND TREATMENT OF TEXTILES

 

There was submitted Agenda Note AN35-2020 advising the Committee that, following the expiration of the existing contract for the collection and treatment of textiles for re-use and recycling, it was necessary to undertake a procurement exercise to secure a contractor to accept this material from December, 2020.

 

The Committee agreed to accept the undernoted offer.

III DUNDEE COUNCIL HOUSING - DOMESTIC ABUSE POLICY

 

There was submitted Report No 276-2020 by the Executive Director of Neighbourhood Services providing details of the proposed Domestic Abuse Policy that had been developed which was designed to support those affected by domestic abuse in Dundee City Council housing and giving an overview of the consultation process adopted during the development of this policy.

 

The Committee approved the Domestic Abuse Policy which was appended to the report.

 

IV DUNDEE STRATEGIC HOUSING INVESTMENT PLAN

 

There was submitted Report No 277-2020 by the Executive Director of Neighbourhood Services seeking approval of the Strategic Housing Investment Plan (SHIP) 2021/2026 as detailed at Appendix 1 of the report.

 

The Committee:-

 

(i) approved the content of the Strategic Housing Investment Plan 2021/2026; and

 

(ii) approved its submission to the Scottish Government by 31st December, 2020.

 

V ENVIRONMENTAL AND PLAYGROUND IMPROVEMENT PROGRAMME

 

There was submitted Report No 290-2020 by the Executive Director of Neighbourhood Services seeking approval for further Environmental Improvements as part of the 2020/2021 programme.

VI DUNDEE CITY COUNCILS BIO-DIVERSITY DUTY REPORT

 

The Committee acceded to requests for deputations to address the Committee relative to this item. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.

 

There was submitted Report No 286-2020 by the Executive Director of Neighbourhood Services presenting Dundee City Councils Bio-Diversity Duty Report, highlighting action for bio-diversity from 2018/2020, in compliance with its legal duty under the Nature Conservation (Scotland) Act 2004 and the requirement to make the report publicly available, under the Wildlife and Natural Environment Act (Scotland) 2011.

 

The Committee:-

 

(i) approved the report;

 

(ii) noted the achievements therein; and

 

(iii) remitted the Executive Director of Neighbourhood Services to make the report publicly available.

 

VII TENDERS RECEIVED

 

There was submitted Report No 283-2020 by the Head of Design and Property detailing tenders received and requesting a decision thereon:-

 

(a) DOUGLAS AND ANGUS 7TH DEVELOPMENT ROOF REPLACEMENT PHASE 1

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 220,129.15, together with allowances of 21,900, giving a total expenditure of 242,029.15.

 

(b) ST MARYS 8TH DEVELOPMENT ROOF REPLACEMENT PHASE 3

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 173,893.44, together with allowances of 17,700, giving a total expenditure of 191,593.44.

 

(c) ST MARYS 10TH DEVELOPMENT ROOF REPLACEMENT PHASE 3

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 148,642.19, together with allowances of 15,500, giving a total expenditure of 164,142.19.

 

(d) WHITFIELD 1ST, 2ND AND 3RD DEVELOPMENTS CLADDING RENEWAL PHASE 1 (RETENDER)

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 561,722.46, together with allowances of 52,500, giving a total expenditure of 614,222.46.

 

(e) VARIOUS PROPERTIES SERVICE AND MAINTENANCE OF WARDEN CALL SYSTEMS

 

The Committee agreed to accept an offer received using the Telecare Framework via Procurement for Housing (Scotland) from Legrand Electrical Ltd (Tynetec) in the sum of 140,317.50, together with allowances of 56,127, giving a total expenditure of 196,444.50.

 

(f) TWEED CRESCENT REPLACEMENT ROOF COVERINGS

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 41,679.62, together with allowances of 5,750, giving a total expenditure of 47,429.62.

 

(g) BLACKNESS ROAD TENEMENT BLOCK DEMOLITION

 

The Committee agreed to accept the lowest tender from Gowrie Contracts Ltd in the sum of 242,428.10, together with allowances of 141,006.85, giving a total expenditure of 383,434.95.

 

(h) CONTROLLED ENTRY DOOR REVERSALS

 

The Committee agreed to accept an offer from Dundee Plant in the sum of 50,203.80, together with allowances of 12,500, giving a total expenditure of 62,703.80.

 

(i) MAINS CHURCH BOUNDARY WALL RESTORATION

 

The Committee agreed to a negotiated offer from Construction Services in the sum of 12,881.74, together with allowances of 4,750, giving a total expenditure of 17, 631.74.

 

VIII TENDERS RECEIVED

 

There was submitted Report No 313-2020 by the Head of Design and Property detailing tenders received and requesting a decision thereon:-

 

(a) LINLATHEN 1ST DEVELOPMENT - BOILER REPLACEMENT 2020/2021

 

The Committee agreed to accept a negotiated offer from Construction Services in the sum of 783,512.52, together with allowances of 100,000, giving a total expenditure of 883,512.52.
