I DECLARATION OF INTEREST
The Convener declared a non-financial interest in Article II by virtue of his membership of the East of Scotland Investment Fund Board.
II SCOTTISH LOCAL AUTHORITY BUSINESS LOAN FUND LTD
There was submitted Agenda Note AN5-2015 advising that Dundee City Council had been a member of the East of Scotland Investment Fund (ESIF) since its inception in 2010 and that a pan Scotland Loan Fund was now proposed as that was likely to be eligible to secure ERDF funding from the European Structural Funds Programme 2014-2020 and a collective bid from Scottish Local Government was actively being encouraged by Scottish Government.
If the application to the European Structural Funds Programme 2014-2020 was successful, the intention would be to transfer in the current financial commitment to ESIF for each Local Authority and replace the current Loan Funds with the proposed new pan Scotland Local Authority Loan Fund.
The Committee agreed to move the current Dundee City Council ESIF allocation to the Scottish Local Authority Business Loan Fund Ltd.
III CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - STREET NAMES
There was submitted Agenda Note AN6-2015 advising the Committee of the result of consultation regarding new street names at the site of the former Hillside Halls, Dalrymple Street, Dundee.
The Committee noted the response and agreed street names of:-
- Kirkstead Drive; and
- Kirnie Gardens
IV DUNDEE LOCAL DEVELOPER PLAN 2014 DRAFT SUPPLEMENTARY GUIDANCE: HOUSEHOLDER DEVELOPMENT - ADVICE AND BEST PRACTICE
There was submitted Report No 2-2015 by the Director of City Development seeking approval of the draft Supplementary Guidance document 'Householder Development - Advice and Best Practice' for consultation with interested parties and approval of the screening determinations for the Strategic Environmental Assessment and the Habitats Regulation Appraisal.
The Committee agreed to:-
(a) approve the draft Supplementary Guidance on Householder Development - Advice and Best Practice for a six week period;
(b) approve the Strategic Environmental Assessment screening determination which considered the draft Supplementary Guidance document would have no significant environmental effect and that an environmental assessment of the document was not required;
(c) approve the Habitats Regulation Appraisal screening determination which considered the draft Supplementary Guidance document would have no significant effect on any European Site and that no further consideration was required;
(d) remit the Director of City Development to consult with interested parties on the draft Supplementary Guidance;
(e) remit the Director of City Development to report back to the Committee on the results of the consultation; and
(f) remit the Director of City Development to inform the public and SEA Consultation Authorities that an environmental assessment of the draft Supplementary Guidance would not be undertaken.
V SITE PLANNING BRIEF, MAXWELLTOWN WORKS, HILLTOWN
There was submitted Report No 421-2014, seeking approval for the Site Planning Brief on the former Maxwelltown Works Site at Alexander Street, Hilltown following consultation with adjacent owners and other interested parties.
The Committee agreed to:-
(a) note the summary of issues raised in the comments received on the Draft Site Planning Brief, note the response to these by the Council and approve the proposed alterations as set out in Appendix 1; and
(b) approve the Maxwelltown Works Site Planning Brief as Planning Advice to inform future development of the site.
VI TENDERS RECEIVED BY CITY ENGINEER
There was submitted Report No 36-2015 advising of tenders received in respect of the demolition of outbuildings to the rear of 26 and 34 North Lindsay Street.
The Committee agreed to accept the lowest offer, from Central Demolition, in the sum of 89,500, to which required to be added allowances amounting to 15,500, giving a total of 105,000.
VII TENDERS RECEIVED BY CITY ARCHITECT
There was submitted Report No 18-2015 detailing tenders received in respect of the undernoted projects:-
(a) WHITETOP CENTRE - ALTERATION WORKS, PHASE 2 - ENABLING WORKS
The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 125,000, to which required to be added allowances amounting to 19,125, giving a total of 144,125.
(b) MARCHBANKS DEPOT - ALTERATIONS TO VEHICLE WORKSHOP
The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 37,516.43, to which required to be added allowances amounting to 5,740, giving a total of 43,256.43.
(c) FINMILL CENTRE - PROPOSED FACADE RENOVATION WORKS
The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 55,634.44 to which required to be added allowances amounting to 8,512, giving a total of 64,147.44.
(d) KIRKTON COMMUNITY CENTRE - REFURBISHMENT OF CHANGING AND SHOWER AREAS AT GAMES HALL
The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 90,437.77, to which required to be added allowances amounting to 13,837, giving a total of 104,274.77.
(e) CAMPERDOWN WILDLIFE CENTRE - OFFICE UPGRADE
The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 14,819.47, to which required to be added allowances amounting to 2,268, giving a total of 17,087.47.
(f) REGISTRARS - PROPOSED MOVE TO 18-20 CITY SQUARE
The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 145,000, to which required to be added allowances amounting to 42,000, giving a total of 187,000.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

There was submitted Report No 1-2015 by the Director of City Development seeking approval for the sale of land at Claverhouse East Industrial Estate.
The Committee approved the disposal of an area of land on the terms and conditions detailed in the report.
X PURCHASE OF 12 MURRAYFIELD DRIVE
There was submitted Report No 17-2015 by the Director of City Development seeking approval for the acquisition of the above property.
The Committee approved the acquisition on the terms and conditions detailed in the report.
