I VACANT AND DERELICT LAND FUND PROGRAMME 2013/2014
There was submitted Report No 457-2013 by the Director of City Development advising the Committee that the Scottish Government had allocated a further 1,073,205.60 under the Vacant and Derelict Land Fund to Dundee for 2013/2014.
The Committee:-
(a) noted that the Scottish Government had allocated a further 1,073,205.60 under the Vacant and Derelict Land Fund over the period 2013/2014 for projects in Dundee; and
(b) approved the Vacant and Derelict Land Fund programme set out in Appendix 1 to the report as the delivery programme for the period 2013/2014.
II WORLDHOST DESTINATION
There was submitted Report No 450-2013 by the Director of City Development advising the Committee of the proposal to seek WorldHost Destination status for Dundee.
The Committee noted the report and gave its support to the Council taking a lead as an early adopter of the strategy.
III BANK STREET, LOCHEE - VARIATION OF WAITING RESTRICTIONS
There was submitted Report No 459-2013 by the Director of City Development relative to a request for additions to waiting restrictions for Bank Street, Lochee due to the redevelopment of the area and the creation of the new carriageway connecting Coupar Angus Road to High Street, and for an addition to the vehicle regulations on this new carriageway which would encourage vehicles to travel in an easterly direction between St Ann Lane and High Street.
The Committee approved the preparation of a Traffic Regulation Variation Order to affect the changes to the waiting restrictions and traffic regulations in the relevant Traffic Regulation Orders for Dundee.
IV TRAFFIC ORDERS
There was submitted Agenda Note AN128-2013 relative to the undernoted Traffic Orders:-
(a) DUNDEE CITY COUNCIL (VARIATION TO DISABLED PERSON'S PARKING PLACES) (ADDITIONS) ORDER 2013
Reference was made to Article XI of the minute of meeting of this Committee of 20th August, 2012, wherein the Committee authorised the preparation of an Order to add bays which had been requested by qualifying Blue Badge Holders.
The proposed Order had been duly drafted and, during the statutory consultation period, no objections had been received. Thereafter, the Order was duly advertised and there were no objections.
The Committee therefore agreed to make the Order as advertised.
(b) DUNDEE CITY COUNCIL (VARIATION TO DISABLED PERSON'S PARKING PLACES) (REMOVALS) ORDER 2013
Reference was made to Article XI of the minute of meeting of this Committee of 20th August, 2012, wherein the Committee authorised the preparation of an Order to remove bays that were no longer linked to qualifying residents due to the requirements of the Disabled Person's Parking Places (Scotland) Act 2009.
The proposed Order had been duly drafted and, during the statutory consultation period, no objections had been received.
The Committee therefore authorised publication of the Order as drafted.
V CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - PROPOSED STREET NAMES - CONCLUSION OFCONSULTATION TO ALLOCATION OF STREET NAME OF NABLUS AVENUE TO AN EXISTING
There was submitted Agenda Note AN129-2013 making reference to Article VII of the minute of meeting of this Committee of 19th August, 2013, wherein the Committee agreed to commence consultation on renaming a length of road in recognition of the Nablus Twinning.
It was reported that there was a road link from Tom McDonald Avenue to the south that met Mariner Drive which had no official name and it was proposed to rename a length of this road Nablus Avenue.
The Committee noted the responses to the consultation and approved the naming of Nablus Avenue at this location.
VI DEMOLITION OF VANDALISED BUILDING AT DOUGLAS HOUSE, DUNDEE
There was submitted Agenda Note AN130-2013 advising that following frequent vandalism at Douglas House, 8 Balunie Drive, it was deemed necessary to demolish the entire building as soon as practicable and six contractors had been asked to submit tenders for the works.
It was reported that given the urgency of the works, the City Engineer and the Director of City Development, after consultation with the Convener, Labour Group Spokesperson, Bailie Scott, Bailie Borthwick and Councillor Macpherson, accepted the lowest offer from D Geddes (Contractors) Ltd allowing works to commence on 21st October, 2013 with a contract period of 12 weeks. The contract amount was for 53,565 which, together with allowances of 7,450 for professional fees, 27,200 estimated cost for public utilities and post demolition treatment and contingencies of 8,085 made a total of 96,300.
