I DECLARATION OF INTEREST
There were no declarations of interest.
II DUNDEE LOW EMISSION ZONE CONSULTATION
The Committee acceded to requests for deputations to address the Committee relative to this item of business. After the deputations had stated their cases and answered questions from members of the Committee, they were thanked for their attendance and withdrew.
Reference was made to Article III of the minute of meeting of this Committee of 3rd June, 2019, wherein it was agreed to remit the Executive Directors of Neighbourhood Services and City Development to bring forward a report outlining a detailed timeframe for consultation on the Low Emission Zone.
There was submitted Report No 325-2019 by the Executive Director of Neighbourhood Services providing an update on behalf of Neighbourhood Services and City Development on the development of a Low Emission Zone (LEZ) for Dundee including the process undertaken to identify potential LEZ options for stakeholder and public engagement and a detailed timeframe for further engagement, and seeking approval to utilise grant funding allocated to Dundee City Council for LEZ development and to commence public consultation and continue stakeholder engagement on potential design options for the introduction of a LEZ in Dundee.
The Committee agreed:-
(i) to remit the Executive Directors of Neighbourhood Services and City Development to progress with the public consultation and stakeholder engagement on the LEZ options set out in section 4.8 of the report; and
(ii) to the Executive Directors of Neighbourhood Services and City Development utilising the grant funding allocated to Dundee City Council as outlined in section 4.3 of the report to aid progression with the development of the Dundee LEZ.
III LEADERSHIP OF PUBLIC PROTECTION ARRANGEMENTS
There was submitted Report No 330-2019 by the Chief Executive updating the Committee regarding arrangements for leadership of the strategic public protection agenda by the Chief Officers (Public Protection) Strategic Group, including key developments over the last year and future strategic ambitions.
The Committee agreed:-
(i) to note the role of the Chief Officers (Public Protection) Strategic Group in providing leadership for the protection of children and adults at risk as outlined in sections 4.2.1 and 4.2.2 of the report;
(ii) to note the work undertaken by the Chief Officers (Public Protection) Strategic Group over the last year to enhance arrangements for public protection, including the contribution of the Independent Chairs of the Public Protection Committees as outlined in sections 4.2.3 to 4.2.6 of the report;
(iii) to note the priorities for the Chief Officers (Public Protection) Strategic Group for the next year, including the intention to publish an integrated strategic plan for public protection as outlined in section 4.3.4 of the report;
(iv) to note the progress made in implementing the Transforming Public Protection Programme and planned next steps as outlined in section 4.4 and Appendix 3 of the report; and
(v) to remit the Chief Executive to provide further updates regarding the work of the Chief Officers (Public Protection) Strategic Group and key developments in public protection to Committee on a six monthly basis.
IV PURCHASE OF CCTV RECORDINGS FOR CONNECTION TO THE SAFETY AND ALARM RESPONSE CENTRE(SARC) AND PHASE 2 OF THE REPLACEMENT OF PUBLIC SPACE CAMERAS AND NETWORK
On a reference to Article VII of the minute of meeting of this Committee of 3rd June, 2019, there was submitted Report No 275-2019 by the Executive Director of City Development updating the Committee on the ongoing project to upgrade Dundees Public Space CCTV system and the Safety and Alarm Response Centre (SARC) and seeking approval to purchase SARC equipment, CCTV recorders, and purchase of equipment for phase 2 of the public space camera network.
The Committee agreed:-
(i) to approve expenditure of 406,120 which could be contained within the 2019/2020 capital budget for:
(a) the purchase of SARC equipment and CCTV recorders for priority properties;
(b) phase 2 wireless connections from the Rapier contract;
(c) phase 2 camera replacements from the Scottish Communications Group contract; and
(ii) to delegate the Executive Directors of City Development, Neighbourhood Services and Corporate Services to procure within the above capital allowance the follow items:
(a) recorders through Scotland Excel Framework (Security Services and Equipment Contract Ref: (08-14) which would connect to the Safety and Alarm Response Centre; and
(b) fibre lines for the public space network through the Crown Commercial Services (CSS) framework - Gigabit Capable Connectivity DPS Contract Ref: RM6095.
