I TAYSIDE AREA WASTE PLAN ANNUAL REPORT 2003/04

 

There was submitted Joint Report No 209-2005 by the Director of Planning and Transportation and Head of Waste Management, advising the Committee of progress made in implementing the actions identified in the Tayside Area Waste Plan, and seeking endorsement of a series of new actions.

 

The Committee agreed to note the information provided and agreed to the new actions 23 to 36 detailed in the "SMART" Action Plan shown in Appendix 1 to the report.

 

II VEHICLE REPLACEMENTS 2005/2006

 

There was submitted Report No 197-2005 by the Head of Waste Management requesting authority for the purchase of replacement vehicles for 2005/2006, and detailing tenders received.

 

The Committee agreed to accept the most advantageous offers from the suppliers detailed below: -

III PURCHASE OF WHEELED BINS

 

There was submitted Agenda Note AN133-2005, making reference to Article IV of this Committee of 21st June 2004 when prices were accepted for purchase of wheeled bins for 2004/2005.

The Committee authorised the purchase of replacement wheeled bins up to the value of 68,932, having noted that the tender prices were applicable to 31st December 2005 and monies were available in the Department's Capital and Revenue Budgets for 2005/2006.

 

IV PURCHASE OF TWO LEASED REFUSE COLLECTION VEHICLES

 

There was submitted Agenda Note AN134-2005 advising that quotations had been received for the purchase of two Refuse Collection Vehicles currently leased by the department from Royscot SPA Leasing Limited and Asset Co. Limited whose seven year rental period was due to expire before 31st March 2005, as detailed below: -

The Committee approved the purchase of the two vehicles for the sum of 41,925, which could be met from savings achieved by the operational activities of the Waste Management Cleansing Services during the current financial year.

 

V LEASE OF RADIO COMMUNICATION EQUIPMENT

 

There was submitted Report No 205-2005 by the Head of Waste Management seeking authority to agree a five-year lease agreement for radio communication equipment for use within the Waste Management department.

 

The Committee agreed to accept the offer from Scotia Radio Services Ltd, in the sum of 11,540.36 per annum.

 

VI NATIONAL ASSISTANCE ACT 1948 - BURIAL OR CREMATION OF DECEASED PERSONS

 

Councillor Duncan declared a non-financial interest in this item by virtue of his employment as a memorial mason.

 

There was submitted Agenda Note AN135-2005 detailing tenders received in respect of burial and/or cremation of Destitute Dead Persons for the period 1st April 2005 to 31st March 2008.

 

The Committee agreed that the lowest offer from James Ashton & Son Ltd, being 321 for burials and 707 for cremations, be accepted, commencing 1st April 2005.

 

VII SOCIETY OF CHIEF OFFICERS OF TRADING STANDARDS IN SCOTLAND

 

There was submitted Agenda Note AN136-2005, advising the Committee of the election of their Trading Standards Manager, Ken Daly, on 22nd February 2005, to the office of Chairman of the Society of Chief Officers of Trading Standards in Scotland.

 

The Committee noted accordingly.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7(A) to the above Act.

 

VIII CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87(1) - BUILDINGS IN NEED OF REPAIR

 

There was submitted Agenda Note AN137-2005 reporting that Notices had been served on the owners of various properties requiring works to be carried out.

 

The Committee agreed that the Head of Environmental Health and Trading Standard be authorised to carry out the work should the owners not comply within the time period allowed in the Notices.