The Committee noted accordingly.
VII TREE PRESERVATION ORDERS
There was submitted Agenda Note AN131-2013 relative to the undernoted Tree Preservation Orders.
The Lord Provost declared a non-financial interest in the last Tree Preservation Order by virtue of living in Ross Gardens.
01/2013 - Land at Byron Street, Dundee
It was reported that on 10th July, 2013, the Council made a Tree Preservation Order on the above‑mentioned site. The site was not located within a Conservation Area and therefore the trees had no protection. A number of requests had been made to the Council's Forestry Officer to remove mature trees. Therefore, a tree Preservation Order was placed on the trees to protect and preserve the arboreal amenity of the area.
02/2013 - Land at Parkview School, 309 Blackness Road, Dundee, DD2 1SH
It was reported that on 8th July, 2013, the Council made a Tree Preservation Order on the above‑mentioned site. The school is a Category B Listed Building. Development is underway in the grounds and adequate protective fencing was not erected on site before work began. Therefore, a Tree Preservation Order was required to protect the trees and to preserve and protect the arboreal amenity of the area.
No objections had been received.
04/2013 - Land at Ross Gardens
It was reported that on 17th July, 2013, the Council made a Tree Preservation Order on the above‑mentioned site. This was a review of the current Tree Preservation Order 4/1982.
No objections had been received.
The Committee authorised the Head of Democratic and Legal Services and Director of City Development to undertake the necessary procedures and confirm the above Tree Preservation Orders.
VIII TENDERS RECEIVED BY CITY ARCHITECT
There was submitted Report No 445-2013 detailing the undernoted tenders.
The Lord Provost, Councillors, Hunter, Gordon and McCready declared an interest in (a) to (d) of this item by virtue of being Trustees of Leisure and Culture Dundee.
(a) ARTHURSTONE LIBRARY - ALTERATION TO FIRST FLOOR
The Committee agreed to accept a tender negotiated with the Environment Department (Construction Services) in the sum of 387,085, to which required to be added allowances amounting to 61,063, giving a total of 448,147.75.
(b) DISC - UPGRADE TO SHOWER AND CHANGING ROOMS
The Committee agreed to accept a tender negotiated with the Environment Department (Construction Services) in the sum of 23,200.70, to which required to be added allowances amounting to 3,480, giving a total of 26,680.70.
(c) DISC - EXTERNAL FACADE ENHANCEMENT
The Committee agreed to accept a tender negotiated with the Environment Department (Construction Services) in the sum of 66,005.12, to which required to be added allowances amounting to 54,900, giving a total of 120,905.12.
(d) ARDLER COMMUNITY CENTRE - REFURBISHMENT OF SHOWER AREAS
The Committee agreed to accept a tender negotiated with the Environment Department (Construction Services) in the sum of 105,600, to which required to be added allowances amounting to 15,840, giving a total of 121,440.
(e) SHORE TERRACE - FORMATION OF MEETING ROOMS AND OFFICES - ENABLING WORKS
The Committee agreed to accept a tender negotiated with the Environment Department (Construction Services) in the sum of 50,000, to which required to be added allowances amounting to 7,500, giving a total of 57,500.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

There was submitted Report No 449-2013 by the Director of City Development detailing the undernoted commercial leases:-

X RENT REVIEWS
There was submitted Report No 448-2013 by the Director of City Development detailing a rent review in respect of 26 St Giles Terrace, Dundee.
The Committee approved accordingly.
XI PROPOSED SALE OF LAND AT BOYSACK GARDENS, BROUGHTY FERRY, DUNDEE
There was submitted Report No 437-2013 by the Director of City Development seeking approval for the sale of an area of land to the north of 18 Boysack Gardens, Broughty Ferry, Dundee.
The Committee approved the sale on the terms and conditions detailed in the report.
XII PROPOSED SALE OF LAND AT LORNE STREET, DUNDEE
There was submitted Report No 444-2013 by the Director of City Development seeking approval for the sale of an area of land at Lorne Street, Dundee.
The Committee approved the sale on the terms and conditions detailed in the report.
