I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II CITY DEVELOPMENT DEPARTMENT SERVICE PLAN REVIEW

 

On a reference to Article II of the minute of meeting of this Committee of 28th January, 2013, there was submitted Report No 389-2013 by the Director of City Development reviewing the performance of the City Development Department in relation to its Service Plan 2012.

 

The Committee agreed to note the contents of the City Development Department Service Review, as detailed in the report.

 

III CENTRAL CONSERVATION AREA APPRAISAL

 

There was submitted Agenda Note AN107-2013, making reference to Article IV of the minute of meeting of this Committee of 28th January, 2013, wherein the Committee agreed to remit the Director of City Development to consult with the local community and interested parties on the terms of the Draft Conservation Area Appraisal and to report back with the results of the consultation process.

 

It was reported that as a result of the consultation of the proposed Conservation Area Character Areas and its associated Conservation Area Appraisal, no negative feedback was obtained and positive comments received from Historic Scotland.

 

The Committee noted the comments and agreed to:-

 

(a) approve the Conservation Area Appraisal as supplementary guidance to the Local Plan Review; and refer the Appraisal to the Development Management Committee for approval as a material planning consideration;

 

(b) remit the Director of City Development to cancel the existing Central Conservation Area Boundary;

 

(c) remit the Director of City Development to give notice to the Scottish Government of the designation of the new Central Conservation Area boundary;

 

(d) remit the Director of City Development to advertise the designation in the Edinburgh Gazette and Evening Telegraph newspapers; and

 

(e) remit the Director of City Development to apply to the Scottish Government to replace the Article 4 Directions.

 

IV WINTER MAINTENANCE POLICY AND LEVEL OF SERVICE 2013/2014

 

There was submitted Agenda Note AN108-2013, making reference to Article VII of the City Development Committee of 2nd September, 2012 where, following the severe winter of 2010/2011 and detailed reviews with all stakeholders, improvements to the policy and level of service for winter 2012/2013 were approved. The Committee agreed that this improved policy and level of service be adopted again for 2013/2014.

 

V TENDERS RECEIVED BY CITY ENGINEER

 

There was submitted Report No 314-2013 by the City Engineer detailing tenders received in respect of the undernoted projects:-

 

(a) DUNDEE CENTRAL WATERFRONT RAIL STATION DEMOLITION

 

The Committee agreed to accept a negotiated offer from Sir Robert McAlpine Ltd, in the sum of 635,245.01, to which required to be added allowances amounting to 939,896.12, giving a total of 1,575,141.13.

 

(b) CHARLESTON PRIMARY SCHOOL DEMOLITION

 

The Committee agreed to accept the lowest offer from Dundee Plant Co Ltd, in the sum of 66,063, to which required to be added allowances amounting to 87,600, giving a total of 153,663.

 

VI TENDERS RECEIVED BY CITY ARCHITECT

 

There was submitted Report No 343-2013 by the City Architect detailing tenders received in respect of the undernoted projects:-

 

(a) BARNHILL PRIMARY SCHOOL - EXTENSION

 

The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 2,196,834, to which required to be added allowances amounting to 357,800, giving a total of 2,554,634.

 

(b) WHITFIELD CORE LIFE SERVICES BUILDING - LOOSE FURNITURE AND EQUIPMENT

 

The Committee agreed to accept the undernoted offers via existing framework agreements:-

giving a total of 150,693.74, to which required to be added allowances amounting to 25,000, giving a final total of 175,693.74.

 

(c) UNITS 5 AND 6 DUNSINANE AVENUE - ALTERATION WORKS

 

The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 32,430, to which required to be added allowances amounting to 8,000, giving a total of 40,430.

 

(d) CHRISTMAS LIGHTS 2013 - ERECTION OF TREES, LIGHTS AND DECORATIONS

 

The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 134,316.27, to which required be added allowances amounting to 21,000, giving a total of 155,316.27.

 

(e) CITY SQUARE EAST WING - RELOCATION OF ENVIRONMENT DEPARTMENT - ENABLING WORKS

 

The Committee agreed to accept a negotiated offer from the Environment Department (Construction Services) in the sum of 10,000, to which required to be added allowances amounting to 1,500, giving a total of 11,500.

 

VII GRANTING OF SECTION 18 LICENCE UNDER THE COAST PROTECTION ACT 1949 TO CATCHMENT TAY LIMITED FOR MANHOLE REPLACEMENTWORKS ON FORESHORE AT DOUGLAS TERRACE (WEST)

 

There was submitted Report No 390-2013 by the Director of City Development seeking approval to grant a licence under Section 18 of the Coast Protection Act to Catchment Tay Ltd for undertaking manhole replacement works at Douglas Terrace (west) foreshore. The Committee authorised the Director of City Development to grant a Section 18 licence to Catchment Tay Ltd for undertaking manhole replacement works scheduled for October, 2013.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

VIII COMMERCIAL LEASES

 

There was submitted and noted Report No 348-2013 by the Director of City Development, detailing commercial leases agreed in respect of the undernoted properties:

IX RENT REVIEWS

 

There was submitted and noted Report No 349-2013 by the Director of City Development detailing a rent review in respect of an area of ground at Magdalenes, Kirkton, Dundee.

 

X PROPOSED DISPOSAL OF PROPERTY AT CLEPINGTON STREET, DUNDEE

 

There was submitted Report No 305-2013 by the Director of City Development seeking approval for the disposal of property at 12 and 39 Clepington Street, Dundee

 

The Committee approved the disposal on the terms and conditions detailed in the report.

 

XI EAST OF SCOTLAND INVESTMENT FUND LOAN

 

There was submitted Report No 347-2013 by the Director of City Development, seeking approval to allocate a loan from the East of Scotland Investment Fund (ESIF).

 

The Committee approved the loan on the terms and conditions detailed in the report.
