The minute of meeting of this Committee of 27th November, 2017 was held as read.

I DECLARATION OF INTEREST
There were no declarations of interest.
II DIGITAL WIRELESS PROJECT, CENTRAL WATERFRONT
There was submitted Agenda Note AN99-2017 advising that as part of the Growth Accelerator grant funding from Scottish Government, Dundee City Council were committed to investing in digital infrastructure in the Central Waterfront. Working closely with Scottish Futures Trust (SFT) a timeline to have public Wi-Fi installed by summer 2018 had been agreed.
To ensure this proposal would be delivered on programme and prepare tender documents for the infrastructure and the mobile operator required to complete this task, SFT had employed a project manager to lead the project and had identified a suitable consultant to provide the necessary technical advice.
Farrpoint were the Scottish Government retained consultant for a wide range of projects throughout the country and worked with SFT on various public projects. The Council could access their services from the Scottish Government Network Enablement Services framework at pre-tendered rates and Farrpoint had offered to carry out the necessary work for a fee of 20,550 plus VAT. This cost would be covered by the available Growth Accelerator funding.
Given the limited timescales available, the Executive Director of City Development, in consultation with the Convener, the Lord Provost and Group Leaders, agreed to appoint Farrpoint to assist the Council and SFT to allow the project to advance on programme.
The Committee agreed to note the foregoing for information.
III TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY
There was submitted Report No 283-2017 by the Head of Design and Property detailing tenders received and requesting a decision thereon:-
(i) DRYBURGH RESOURCE CENTRE - DEMOLITION
The Committee agreed to accept an offer from Dundee Plant Co Ltd in the sum of 90,958, to which required to be added allowances of 61,242, giving a total expenditure of 152,200.
(ii) HARRIS ACADEMY CARETAKERS HOUSE - WINDOW REFURBISHMENT
The Committee agreed to accept an offer from Construction Services in the sum of 34,002.04, to which required to be added allowances of 5,632.32, giving a total expenditure of 39,634.36.
(iii) MORGAN ACADEMY CARETAKERS HOUSE - WINDOW REFURBISHMENT
The Committee agreed to accept an offer from Alexander Oastler Ltd in the sum of 12,832.42, to which required to be added allowances of 2,287.52, making a total expenditure of 15,119.94.
(iv) VARIOUS PROPERTIES - SERVICE AND MAINTENANCE OF EMERGENCY LIGHTING SYSTEMS (AREA 2)
The Committee agreed to accept an offer from Construction Services in the sum of 48,928.28, to which required to be added allowances of 2,500, making a total expenditure of 51,428.28.
IV ALEXANDER STREET AND ANN STREET AREA, DUNDEE (20MPH ZONE) ORDER 2017
There was submitted Report No 403-2017 by the Executive Director of City Development considering the necessity to introduce a 20mph zone in the surrounding area to the south of a new school being constructed between Alexander Street and Ann Street in the Hilltown area of Dundee and requirements to vary a part-time 20mph zone to the north of the new school when the lights on the sign flash.
The Committee approved the preparation of the necessary Traffic Regulation Order to introduce a 20pmh zone around the new school on Ann Street, Powrie Place, Whistlers Way, Annan Terrace, Kidd Street and a short section of Cotton Road and the preparation of the necessary Traffic Regulation Order to vary a length of part-time 20mph zone restriction when the lights flash on Alexander Street.
V VARIATION OF WAITING RESTRICTIONS ORDER (NO 2) 2017
There was submitted Report No 404-2017 by the Executive Director of City Development detailing all the requests during the previous quarter for additions and alterations to waiting restrictions throughout the city.
The Committee approved the preparation of a Traffic Regulation Variation Order to affect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee.
VI LED OUTLINE BUSINESS CASE FOR STREET LIGHTING
There was submitted Report No 435-2017 by the Executive Director of City Development requesting capital funding for investment in energy saving street lighting to both improve the quality of street lighting throughout the city and reduce the impact of expected energy price increases on revenue costs.
The Committee:-
(i) noted that energy costs were forecast to increase significantly within the next ten years;
(ii) approved capital funding in the order of 4.8m to deliver the proposed programme of LED installations; and
(iii) noted that the proposals would not only reduce the Councils likely future revenue costs for street lighting energy but would also contribute to the Councils overall carbon reduction targets and requirements under EU directive 2005/32/EU.
VII RESPONSE TO LOCAL BUS SERVICES IN SCOTLAND - IMPROVING THE FRAMEWORK FOR DELIVERY CONSULTATION
There was submitted Report No 436-2017 by the Executive Director of City Development detailing the Councils response to the Transport Scotland consultation Local Bus Services in Scotland - Improving the Framework for Delivery.
The Committee approved the response appended to the report.
VIII DUNDEE CENTRAL WATERFRONT - SITE 6 OFFICE DEVELOPMENT
There was submitted Report No 432-2017 by the Executive Director of City Development outlining the procurement and tendering process utilised for the Dundee Central Waterfront Site 6 Office Development and seeking a decision on the acceptance of the tender price and allowances.
The Committee:-
(i) approved the acceptance of the tender price submitted by Wilmott Dixon Construction Ltd in the amount of 14,069,045, with allowances amounting to 1,430,955, giving a total cost of 15,500,000; and
(ii) noted that the start date of the project was January, 2018 with a construction completion date of February, 2019.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
IX SALE OF LAND, KIRKTON ROAD, DUNDEE
On a reference to Article IX of the minute of meeting of this Committee of 23rd November, 2015, there was submitted Report No 252-2017 by the Executive Director of City Development seeking approval for the disposal of the site of the former St Columbas Primary School, Kirkton Road, Dundee.
The Committee approved the sale on the terms and conditions detailed in the report.
X SALE OF LAND, ST LEONARD TERRACE, DUNDEE
On a reference to Article XV of the minute of meeting of this Committee of 22nd June, 2015, there was submitted Report No 254-2017 by the Executive Director of City Development seeking approval for the disposal of the site of the former Macalpine Primary School, St Leonard Place, Dundee.
The Committee approved the sale on the terms and conditions detailed in the report.
XI SALE OF LAND, DUNDEE ROAD WEST, DUNDEE
There was submitted Report No 426-2017 by the Executive Director of City Development seeking approval for the sale of land to the south of 41 Dundee Road West, Dundee DD5 1NB.
The Committee approved the sale on the terms and conditions detailed in the report.
