The minute of meeting of this Committee of 9th December, 2013 was held as read.

I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II HIGH STREET, LOCHEE - ONE-WAY ORDER 2014

 

There was submitted Report No 17-2014 seeking approval for consultation on a Traffic Regulation Order to reverse an existing section of one-way traffic restriction in High Street, Lochee.

 

The Committee approved the preparation of the necessary Traffic Regulation Order to reverse a one‑way traffic restriction in High Street, Lochee by varying the Tayside Region (Dundee) (One-Way Traffic) (Consolidation) Order 1987, as detailed in the report.

 

III TRAFFIC ORDERS

 

There was submitted Agenda Note AN8-2014 relative to the undernoted Traffic Orders:-

 

(a) DUNDEE CITY COUNCIL (VARIATION TO WEIGHT LIMITS ON BRIDGES) ORDER 2013

 

Reference was made to Article VIII of the minute of meeting of this Committee of 24th June, 2013, wherein the Committee authorised the preparation of an Order to remove weight limits which were no longer required and add exemptions to the existing Orders allowing an increased weight limit for road maintenance vehicles.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

(b) DUNDEE CITY COUNCIL (SHORE TERRACE AREA, DUNDEE) (VARIATION TO TRAFFIC REGULATIONS) ORDER 2013

 

Reference was made to Article IV of the minute of meeting of this Committee of 20th May, 2013, wherein the Committee authorised the preparation of an Order to allow for the Waterfront Masterplan to be implemented facilitating the next stage of the redevelopment of Dundee Central Waterfront.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(c) DUNDEE CITY COUNCIL (LOCHEE CAR PARKS) (VARIATION) ORDER 2013

 

Reference was made to Article VI of the minute of meeting of this Committee held on 29th October, 2012, wherein the Committee authorised the preparation of an Order to allow a greater turnover of vehicles for the new retail units in the area.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(d) DUNDEE CITY COUNCIL (VARIATION TO BUS STOP CLEARWAYS) ORDER 2014

 

Reference was made to Article IX of the minute of meeting of this Committee of 24th June, 2013, wherein the Committee authorised the preparation of an Order to allow enforceability of additional bus stop markings on new routes to keep them clear from the possibility of indiscriminate parking. Redundant bus markings would also be removed from the Order.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(e) DUNDEE CITY COUNCIL (AIMER SQUARE AND DOYLE PLACE, LOCHEE, DUNDEE) (VARIATION) ORDER 2013

 

Reference was made to Article X of the minute of meeting of this Committee of 24th June, 2013, wherein the Committee authorised the preparation of an Order to facilitate the redevelopment of Highgate Shopping Centre into new retail units and parking facilities.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(f) DUNDEE CITY COUNCIL (EXTENSION TO 20 MPH ZONE) (CAMPERDOWN PS AND ST CLEMENT'S RC PS, DUNDEE) ORDER 2013

 

Reference was made to Article V of the minute of meeting of this Committee of 19th August, 2013, wherein the Committee authorised the preparation of an Order to increase safety on the highlighted lengths of carriageway and to decrease the potential for any accidents in close proximity to a new school building.

 

It was reported that the proposed Order was duly drafted and, during the statutory consultation period, no objections were received.

 

Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

IV CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - PROPOSED NEW STREET NAMES - NEW ROAD AT CHURCHILL PLACE/EAST LINKS PLACE,BROUGHTY FERRY

 

There was submitted Agenda Note AN5-2014, advising of the results of consultation on a new street name for a new road being constructed at the above site.

 

Consideration had been given to all the proposed names and it was concluded that Sandy Loan should be put forward as the official name for this new street.

 

The Committee approved this proposal.

 

V LICENCE TO OCCUPY LAND OWNED BY NYNAS - PORT BYPASS CYCLE LINK

 

There was submitted Agenda Note AN9-2014, advising the Committee that in order to carry out initial site clearance works for the new Port Bypass Cycle Link, Dundee City Council and their appointed contractors would require temporary access to the land owned by Nynas for the period 20th January, 2014 until 31st March, 2014.

