The minute of meeting of this Committee of 9th June, 2008 was held as read.

I ADULT EDUCATION FUND

 

There was submitted Report No 336-2008 by the Director of Leisure and Communities detailing an application received from Broughty Ferry Education and Recreation Association (BERA), to assist in the administrative and running costs of presenting a programme of evening classes for the adult community in and around Broughty Ferry.

 

The Committee approved the recommended grant of 3,150 to allow the organisation to continue to provide very valuable and wide-ranging evening learning opportunities for the residents of Broughty Ferry and Dundee.

 

II DUNDEE VISUAL ARTISTS AWARD SCHEME

 

There was submitted Report No 343-2008 by the Director of Leisure and Communities making a recommendation for grant awards from the Dundee Visual Artists Award Scheme from the first round of applications this year. The next round would be November.

 

The Committee approved the following awards to:-

 

(i) Claire Todd: 730 towards a project incorporating dance and sculpture around various points of Dundee;

(ii) Ewan Manson: 798 towards the creation of a new body of sculptural work;

(iii) Samuel Playford-Greenwell: 150 towards the costs of creating a limited edition book of screenprints;

(iv) Julie M Boswell: 826 towards the creation of new work for exhibition at 'Touch Base' in Glasgow in September 2008; and

(v) Neil McIntee: 400 towards experimental work incorporating sound, drawing and sculpture.

 

III VENUES FOR WEDDINGS/CIVIL CEREMONIES - CHARGES 2008/2009

 

There was submitted Agenda Note AN120-2008 advising that following a review of current practices and a comparison with other Council provision, approval was sought for the following charges for hosting wedding/civil ceremonies:-

The charges would be for an initial two hour hire, an additional hourly rate would be applied for hires exceeding this duration.

 

The venues would be available during normal working hours. For requests outwith normal opening hours a one-off charge would be set, based upon time, day and duration - to ensure all additional costs were fully recovered. The Registrar's fee would be charged in addition.

 

The Committee approved accordingly.

 

IV INTERNATIONAL YOUTH WORK FUND 2008/2009

 

Councillors Asif and Black declared a non-financial interest in this item by virtue of their Council appointment to the Grey Lodge Trust Board.

 

There was submitted Report No 345-2008 by the Director of Leisure and Communities detailing an award from the Department's International Youth Work Fund to enable the participation of young people from Dundee and Inkoo in Finland in the return leg of their exchange.

 

The Committee approved the recommended grant of 600, as detailed below:-

To assist with the outward return leg of youth exchange involving ten young people from Dundee and their partner organisation in Inkoo, Finland.

 

V SCOTTISH GOVERNMENT CONSULTATION ON MODEL SCHEME FOR THE ESTABLISHMENT OF COMMUNITYCOUNCILS AND CODE OF CONDUCT FOR COMMUNITY COUNCILLORS

 

There was submitted Report No 344-2008 by the Director of Leisure and Communities advising the Committee of the Scottish Government consultation on a National Model Scheme for the Establishment of Community Councils and Code of Conduct for Community Councillors, and seeking to recommend a response.

 

The Committee agreed to:-

 

(i) welcome the Scottish Government consultation on the development of a National Model Scheme for the Establishment of Community Councils and the Code of Conduct for Community Councillors and the opportunities this will bring for the democratic renewal of Dundee's Community Councils;

 

(ii) agree the response to the consultation as detailed in Appendix 1 of the report; and

 

(iii) agree to review Dundee City Council's Scheme for the Operation of Community Councils in the light of national development during the period 2008/2009.

 

VI LYNCH SPORTS CENTRE - LOCKER UPGRADE

 

There was submitted Agenda Note 132-2008 advising the Committee that an offer of 11,736 had been received from Prospec Ltd, Cranklow Meadows Estate, West Bawtry Road, Rotheringham SG60 2XL for the upgrading of the lockers in changing rooms 5, 6, 7 and 8 at the Lynch Sports Centre.

 

The Committee approved acceptance of the offer from the specialist contractor be accepted, having noted that the total expenditure of 11,736 could be met from the allocation within the Leisure and Communities 2008/2009 Capital Budget.

 

VII GROUNDS MAINTENANCE MACHINERY

 

There was submitted Report No 333-2008 by the Director of Leisure and Communities seeking approval for the purchase of various items of grounds maintenance machinery for the Leisure and Communities Department.

 

The Committee agreed to accept the offer, which was considered to be the most advantageous regarding quality and service, from Agricar Ltd, amounting to 39,750.
