I SCOTLAND'S NATIONAL TRANSPORT STRATEGY: A CONSULTATION
There was submitted Report No 464-2006 by the Director of Planning and Transportation advising the Committee of Dundee City Council's response to the Scottish Executive consultation document "Scotland's National Transport Strategy: A Consultation".
The Committee noted:-
(a) the Council's current policy of being against road user charging in principle; and
(b) Dundee City Council's response to the consultation document as detailed in Appendix 1 to the report.
II SITE PLANNING BRIEF, WIMBERLEY HALLS OF RESIDENCE, UNIVERSITY OF DUNDEE
There was submitted Report No 325-2006 by the Director of Planning and Transportation, seeking approval of the principles of a draft site planning brief for the University of Dundee's site at Wimberley Halls of Residence, Glamis Drive, as the basis of consultation with the local community and interested parties.
The Committee agreed to:-
(a) approve the draft site planning brief for purposes of consultation;
(b) remit the Director of Planning and Transportation to consult with the local community and interested parties on the terms and content of the draft site planning brief; and
(c) remit the Director of Planning and Transportation to report back on the result of the consultation exercise.
III ST LEONARD'S HOUSE, DRAFT SITE PLANNING BRIEF
There was submitted Report No 444-2006 by the Director of Planning and Transportation, seeking approval of the principles of a draft site planning brief as the basis of consultation with the local community and interested parties.
The Committee agreed to:-
(a) approve the draft site planning brief for purposes of consultation;
(b) remit the Director of Planning and Transportation to consult with the local community and interested parties on the terms and content of the draft site planning brief; and
(c) remit the Director of Planning and Transportation to report back on the result of the consultation exercise.
IV WILLIAM STREET/VICTORIA ROAD, DUNDEE - PROHIBITION OF RIGHT HAND TURN
There was submitted Report No 422-2006 by the Director of Planning and Transportation, seeking approval for the implementation of a Traffic Regulation Order to prohibit the right hand turn for southbound traffic on William Street into Victoria Road.
The Committee agreed to approve the preparation of the necessary Traffic Regulation Order.
V TAY HOTEL, DRAFT SITE DEVELOPMENT BRIEF
There was submitted Report No 474-2006 by the Director of Planning and Transportation, seeking approval of a draft development brief as the basis of consultation with site owners and interested parties.
The Committee agreed to:-
(a) approve the draft development brief for the purposes of consultation;
(b) remit the Director of Planning and Transportation to consult with the other owners and interested parties on the terms and content of the draft site planning brief;
(c) remit the Director of Planning and Transportation to report back on the results of the consultation exercise within a period of two months; and
(d) remit the Director of Planning and Transportation to put forward the final brief as a basis for assembly of the development site.
VI ATCO - NOMINATION FOR VICE CHAIR
There was submitted Agenda Note AN274-2006, advising that Neil Gellatly, Team Leader, Sustainable Transport, Planning and Transportation had been elected Vice Chair of the Association of Transport Co-ordinating Officers (ATCO) Scotland from 2007 to 2009.
The Committee noted the above and extended their congratulations to Mr Gellatly.
VII REGIONAL TRANSPORT PARTNERSHIP FUNDING 2006/07
The Convener and Councillors Keenan and Wallace declared a non-financial interest in this item by virtue of being members of TACTRAN.
There was submitted Agenda Note AN275-2006, advising the Committee of a capital funding grant received by Tayside and Central Scotland Regional Transport Partnership (TACTRAN) made by the Scottish Executive to develop and implement regionally strategic public transport, sustainable transport and road, cycling and walking projects.
It was reported that the funding for TACTRAN this financial year was 3,332,724 of which 946,500 was targeted at improvements in the Dundee City Council area.
It was further noted that the following had been approved by the Minister as suitable initiatives/projects for this fund:
Sustainable Transport - Financial Allocation: 446,500.
Cycling and Walking and Road - Financial Allocation: 500,000.
VIII LOCHEE - DRAFT MASTERPLAN UPDATE
There was submitted Agenda Note AN276-2006, making reference to Article II of the minute of meeting of this Committee of 13th February, 2006, when a draft masterplan for Lochee was approved for purposes of consultation.
