I PLANNING AND TRANSPORT DEPARTMENT SERVICE PLAN 2007/2011
There was submitted Report No 43-2008 by the Director of Planning and Transportation seeking approval of the Planning and Transport Department Service Plan 2007/2011.
The Committee approved the Service Plan as detailed in the report.
II MODERNISING THE PLANNING SYSTEM - CONSULTATION ON DRAFT REGULATIONS ON DEVELOPMENT PLANNING, OCTOBER 2007
There was submitted Report No 49-2008 by the Director of Planning and Transportation advising the Committee of the comments to be forwarded to the Scottish Government on the draft regulations on Development Planning.
The Committee agreed to note and endorse the comments of the Director of Planning and Transportation as the City Council's response to the consultation on draft regulations on Development Planning.
III HOUSES IN MULTIPLE OCCUPATION - SUPPLEMENTARY PLANNING GUIDANCE REVIEW
There was submitted Report No 48-2008 by the Director of Planning and Transportation reporting the findings of the 12 month review of the Supplementary Planning Policy Guidance covering Houses in Multiple Occupation.
The Committee agreed that no modifications to the Policies of the Supplementary Planning Policy Guidance covering Houses in Multiple Occupation be made at this time.
IV DERELICT SHOP AT 191 PRINCES STREET
There was submitted Joint Report No 47-2008 by the Director of Planning and Transportation and Director of Economic Development, seeking authority to promote a Compulsory Purchase Order in respect of a derelict ground floor shop at 191 Princes Street in order to secure the redevelopment and improvement of these premises within the Stobswell Neighbourhood Regeneration Area.
The Committee remitted to the Depute Chief Executive (Support Services) to promote a Compulsory Purchase Order in respect of the shop premises at 191 Princes Street, having noted that this action would require capital expenditure in the region of 60,000 to acquire and renovate, including administration costs of approximately 10,000 to advertise and promote the Order.
V STANNERGATE TO DOUGLAS TERRACE WALKWAY IMPROVEMENTS
There was submitted Agenda Note AN24-2008 making reference to Article XV of the minute of meeting of this Committee of 8th January, 2007, wherein approval was given to appoint Torith Ltd to carry out sections of work to coastal structures in the above area to the value of 289,526. Reference was also made to Article VI of the minute of meeting of this Committee of 13th August, 2007, wherein following successful funding bids with SUSTRANS and the Scottish Executive Vacant Derelict Land Fund (VDLF), the contract with Torith Ltd was subsequently extended to 789,526 to carry out further works.
It was reported that since that time, a further funding bid to SUSTRANS for more works to these coastal structures was successful to the value of 50,000 and this funding required to be spent by 31st March, 2008. Given the tight timescales involved, the fact that the original contract was won in competitive tender, and as the works continue to be carried out to a high quality standard, the Chief Executive had authorised the further extension of the contract with Torith Ltd to carry out additional works to the value of 50,000 based on the original contract rates.
The Committee noted accordingly.
VI SCOTS ASSET MANAGEMENT
There was submitted Agenda Note AN25-2008, making reference to Article IV of the minute of meeting of this Committee of 20th March, 2006, wherein it was agreed that the Director of Planning and Transportation support the Efficient Government Fund bid for the development of a common roads asset management framework across Scotland. It was reported that the bid was not successful, however, there was still a requirement under the new Code of Practice for Highways Maintenance Management for this to be produced. Through SCOTS (Society of Chief Officers for Transportation for Scotland), all Scottish Roads Authorities wished to progress this with Glasgow City Council acting as lead authority in procuring the professional services required.
The Committee agreed that Dundee City Council be authorised to enter an agreement with the other Scottish Local Authorities to co-operate and fund the project over a four year period at a cost of approximately 15,000 in year one and 5,000 per annum thereafter.
VII TRAFFIC ORDERS
There was submitted Agenda Note AN26-2008 detailing the undernoted Traffic Orders:-
(a) DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) ORDER 2008
Reference was made to Article III of the minute of meeting of this Committee of 22nd October, 2007, wherein the Committee authorised the preparation of an Order introducing further measures to vary the provisions of numerous existing Waiting Restrictions Orders affecting Dundee.
It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received.
The Committee therefore authorised publication of the Order.
(b) DUNDEE CITY COUNCIL (FAIRBAIRN STREET AND NEISH STREET, DUNDEE) (MAJOR EVENTS RELATED TRAFFIC CONTROL) ORDER 2008
Reference was made to Article V of the minute of meeting of this Committee of 10th September, 2007, wherein the Committee authorised the preparation of an Order to provide coach parking facilities following the loss of the off-street car park at the former Densfield Works.
It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was advertised and there were no objections.
The Committee therefore agreed to make the Order as advertised.
VIII DUNDEE CITY COUNCIL (ULLAPOOL CRESCENT - LOCHINVER CRESCENT FOOTPATH, DUNDEE) (STOPPING-UP) ORDER 2008
There was submitted Agenda Note AN29-2008, making reference to Article I of the minute of meeting of this Committee of 22nd October, 2007, wherein the Committee authorised the preparation of an Order to stop-up the entire length of the Ullapool Crescent - Lochinver Crescent footpath in order to prevent anti-social behaviour.
It was reported that the Order was duly prepared and advertised in the Evening Telegraph and Post and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. Six objections post-advert and one petition (of objection) with 72 signatures, pre-advert had been received.
Given the substantial number of objections received to the closure of this public right of way, the Committee agreed that the Council should not proceed to confirm this Order.
