I REVENUE BUDGET 2004/05 - HOUSING REVENUE ACCOUNT

There was submitted Report No 20-2004 by the Depute Chief Executive (Finance) relative to the above.

The Committee approved the 2004/05 Revenue Budget for the Housing Revenue Account and remitted to the Housing Committee to set the 2004/05 rent levels.

II REVISED LOCAL GOVERNMENT FINANCE SETTLEMENT 2004/05 AND 2005/06 AND REVENUE BUDGET/COUNCIL TAXSETTING PROCEDURE

There was submitted Report No 56-2004 by the Depute Chief Executive (Finance) advising members of the recent announcements made by the Minister for Finance and Public Services in respect of the revised Local Government Finance Settlement for 2004/05 and 2005/06 and setting out the procedure for fixing the 2004/05 Revenue Budget and Council Tax.

The Committee -

(i) noted the Council's revised Aggregate External Finance settlement for 2004/05 and 2005/06, as recently announced by the Minister for Finance and Public Services;

(ii) noted the current position on the Revenue Budget for the three year period 2004/07;

(iii) Agreed the procedures to be followed for setting the 2004/07 Revenue Budgets and Council Tax levels, as set out in Section 12 and Appendix A of this report.

III CAPITAL PLAN 2003-2007 - GENERAL SERVICES AND HOUSING HRA

Reference was made to Article V of the minute of meeting of the Finance Committee of 12th January, 2004.

There was submitted Report No 27-2004 by the Depute Chief Executive (Finance) providing members with background information and details of the Council's Capital Plan 2003/07.

The Committee -

(i) approved the Council's Capital Plan 2003/07 - General Services and Housing Revenue Account;

(ii) approved the actions detailed in paragraph 9.2;

(iii) authorised the Director of Housing to accept offers detailed in paragraph 9.2.2 to 9.2.6;

(iv) noted the Prudential Indicators on the Capital Plan 2003/07 as shown in Appendix 1.

IV SUPPORT SERVICES DEPARTMENT SERVICES PLAN 2003/07

There was submitted Report No 86-2004 by the Depute Chief Executive (Support Services) informing the Committee of the contents of the Support Services Department's Service Plan.

The Committee approved the plan.