The Committee noted the extensive consultation which had taken place and that the amended/revised masterplan would be reported to Committee in October 2006.
IX CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - PROPOSED NEW STREET NAMES

X DUNDEE CITY COUNCIL (SOUTH MARKETGAIT, DUNDEE) (PROHIBITION OF U-TURN) ORDER 2006
There was submitted Agenda Note AN278-2006, making reference to Article II of the minute of meeting of this Committee of 17th April, 2006, which authorised the preparation of an Order to improve pedestrian safety when pedestrians were given the right to cross the northbound carriageway.
It was reported that the proposed Order had been duly drafted and during the statutory consultation period no adverse comments were received.
The Committee therefore authorised formal publication of the Order as drafted.
XI DUNDEE CITY COUNCIL (TAXI RANK CLEARWAYS) ORDER 2006
There was submitted Agenda Note AN279-2006, making reference to Article III of the minute of meeting of this Committee of 20th March, 2006. which authorised the preparation of an Order to relieve congestion by permitting taxis unimpeded access to taxi ranks.
It was reported that the proposed Order had been duly drafted and during the statutory consultation, comments had been received from Dundee Taxi Association and The Chief Constable. As a result of the comments, it was recommended that the Order be amended to include the stacking rank in James Black Place, and that the stacking rank in Caird Avenue be moved further away from the junction with Marryat Street to improve the sightline.
The Committee authorised publication of the Order subject to the abovementioned amendments.
XII DUNDEE CITY COUNCIL (INVERGOWRIE DRIVE AREA) (WAITING RESTRICTIONS) ORDER 2006
There was submitted Agenda Note AN280-2006, making reference to Article IV of the minute of meeting of this Committee of 14th November, 2005, which authorised the preparation of an Order to relieve congestion and protect accesses in the area.
It was reported that the proposed Order had been duly drafted and during the statutory consultation period 39 objections had been received. Of these objections, 13 were later withdrawn, however 9 objectors had intimated that they wished to maintain their objections.
The Committee authorised publication of the Order subject to the following amendment:-
"the proposed restrictions on the east side of the main carriageway and on one side of the cul-de-sac will be converted from no waiting at any time to No Waiting, Monday-Friday, 8am-6pm."
XIII DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) ORDER 2007
There was submitted Agenda Note AN281-2006, making reference to Article III of the minute of meeting of this Committee of 17th April, 2006, which authorised the preparation of an Order introducing further measures to vary the provisions of numerous existing Waiting Restrictions Orders affecting Dundee.
It was reported that the proposed Order had been duly drafted and during the statutory consultation period no adverse comments were received.
The Committee therefore authorised publication of the Order.
XIV DUNDEE CITY COUNCIL (CENTRAL WATERFRONT [YEAMAN SHORE] AND DISCOVERY QUAY [EARL GREY PLACE SOUTH] CAR PARKS)(CONVERSION TO VARIABLE STAY TARIFF) ORDER 2006
There was submitted Agenda Note AN282-2006, making reference to Article V of the minute of meeting of this Committee of 8th May, 2006, which authorised the preparation of an Order to create more variable stay parking close to the city centre following the construction of a multi storey car park in Greenmarket to cater for shopping and business visitor demand.
It was reported that the proposed Order had been duly drafted and during the statutory consultation period no adverse comments were received.
The Committee therefore authorised publication of the Order.
XV VACANT AND DERELICT LAND FUND - DEMOLITION AT WHALERS CLOSE, DUNDEE
There was submitted Agenda Note AN253-2006, making reference to Article VII of the minute of meeting of this Committee of 17th April, 2006, wherein a report regarding a programme of works to be undertaken with the Vacant and Derelict Land Fund was approved, which had included property at Whalers Close, Dundee. It was reported that the City Engineer had obtained three tenders for the demolition of a shed at Whalers Close, the cheapest of which was from Trojan Contracting and DIY Co Ltd. The amount was 8,708 with non contract allowances of 3,500 and fees of 1,100, giving a total of 13,308.
As the building was mainly timber and could potentially be the subject of vandalism, approval had been given by the Director of Planning and Transportation in consultation with the Convener of the Planning and Transportation Committee and spokespersons from the other group, to accept this offer.
The Committee noted accordingly.
