The minute of meeting of this Committee of 20th May, 2013 was held as read.
Unless marked thus * all items stand delegated.
I DECLARATION OF INTEREST
Councillor Hunter declared a non-financial interest in Article II by virtue of being the Council's representative on Ardler Village Trust.
II DUNDEE COMMUNITY REGENERATION FUND 2013/2014
There was submitted Report No 273-2013 by the Chief Executive relative to the above.
The Committee approved the allocations to the Community Regeneration Forum for 2013/2014 and funding proposals contained in Section 5.2 of the report appended hereto (Appendix I).
III CUSTOMER SERVICE REVIEW - DEVELOPING A CUSTOMER FOCUS CULTURE
There was submitted Report No 236-2013 by the Chief Executive relative to the above.
The Committee:-
(i) approved the Corporate Customer Charter in Appendix 1 of the report;
(ii) approved the Training Strategy in Appendix 2 of the report;
(iii) noted the E-Learning Module on Customer Care;
(iv) agreed that the E-Learning Module would be piloted with the Changing for the Future Customer Service Group and Strategic Management Team; and
(v) noted that a Communications Strategy would be developed for the implementation of the Customer Charter.
IV RECESS SUB-COMMITTEE ARRANGEMENTS
There was submitted Agenda Note AN70-2013 intimating that the Council's Recess commenced on 29th June, 2013 and ended on 10th August, 2013.
To facilitate the smooth continuous conduct of the Council's business, it was proposed that a Recess Sub-Committee of the Council be set up to deal with matters of an urgent nature which the Chief Executive or Head of Democratic and Legal Services believed could not wait for the next ordinary meeting of the Committee concerned during that period and that its operating arrangements be as follows:-
(i) Membership - 4 members of the Administration, 2 members of the Labour Group and either the Conservative, Liberal Democrat or Independent member.
(ii) Chair - Leader of the Administration or nominee.
(iii) Substitutes - in terms of Standing Order No 45(3) it shall be competent for substitutions to be intimated and effected for individual meetings.
(iv) Quorum - 3 members.
(v) Dates - to be arranged on a Monday when required.
(vi) Remit - to deal with any urgent business arising during the recess period.
(vii) Power - full delegated powers to deal with business laid before it.
Notwithstanding the above, it may be necessary in view of their quasi-judicial nature to arrange meetings of the Personnel Appeals Sub-Committee and Licensing Committee.
The Committee approved accordingly.
V LOCAL COMMUNITY PLAN MONITORING 2012/2013
There was submitted Report No 241-2013 by the Director, Leisure and Communities presenting the findings from the annual Output Monitoring exercise of Local Community Plans for the period 1st April, 2012 to 31st March, 2013.
The Committee:-
(i) agreed to recognise the significant level of progress made in terms of outputs achieved by Local Community Planning Partnerships for each area;
(ii) agreed to recognise the high level of collaboration, co-operation and support between Dundee City Council, partner agencies and community stakeholders in the implementation of Local Community Plans; and
(iii) agreed that Dundee City Council should continue to work with public, private and voluntary sector agencies in partnership with local communities to address the long‑term aspirations, needs and issues identified in each Local Community Plan.
VI INTRODUCTION OF CLUSTER BUSINESS SUPPORT OFFICERS
On a reference to Article XII of the minute of meeting of this Committee of 14th January, 2013, there was submitted Report No 265-2013 by the Director of Corporate Services proposing the establishment of new posts of Cluster Business Support Officers to be based in a designated geographic area of the City. These posts would originally be responsible for the provision of business support, advice and guidance to primary and nursery schools.
The Committee:-
(i) agreed that seven posts of Cluster Business Support Officer, grade 8, currently 22,591-26,604 per annum be established;
(ii) agreed that recruitment into these posts be restricted to current Dundee City Council employees; and
(iii) acknowledged that once successful applicants were identified, there would be no automatic backfilling of the vacancies created.
VII LOCAL CODE ON CORPORATE GOVERNANCE
There was submitted Report No 247-2013 by the Chief Executive reviewing and updating the Council's Local Code on Corporate Governance.
The Committee:-
(i) approved the review and updated the Local Code on Corporate Governance detailed in Appendix 1 of the report;
(ii) approved the implementation of the improvements list in Appendix 2 of the report;
(iii) noted the scores recorded against the guidelines in Appendix 3 of the report; and
(iv) agreed that the Code be updated as a project on the internet.
VIII FOLLOWING THE PUBLIC POUND
After considering Report No 259-2013 by the Director of Corporate Services updating the Council's guidance on Funding External Bodies and Following the Public Pound, the Committee approved the updated guidance and associated appendices to the report.
IX COMMON GOOD FUND - USE OF UNALLOCATED BALANCES 2013/2014
Reference was made to Article VII of the minute of meeting of this Committee of 20th May, 2013, wherein the Committee approved proposals for use of unallocated Common Good Fund balances in 2013/2014. It was noted that a balance of 15,000 still remained unallocated.
There was submitted Agenda Note AN71-2013 proposing that in partnership with other bodies including Dundee Civic Trust, Dundee Historical Environment Trust and Hillcrest Housing that Dundee City Council made a contribution of 1,500 towards the cost of a Mary Slessor Commemorative Plaque that would provide a permanent memorial to Mary Slessor in Mary Slessor Square.
The Committee approved accordingly.
X APSE SOCIAL MEDIA SEMINAR
It was reported that APSE (the Association of Public Service Excellence) were holding a one day Social Media Seminar in Glasgow on 27th August, 2013.
The Council approved the attendance of Councillor Black at an estimated cost of 99, excluding travel and subsistence.
XI RESPONDING TO CHALLENGES AND CHANGE: AN OVERVIEW OF LOCAL GOVERNMENT IN SCOTLAND 2013
There was submitted Report No 243-2013 by the Director of Corporate Services providing elected members with a summary of the above national study that had been undertaken by Audit Scotland on behalf of the Accounts Commission.
The Committee noted the key findings arising from this national study including Appendix 1 of the report which identified key areas for elected members to consider and assess where further action points may be required.
