I FOGGYLEY GARDENS - DRAFT SITE PLANNING BRIEF
There was submitted Report No 244-2008 by the Director of Planning and Transportation seeking approval of a Draft Site Planning Brief for the site of the former Foggyley multi-storey housing development and the allocated Brownfield housing development proposal (Dundee Local Plan Review, 2005) to the north.
The Committee agreed to:-
(i) approve the Draft Site Planning Brief for consultation purposes;
(ii) remit to the Director of Planning and Transportation to consult with the local communities and interested parties on the Draft Site Planning Brief; and
(iii) remit to the Director of Planning and Transportation to report on the results of the consultation within three months.
II STATUTORY UNDERTAKERS REINSTATEMENT PERFORMANCE IN DUNDEE 2007/2008
Councillor Will Dawson declared a non-financial interest in this item by virtue of being an employee of Scottish and Southern Energy and took no part in the discussion thereof.
There was submitted Report No 247-2008 by the Director of Planning and Transportation, providing a report on the performance of Statutory Undertakers operating in Dundee during 2007/2008, based on inspections and coring of their reinstatements under the New Roads and Street Works Act 1991 (NRSWA) and updating the Committee on the status of the Transport (Scotland) Act 2005, Part 2 - Road Works.
The Committee noted the performance of Statutory Undertakers reinstatements in Dundee based on the visual sample inspection regime and the local coring results for the last year, and noted the status of the Transport (Scotland) Act 2005, Part 2 - Road Works, different parts of which were scheduled for implementation on 1st April, 2008 and 1st October, 2008.
III ADOPTED FOOTWAY REPAIRS
There was submitted Report No 267-2008 by the Director of Planning and Transportation advising the Committee of the proposed repair programme for adopted footways in 2008/2009 and seeking authority to commence the proposed repair programme.
The Committee agreed to:-
(i) note the contents of this report, and approve the prioritisation of footway repairs in accordance with Appendix 1 of the report;
(ii) authorise the City Engineer to issue orders for carrying out this work based on the approved partnering arrangement with Tayside Contracts for road maintenance and minor works; and
(iii) authorise the City Engineer to promote schemes based on priority ratings in the event of unforeseen slippage to the programme.
IV PROPOSED MULTI-STOREY CAR PARK - HUNTER STREET
There was submitted Report No 205-2008 by the Director of Planning and Transportation detailing proposals to develop the existing surface level parking facility at Hunter Street incorporating a circa 430 space multi-storey car park with retail accommodation at ground level and a commercial development at the west end of the site.
The Committee approved the development of the site at Hunter Street car park and agreed to advertise in the OJEU (Official Journal of the European Union) for a potential partnering contractor based on quality, development content and experience.
It was noted that contractors would require to develop the site to accommodate a circa 430 space multi-storey car park with retail accommodation at ground level and to put forward other commercial proposals to enhance the development.
