I RIGHT TO REPAIR
There was submitted Report No 625-2004 by the City Architectural Services Officer seeking approval for the undernoted to be included on the list of contractors prepared to carry out qualifying repairs under the Secure Tenants (Right to Repair) (Scotland) Regulations 1994.

The Committee agreed that the above firms be included on the relevant list and for the addition to or deletion of firms from the list to be delegated to the Director of Housing in consultation with the City Architectural Services Officer and/or the Depute Chief Executive (Finance) as may be appropriate.
II BUILDING STRONGER COMMUNITIES - PHYSICAL REGENERATION IN THE COUNCIL SECTOR - SURPLUSHOUSING AT 9-15 FOGGYLEY GARDENS, 45-53 BURNSIDE STREET AND 2-24 WHORTERBANK
There was submitted Report No 634-2004 by the Director of Housing seeking approval for the demolition of 137 flats at 9-15 Foggyley Gardens, 45-53 Burnside Street and 2-24 Whorterbank.
The Committee agreed to:-
(i) declare surplus and demolish 120 flats at 9-15 Foggyley Gardens,
5 flats at 45-53 Burnside Street and
12 flats at 2-24 Whorterbank;
(ii)remit to the Director of Housing to award priority rehousing status to the remaining tenants together with the statutory home loss payment of 1,500;
(iii)remit to the Director of Planning and Transportation to prepare tenders and seek offers for demolition treatment at the appropriate time;
(iv)approve, in principle, the repurchase of two owner-occupied properties, remit the Director of Economic Development to enter into negotiations with the owners on a without prejudice basis and remit the Director of Housing to award the appropriate financial and rehousing package; and
(v)remit to the Director of Housing and the Director of Planning and Transportation to bring forward proposals for redevelopment at the appropriate time.
III KIRKTON CENTRAL CORE HOUSING SITE, KESWICK TERRACE: SELECTION OF SERVITE HOUSINGASSOCIATION LIMITED AS PREFERRED DEVELOPER
There was submitted Report No 653-2004 by the Director of Housing seeking approval of the selection of Servite Housing Association as the preferred Developer of Kirkton Central Core Housing Site.
The Committee agreed to:-
(i)approve Servite Housing Association as the preferred Developer and;
(ii)remit to the Director of Economic Development to negotiate the sale of the site to Servite Housing Association subject to the consent of Scottish Ministers
IV TENDERS RECEIVED
There was submitted Report No. 654-2004 by the City Architectural Services Officer listing tenders received and requesting a decision thereon.
(i)TULLIDEPH ROAD DEVELOPMENT - HEATING INSTALLATION AND ELECTRICAL UPGRADE
The Committee agreed to accept the lowest offer by McGill Electrical Ltd, Dundee for heating installation and electrical upgrade at Tullideph Road Development for 396,955.82 to which required to be added the undernoted allowances:-

(ii) MENZIESHILL 6TH AND 8TH DEVELOPMENTS - RENDER REPAIRS
The Committee agreed to accept the lowest offer by Muirfield (Contracts) Ltd, Dundee for render repairs at Menzieshill 6th and 8th Developments for 257,999.68 to which required to be added allowances of 1,752.00 for the Planning Supervisor and 16,100.00 for professional services making a total of 275,843.68.
(iii) WHITFIELD 2ND DEVELOPMENT - RENDER REPAIRS
The above item was withdrawn.
(iv) MAGDALENES KIRKTON 2ND DEVELOPMENT - PITCHED ROOF REPAIRS PHASE 8
The Committee agreed to accept the negotiated offer from Dundee Contract Services for pitched roof repairs at Magdalenes Kirkton, 2nd Development for 87,379.16 to which required to be added allowances of 884.00 for the Planning Supervisor and 7,965.00 for professional services making a total of 96,228.16.
V REGISTRATION OF TENANT ORGANISATIONS - HOUSING (SCOTLAND) ACT 2001 (THE ACT)
There was submitted Agenda Note AN340-2004 requesting that the undernoted associations be registered as tenant organisations.

The Committee, having heard that the applications fulfilled the criteria set out in the Act agreed to approve the applications.
VI REGISTERED TENANT ORGANISATIONS - ADMINISTRATION GRANTS
There was submitted Agenda Note AN341-2004 requesting grant assistance towards administration costs for 2004/2005 from the following group:-

VII CHARTERED INSTITUTE OF HOUSING IN SCOTLAND (CIHS) - FINANCIAL CONTRIBUTION
There was submitted Agenda Note AN342-2004 detailing a request from CIHS for a financial contribution for the financial year 2004/05.
The Committee agreed a contribution of 2,315.69 which would be met from existing budgets.
VIII SCOTTISH COUNCIL FOR SINGLE HOMELESS - FINANCIAL CONTRIBUTION
There was submitted Agenda Note AN343-2004 detailing a request for a financial contribution of 500 from the Scottish Council for Single Homeless (SCSH).
The Committee agreed to a financial contribution of 500 to the Scottish Council for Single Homeless.
IX HOUSING (SCOTLAND) ACT 2001 - IMPROVEMENT, REPAIRS AND ENVIRONMENTAL GRANTS, HOME LOANSETC
There was submitted Agenda Note AN344-2004. Reference was made to the minute of the meeting of the Housing Committee of 15th November, 1999 when grant expenditure now under Private Sector Housing Grant was agreed.
It was agreed that the grant approved during August 2004 in each of the categories were as follows:-