 

In view of the limited timescales available, the Committee authorised the Head of Democratic and Legal Services to enter into an appropriate specific Licence to Occupy agreement with Nynas to suit this phase of the project.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

VI COMMERCIAL LEASES

 

There was submitted Report No 26-2014 by the Director of City Development detailing leases agreed in respect of the undernoted properties:-

The Committee noted and approved the above.

 

VII RENT REVIEWS

 

There was submitted Report No 27-2014 by the Director of City Development, detailing commercial leases agreed to in respect of the undernoted premises:-

 

Unit 5, Peddie Street, Dundee

Area of Land at Drumsturdy Road, Dundee

Yard 4, Annfield Row, Dundee

87-89 Fintry Road, Dundee

159 Perth Road, Dundee

Area of Ground at Baldovie Terrace, Dundee

 

The Committee approved accordingly.

 

VIII PROPOSED REPURCHASE OF 5E HEBRIDES DRIVE, DUNDEE

 

There was submitted Agenda Note AN6-2014, making reference to Article II of the Housing Committee of 22nd April, 2013, wherein members agreed that a number of residential properties could be demolished and the Director of City Development was remitted to enter into repurchasing negotiations with the respective owners of the properties.

 

It was reported that, after advice from the District Valuer, agreement was reached to purchase the heritable interest of 5E Hebrides Drive, Dundee.

 

Thereafter, the repurchase was approved by the Director of City Development in view of the timescales involved, in consultation with the Convener, Labour Group spokesperson, Bailie Borthwick, Bailie Scott and Councillor Macpherson, on the terms and conditions detailed in the note.

 

The Committee noted accordingly.

 

IX PROPOSED SALE OF LAND EAST OF 8 ROSSIE AVENUE, DUNDEE

 

There was submitted Report No 11-2014 by the Director of City Development detailing terms and conditions proposed for the disposal of the abovementioned subjects.

 

The Committee approved the disposal on the terms and conditions detailed in the report.

 

X PROPOSED SALE OF LAND ADJACENT TO 59 LEYSHADE COURT, DUNDEE

 

There was submitted Report No 10-2014 by the Director of City Development detailing terms and conditions proposed for the disposal of the abovementioned subjects.

 

The Committee approved the disposal on the terms and conditions detailed in the report.

 

XI PROPOSED SALE OF LAND SOUTH OF 37 KINNEFF CRESCENT, DUNDEE

 

There was submitted Report No 14-2014 by the Director of City Development detailing terms and conditions proposed for the disposal of the abovementioned subjects.

 

The Committee approved the disposal on the terms and conditions detailed in the report.

 

XII PROPOSED SALE OF LAND ADJACENT TO 16A GREENDYKES ROAD, DUNDEE

 

There was submitted Report No 13-2014 by the Director of City Development detailing terms and conditions proposed for the disposal of the abovementioned subjects.

 

The Committee approved the disposal on the terms and conditions detailed in the report.

XIII PROPOSED SALE OF LAND WEST OF 46 KIRKTON AVENUE, DUNDEE

 

There was submitted Report No 12-2014 by the Director of City Development detailing terms and conditions proposed for the disposal of the abovementioned subjects.

 

The Committee approved the disposal on the terms and conditions detailed in the report.

 

XIV PROPOSED DISPOSAL OF SITE AT FORMER DOUGLAS HOUSE, BALUNIE DRIVE, DUNDEE

 

There was submitted Report No 38-2014 by the Director of City Development detailing terms and conditions proposed for the disposal of the abovementioned subjects.

 

The Committee approved the disposal on the terms and conditions detailed in the report.

 

XV PROPOSED DISPOSAL OF GROUND WITHIN CLAVERHOUSE INDUSTRIAL PARK, DUNDEE

 

There was submitted Report No 28-2014 by the Director of City Development detailing terms and conditions proposed for the disposal of the abovementioned subjects.
