I DEMOLITION OF VARIOUS PROPERTIES IN WHITFIELD
There was submitted Report No 311-2010 by the Director of Housing seeking approval for the demolition of 149 properties in Whitfield.
The Committee:-
(i) agreed to declare surplus and demolish 149 flats at the following locations:-
* 1-12 Small Meadow Court
* 22-33 Tranent Walk
* 50-174 Whitfield Avenue
(ii) remitted the Director of Housing to award priority rehousing status to the remaining tenants, together with the Statutory Home Loss payment of 1,500 and to manage the rehousing process as detailed in paragraph 4.8 of the report;
(iii) approved, in principle, the repurchase of four owner-occupied properties, remitted the Director of City Development to enter into negotiations with the owners on a "without prejudice" basis, and remitted the Director of Housing to award the appropriate financial and rehousing package;
(iv) remitted the Director of City Development to prepare tenders on a phased basis and seek offers for demolition and post demolition treatment at the appropriate time; and
(v) remitted the Director of Housing to bring forward proposals for redevelopment at the appropriate time, with a potential estimated receipt of 120,000 to support delivery of the SHQS.
II HOUSING EDUCATION FOR YOUTHS (HEY!)
There was submitted Report No 299-2010 by the Director of Housing to ensure the continued delivery of the HEY! Project within secondary schools within the City.
The Committee:-
(i) agreed the contents of this report; and
(ii) remitted the Director of Housing to work in partnership with Action for Children (AFC) in relation to both funding and management of the HEY! Project.
III ANTI-SOCIAL BEHAVIOUR POLICY
This item was withdrawn.
IV TENDERS RECEIVED BY CITY ENGINEER - DEMOLITION MAXWELLTOWN MSD - PHASE 1 JAMAICA AND WELLINGTON TOWERS AND CONCIERGE BUILDING
There was submitted Report No 270-2010 by the City Engineer, giving details of offers received for the above contract. The Committee agreed to accept the lowest tender from Safedem Ltd, amounting to 1,744,447, together with the undernoted allowances:-

V LICENCE TO OCCUPY LAND AND CARRY OUT WORKS IN MILL O MAINS
The Director of Housing declared a non-financial interest in this item of business by virtue of her partner's employment with Homes in Scotland Ltd.
There was submitted Report No 332-2010 by the Chief Executive seeking Chief Officers' approval for a Licence to Occupy and Carry Out Works to be granted by Dundee City Council in favour of Home Scotland Housing Association.
It was noted that, in view of the timescales involved, the Chief Executive, in consultation with spokespersons from each of the groups, had approved the undernoted recommendations:-
(i) that a Licence to Occupy and Carry Out Works be granted by Dundee City Council in favour of Homes in Scotland Ltd over the land shown coloured red on the plan attached to the report; and
(ii) that it be remitted to the Depute Chief Executive (Support Services) enter into a Licence to Occupy and Carry Out Works with Homes in Scotland Ltd.
VI GRAFFITI POLICY
There was submitted Report No 265-2010 by the Head of Waste Management detailing proposals to introduce a formal Graffiti Policy.
The Committee agreed to:-
(i) introduce the Graffiti Policy detailed in the report;
(ii) support the principle of graffiti being removed free of charge from both domestic and business properties within agreed parameters; and
(iii) support a multi-agency approach to graffiti removal.
